This could be just linguistic misunderstanding but it seems that agencies there are citing WH sources that the president is prepared to proceed with a dual track approach - continue to encourage Dems to work with Snowe on a PO-free compromise while, at the same time, stay prepared to offer a still secret WH-authored non-bipartisan bill should the talks fail. Which course of action gets presented on Tuesday will depend on what happens between now and then, with reportedly two versions of the speech being prepared.
