The rich spend a much smaller proportion of their incomes than the rest of us. So when they get a disproportionate share of total income, the economy is robbed of the demand it needs to keep growing and creating jobs.
That’s it in a nutshell. We need people to buy lots of products and services from American producers and retailers to keep the economy strong, and while wealthy individuals certainly spend more than non-wealthy individuals, in the aggregate they spend far less – both because there are so few of them, and because they can and do save more of their income than the rest of us.
So instead of throwing more and bigger tax cuts and executive bonuses at the rich on the flimsy pretense that they’ll keep the economy afloat by spending it all, how about a little more love for the rest of us? After all the times I’ve heard rich conservatives complain about how unfair it is to force the wealthy to bear a disproportionate share of the tax burden, surely they’d agree that it’s unfair to expect the wealthy to bear the spending burden all by themselves.
Of course, this being the real world, most bottom-line-minded corporations either don’t realize or don’t care that well-paid employees spend more money on their own products or their customers’ products, so Mr. Reich has some ideas on how to increase middle-class earning power without changing corporate pay scales (Note to Ben Nelson: Reich provides an offset for each proposal except the last to make it cost-neutral, so STFU):
- Expanded eligibility for the earned income tax credit (offset with carbon tax)
- Exemption of the first $20,000 of annual income from the payroll tax (offset with payroll tax on income over $250,000)
- More accessible pre-kindergarten education (offset with 0.5% fee on financial transactions)
- Free public universities (offset with 10% wage contributions for 10 years after graduation – this one’s a little scary, but probably still better than paying off student loan sharks)
- “Earnings insurance” to cushion the financial impact of taking a lower-wage job (no explicit offset, but cheaper than unemployment insurance)
These are certainly not the only possibilities and some of the offsets seem a little random, but overall they sound pretty good to me, and it would be fun to watch Republicans sputter about class warfare and socialist government takeover as they try to explain why they oppose them.
And while they’re not on Reich’s list, I would also recommend:
- Not cutting Social Security. Not only would cuts leave seniors with even less money to spend, but extending the retirement age means even fewer jobs available for everyone else. It would probably also depress spending almost immediately as everyone suddenly realizes that they’re going to need more savings.
- Public option or – better yet – single payer. The less we spend on health insurance and treatment, and the less bankrupt we are from chronic illnesses, the more we have left over to spend on everything else.
The only question is, how do we get there from here? Obama sure as hell isn’t going to push for it, and most congressional Democrats are afraid of their own shadows.

The irony (or perhaps not) of this is that the non-2% have so little disposable income ‘nowadays’ that nearly everything they earn goes right back into the economy (into precisely the right spots), and it does so immediately.
We need to DOUBLE Social Security benefits payments, while we LOWER the current retirement age at least until the current Jobs Emergency ends.

the real problem is that the smaller percentage of their income they spend the smaller the percentage they pay of regressive taxes like sales, useage, local
they are taxed less per dollar then everyone else even though there might be what’s called “a progressive tax”, the progressive taxes never make up the differance in percentage lower wage earners pay
and that’s the biggest problem, the middle and lower classes wind up paying for the services, the “commons” that the wealthy use at a far greater percentage
I’ll play devil’s advocate for just a moment and observe that there are probably times when moving money toward the rich would be a good policy. That would be when there’s a shortage of capital, I think, or when there just don’t seem to be enough rewards for excellence.
This certainly is not the case now. We’re awash in capital we can’t use, and the only “excellence” that’s being rewarded lately is excellence in screwing up the economy.
I agree with your premise, but we probably need something more punchy (and less immigration-sounding) than “migrate up”.
I personally like “trickle-up” just because of the deliberate contrast and reference to trickle-down. Although perhaps “demand-side” might work too.

I like the idea of free universities, not sure about the payment mechanism. I think too many people are either being priced out of a good higher education or being saddled with debts because of one.
Tuition has gone up at many schools much faster than inflation. It always seemed like something of a scam. In bad years, administrators would say that they needed to raise tuition to make ends meet. In good years, they would say that students could afford to pay more. So the result was prices went up every year.

I hate to break this to you but it is not “their” money. In a society you have resources. You regulate the flow of those resources via taxation and money. If you have a lot of resources tied up in unproductive or even wealth destroying segments of society, and it is dragging the rest of the society down, then the smart move is to transfer them to more productive areas. You can beat your breast and invoke all kinds of bullshit reasons for why the wealth of the rich is theirs, but when they steal our wealth from us, it was never really ours anyway, but then that’s what stooges and trolls like you do.
Not just the administration, but I’d be willing to bet most of the Democratic caucus as well.
Still, it’s nice to have as a counternarrative to the fiscal austerity and/or tax-cuts-for-the-rich scams that everyone in DC has bought into.
Would like to see Mr. Reich be the first high profile Democrat calling for a primary challenge to Obama in 2012. I’ve been saying it for months but don’t have his cache.
Back in the day when I thought the U.S. might return to sensible econ policies, my vocabulary for this phenomenon was: firing your customers.
It’s pretty apparent that corps don’t care. I guess they’ll get bailed out by taxpayers. So if consumers don’t spend, they’ll be forced to give to corps by tax increases, either now or for generations to come.
Lord knows the tax increase will NOT fall on the rich.

