Communication Management Units: BOP’s Lack of Process Allows for Targeting of Muslims, Political Speech

The Center for Constitutional Rights (CCR), which has brought a lawsuit on behalf of prisoners placed in restrictive prison units known as Communications Management Units (CMUs), has revealed documentation that shows for the first time how people are designated for placement in CMUs, what they are told by the Bureau of Prisons (BOP) when placed in a CMU, and how they’re ongoing imprisonment in the CMU is reviewed by BOP.

Daniel McGowan pleaded guilty to an environmentally motivated arson in 2006 and is now serving the last six months of his seven-year sentence at a halfway house in Brooklyn. My daughter got involved in his case when the CCR filed a suit attacking the constitutionality of his transfer to a “Communication Management Unit” (CMU) during his imprisonment. In these units, inmates’ communication with the outside world is limited to one 15-minute phone call a week and two two-hour visits a month. Rachel described the CMUs “[as] political prisons. These people are being targeted to limit their ability to communicate with the outside world, and to limit their ability to be political people.”

Environmental Activist, Prosecuted as if He Was Terrorist, Was Held in Isolation for Political Speech

An environmental activist, who was prosecuted by the Justice Department for engaging in acts the department considers to be terrorism, has found out through a lawsuit of which he is a plaintiff that he was transferred to a prison in Marion, Illinois, and held in isolation for his political speech.
