The UN Assistance Mission to Afghanistan (UNAMA) has released its October 2011 report on “Treatment of Conflict-Related Detainees in Afghanistan” (PDF). Ten years after the US invaded Afghanistan to oust the Taliban regime, and ostensibly dismantle the Al Qaeda forces linked to the 9/11 attacks, the regime in place is not only hopeless corrupt and unable to provide security for its citizens, Afghan security forces in the National Security Directorate (NDS) have been charged by UNAMA with “systematically” torturing “detainees for the purpose of obtaining confessions and information” at a number of provincial facilities.
The report alleges that fully 46 percent of prisoners held by security forces, and approximately one-third held by Afghan national police (ANP), are tortured. Furthermore, “[n]early all detainees tortured by NDS officials reported the abuse took place during interrogations and was aimed at obtaining a confession or information.” Until last month, the U.S. routinely turned prisoners over to Afghan security forces, while NATO stopped turning over prisoners to a number of different Afghan facilities last July.

To mark the tenth anniversary of the 9/11 attacks, the ACLU released a report that looks at how “ever-expanding claims of national security” have subverted freedoms and justified an assault on civil liberties.
The report scrutinizes racial and religious profiling, the expansion of the surveillance state, the impunity of the Bush administration officials who created a legal justification for torture and the framework that has dominated America since the attacks: the belief that America is in an “everywhere and forever war” which justifies any program, regardless of how it undermines civil liberties or the rule of law.

One year ago, WikiLeaks released the Afghanistan war logs. Around seventy-six thousand previously classified military reports were released in collaboration with the New York Times, The Guardian, and Der Spiegel. The contents of the documents revealed several dark realities of the war. And, the release drew condemnation from the Washington establishment that made certain the war logs had a minor impact.

Walter Pincus was the guy at the Washington Post known for writing skeptical stories about the Iraq debacle that wound up on page A17. He still gets that level of respect today, even when he’s got better information than anyone else. In this case, Pincus advances the story of permanent bases in Afghanistan (I’m calling them permanent bases, even if they end up being “joint bases” in the end), by taking a look at the construction contracts.

Since Scott Wilson and Karen DeYoung broke the suspense, I guess I’m free to say now that the President will announce tonight the removal of all 33,000 second surge troops from Afghanistan within 14 months, by September 2012. This would include a reduction of 10,000 troops by the end of the year, with the other 23,000 to be removed next year.

The Obama Administration is floating a steeper drawdown in Afghanistan than they contemplated in previous weeks, due to new “strategic considerations.” While they call the considerations the war’s cost and the killing of Osama bin Laden, the fact that 204 House members just voted for a quicker pullout, and the fact that there’s an election coming up in 2012, are probably the more likely ones.

Memorial Day is often a time to reflect on the soldiers who die in war. Why not also the civilians? Why not these five girls, seven boys and two women killed in their sleep from an object dropped on them at 10,000 feet, without warning? Don’t they deserve a memorial? Don’t their families and countrymen deserve to be free of a life in fear that they could be the next target of a poorly aimed bomb from the sky?
