A United States citizen, who happens to be a member of al Qaeda, is reportedly planning attacks on Americans who are overseas. The Associated Press reports, based on the comments of four anonymous United States officials, that President Barack Obama’s administration is contemplating how it can legally add this citizen to a “kill list” so he could be killed by a drone.

The Obama Administration’s assassination program, including its use of drones, has already proved controversial around the world. But now questions are being raised as to whether the program violates the laws of war and international human rights law. Outside of Afghanistan, or a “defined conflict zone”, the use of lethal force is subject to international laws protecting human rights. Laws the Obama Administration may have violated in Yemen and Pakistan where they have killed people using drones.

Tomorrow will be one of the first and possibly last opportunities for a real discussion of the US Drone Assassination program as John Brennan goes before the Senate Select Committee on Intelligence in hopes of being confirmed as CIA director. Already a contentious issue, the stakes have been further raised as a Justice Department white paper on the justification for the program was leaked.
