Sec. Gates–who does have his future to think about, after all–wants to make sure his successors (or at least his future employers) understand. No more defense contractors need get tossed into the terrible winepress of budget austerity–there are plenty of fighting folks, ready for trampling.

After pausing for a day to placate another bleating billionaire, President Obama stepped to the first microphone Thursday to announce that Leon Panetta would soon sit where Bob Gates now sits, and that David Patraeus would sit in Panetta’s old chair, and that John Allen would grab King David’s throne, and so on and so forth until someone pulled the needle off the record. At which point we were told that the president had re-tooled his national security team for the challenges that lie ahead.
But if that sounds less like re-tooling and more like rearranging the deck chairs on the Titanic, well, that’s because it should.

President Obama announces the already leaked shuffle of his naitonal seucrity team. DCI Leon Panetta replaces Bob Gates as Secretary of Defence; Gen. David Patraeus replaces Panetta as head of the CIA. Gen. John Allen will take over for Patraeus in Afghanistan.

Steven Aftergood has an important update on the continuing saga of whether or not GAO can conduct investigations of intelligence activities. He explores the source of current restrictions on GAO review: a 1988 OLC opnion written by Douglas Kmiec. Aftergood goes on to explore the troubling current use of this 1988 opinion protecting raw intelligence to protect more function-oriented reviews of Executive Branch counter-terrorism activities. It’s troubling that this 1988 OLC opinion used to protect details inconvenient to Poppy Bush’s aspirations are now being used to hide details of Obama’s counterterrorism programs.

The Rolling Stone article appears to be a McChrystal-led effort to shore up his tough guy cred. But the actual content of the story shows that tough guy cred won’t win you a war in Afghanistan.
