The US command invited NYT reporters to examine its targeting procedures to demonstrate how careful we are avoiding civilian targets. But the military also acknowledged that the targeting rules are "far more restrictive now in Afghanistan than in Iraq."
What does that mean for civilians in Basra and Sadr City when we provided air support for Iraqi forces two months ago? It means "we’re winning" because we know "how to win wars."
