It’s basically McConnell saying, “Don’t blame us, we didn’t do anything.” And technically and literally, he’s correct. They never do. Wait, I take that back: No Child Left Behind worked pretty well. About as well as the levees worked against Katrina and “Brownie” worked in the aftermath.
