The presidency of Barack Obama has entrenched many of the counterterrorism policies of President George W. Bush in the national security state and helped to further cement bipartisan consensus on these policies. However, there is one vile aspect about which conservatives and center-left individuals disagree, and that is on whether to outright kill terror suspects or not.
