The top American commander in Iraq said Thursday it is unlikely the U.S. can declare victory by the time forces leave at the end of 2011.
"I’m not sure we will ever see anyone declare victory in Iraq, because first off, I’m not sure we’ll know for 10 years or five years," Army Gen. Ray Odierno told reporters at a Pentagon briefing.
Clearly, Ordierno hasn’t been paying attention.

Wow. I wonder what the price of Odierno speaking the truth will be? I’m sure that by later this afternoon all the Faux-wingers will be all over him as a defeatist… as their heads explode. I wonder how Petraeus is viewing this… I doubt Odierno went public with out a long, and soulsearching discussion with Petraeus about the merits of making this viewpoint “official”.
Other view… this now lets Obama move more resources to Afghanistan with an unofficial blessing of the DoD, because it’s already a “Lost Cause” in Mess O’Potamia, why not redeploy to the Afghan theater?

Odierno is engaging in some pre-emptive CYA. Besides it isn’t clear that US forces will really be out of Iraq by the end of 2011. They may simply be renamed “trainers.”

They’ve not only not declared war, they never provided a legitimate reason to attack and occupy Iraq. The thing about not declaring war is that it’s an out for any charges of war crimes. The character of this particular assault is that it was gleefully entered into as a pre-emptive attack. That is to say, the party attacked never intimated, mobilized nor engaged in war on U.S. assets anywhere in the world.
