Liveblog: House Floor Debate on Health Care Bill

Welcome to the liveblog on the House of Representative’s health insurance reform vote. Whether you support the bill or opposite it, whether the bill passes or doesn’t this is a historic vote.

If a potential deal is struck with the Stupak bloc and the “pro-choice” caucus does not bolt, there would seem to be little standing in the way of the bills final passage.

Earl Pomeroy to Vote Yes: 209-209

Earl Pomeroy announced in a statement that he would vote for the health care bill. Pomeroy made the statement with the rest of the North Dakota delegation, Byron Dorgan and Kent Conrad.

So we’re at 209-209, and there are only four non-Stupak related votes out there. The yes side can’t get to yes without some of the Stupak bloc, and the no side can’t get to no without some of that bloc. It’s really down to that.

Executive Order Details Possibly Leaked

K-Lo thinks she has an early copy of that executive order (which she writes as “The Executiive Order” – and she’s the editor-in-chief of National Review) on abortion funding. There’s no way to authenticate this, but it sounds like a reiteration of the Hyde Amendment, and in particular applies it to community health centers. This could potentially tie up some Planned Parenthood clinics, although that’s somewhat unclear.

Stupak Agrees to Executive Order Language: 7 More to Vote Yes

Per MSNBC, Bart Stupak has agreed to language in an executive order that would satisfy his block. He had called a press conference at 12:30, but has now canceled it. The seven Democrats left in his block will vote “yes.”

Spox: Sanchez Will Make the Vote – Yes 206, No 207

That would make the vote count 206-207, with 9 undecideds and 9 possibly in the Stupak bloc. Stupak scheduled another press conference that was postponed; stay tuned.

John Dingell says he is going to try to persuade Stupak to drop his efforts to sink healthcare with his anti-choice efforts.

UPDATE II: The Kaptur yes is based on her own words to a local news station. So this is confirmed.

Morning Update: Down to the Stupak Bloc

Bart Stupak said this morning that he has 8 votes in his coalition. If that’s true there’s almost no path to 218. However, Stupak said he was nearing a deal with the White House on language that would go into an executive order, specifying no public funding for abortion. Obviously, if the Stupak bloc all votes for the bill, victory would be fairly well in hand.
