Senate Dems Could Add UI and Doc Fix to Unfunded Payroll Tax Cut Bill

Senate Democrats have a plan for the payroll tax cut legislation that House Republicans basically gave up on yesterday. They can add the Unemployment Insurance extension and “doc fix” to the payroll bill, along with offsets for the UI and “fix” that the GOP might buy, and force the whole package on the House as the deadline nears.

In an impressive bit of caving, the House Republican leadership has given up on finding offsets for the payroll tax cut, proposing a bill that would extend the current cut to the end of the year without any funding. However, the other two pieces that were tied to the overall legislation at the end of last year, extended unemployment benefits and the “doc fix” to avoid a reset of Medicare reimbursement rates, would not be included.

The House GOP caucus definitely wants to try to force the issue on the Keystone XL pipeline with another vote. What’s not yet clear is where they want to place the rider. If they choose to attach it to payroll tax cut/UI legislation, that’s an indicator that they really want it to pass. If not, it’s an indicator that they just want to talk about it some more.

So the first two days of the second session of the 112th Congress has consisted of a day of basically nothing, and a day with a meaningless resolution. And by the way, the House is leaving for the rest of the week. Congress, earning those 8% approval ratings every day. As for whether/how the payroll tax cuts and unemployment insurance will be extended, that now depends on how they’re paid for.

The House returns to session today, and you can forgive them for feeling a distinct sense of deja vu. Nancy Pelosi and the House Democrats pulled off a neat little trick yesterday. The two-month extension of the payroll tax cut and unemployment insurance really only allows for one month of negotiation in the conference committee, since Congress stands in recess until the end of January. But there’s no reason that the conference committee cannot begin its work beforehand. So Pelosi stood in Washington yesterday, with House Democratic conferees, and demanded to know why Republicans wouldn’t come back to Washington to finish the deal.

Ron Klain Tries to Boost Geithner on Payroll Tax Deal

I have to chuckle at Ron Klain’s story about the subtle genius of the Obama Administration with respect to the payroll tax cut. Klain credits Timothy Geithner (and Gene Sperling, then an advisor to Geithner) with coming up with a strategy that turned a one-year payroll tax cut into what looks to be a two-year one. But remedy for using Making Work Pay to get more money to workers quicker is to double Making Work Pay. It was a $400 benefit; just make it an $800 benefit. If you like, raise the cap.
