He didn’t accept the money that would have gone to cover unemployment insurance because it would have meant that Texas would have had to change their laws so that they actually covered people who were unemployed. Then later he went and borrowed a lot more money from the federal government than the gift he had turned down to cover the difference in what the state had in its bank account and what it owed in unemployment payments.</p> He accepted most of it, or at least had it shoved down his throat by the state legislature.