Yes – a balanced economy requires product demand – the money creates more demand when the rich do not have it and it is in the hands of the non-rich. It adds to the idea of an asset tax since most government – from military to fire to police – is money spent to protect assets – and the rich have 90% of the assets and only pay 23% of the cost of gov.
But a rising pond raises all boats – so a stable economy means the rich get richer.
It is a Win- Win
It would be a nice change from every year losing the latest class warfare battle to the rich.

So PTB don’t need to destroy U.S. higher ed. The institutions are doing it all on their own.

What most don’t see is the general rule behind all the obvious manifestations of it.
This bullshit about businesses creating jobs has permeated our culture. Demand creates jobs. Spending creates jobs. Jobs create spending. No jobs, no spending. No spending, no fucking businesses.
Most businesses are fucking dispensable. Barry doesn’t get this. Reich does. I taught this in fucking Econ 101 in the the 1970s, for christ’s sake.
The masses consume far more goods and services than the Ubers, provided the masses have sufficient income. Looked at another way, how many appliances can Bill Gates consume in one year versus the million+ households in Puget Sound? (Now if we can just start producing more of what we consume. If we fail to then we are only enriching other countries who produce the goods for us. This is not a remedy for building a strong future US economy.)

There’s an article that I think someone sent me, only I haven’t opened the email yet. A survey was done in the 90s or 00s of AEA membership. Only 3% responded that they would classify themselves as neoclassical economists. The problem is they are all in policy positions. The author of the article discussing the survey results excoriated the 97% of professional economists who don’t self-identify as neoclassical.

Too big to fail banks caught laundering money for Iran groups.
Nine banks have been caught up in the probe, and some are in discussions to settle, according to a person familiar with the case. Three have already. Last month, Barclays PLC in London agreed to pay $298 million and admitted to allowing payments on behalf of clients in Cuba, Sudan and other countries. Lloyds Banking Group in London and Credit Suisse Group in Zurich—banks that operated extensive transfer systems for Iranian clients—have agreed to settlements totaling $350 million and $536 million, respectively.
The investigators discovered that the banks ran dedicated units to systematically aid the undetected transfer of money through the U.S. banking system. They did that by removing identifying coding on fund transfers so they could evade automated U.S. bank computer systems designed to spot money flowing from a sanctioned state.

Many of my university students, sophomore, junior and senior level, are unable to write in a coherent fashion and are woefully ignorant of both history and literature. Lord I am extremely concerned for working people and those who wish they could find jobs. Getting them gainfully employed with some security for the future is our highest priority. But my age group has taken a terrible hit with the evaporation of stock savings funds and home values. There appears to be little stomach for the social security upgrade or just taxes to support care for those who can no longer work or care for themselves. This will leave emotionally and financially burdened family as the last resort for care needs. Even with decent pensions and SS is already a burden. Any added will really waste the potential of a generation or more.
Depends on whether they want us to eat cake or not.

A few months ago, I saw the term ‘nowadays’ used without quotations, as a free-standing and proper word, in the NYTimes. Insofar as they’ve long had a proper style manual, which I imagine is substantially implemented in their software nowadays, I guess it’s a word.
It’s possible to do a whole lot of thinking without being very effective at it. Many of these political think tanks serve as proof.

Given that we, the US taxpayer, has spent an estimated $15 trillion bailing out Wall St banksters, the real question is why we haven’t thrown these crooks in jail, and taken our money back.
I saw this interview with Cenk on Ratigan’s show. It was surprising to see an actual discussion of some relevant ideas. I hate to be negative, but in the current right wing political climate these ideas would be branded by media and opponents as a communist / socialist / terrorist plot to bring down capitalism with Obama and Summers leading the charge.
My Art History class was the best class I ever took. I encouraged my step son to take one. You learn about culture, economics, war, peace, mythology, why people dressed like they did, the rich, the peasants, history, texture…. and on and on. I went to a “liberal arts” college when they took it seriously. It was a very conservative college religiously, but not intellectually. My professors taught us to think for ourselves. They taught us to challenge them. We started questioning a war, the role of women, minority rights. We read “Diet for a Small Planet”. It was a heady time.
The only problem with that is, they won’t do it. They want to raise the age to make a generation have to wait longer to get their SSI. This saves the Government money in the short term. Bad idea but fiscally sound, France is considering the same thing.
Pay more? That’s just as bad as lowering the retirement age.
Won’t happen of course.
If your talking BIG SCHOOLS, then I would put much of the blame on large coaching salaries they pay at the Top 25 or so schools in the country. We’re talking several millions of dollars. I would also say most of the big schools are mini cities, I don’t have a problem with this but adding such facilities (Subway, Taco Bell, Pizza Hut, High Speed WiFi) the money has to come from somewhere.
As far as I can tell we’re the only 1st world country that asked its citizens to pay first in order to get an education. Then put you in massive debt for 5-10 years when your just starting your career.
During Ike’s Admin. wasn’t the rate for the rich about 90%? Now its down around 30-35%…

Cenk ended yesterday’s show perfectly saying even Regan wouldn’t be electable in our current political climate and that’s incredible when you think about it.
Yup, and I think of Sarah Palin much as I did of Reagan many years ago. It just couldn’t happen…..until it DID and we started this slide into debt and powerlessness(taxation without representation). Then there was Bush…..Can it get any worse? I suppose we could have full-blown German-style Fascism! We are getting frighteningly close!
