However, I don’t believe he had particular knowledge of time, place, and manner. If such specific knowledge of the plot had existed within the US government, then Bush’s uselessness wouldn’t have mattered; the institutional responses of the career security establishment would have kicked in to disrupt the plot. </p> <p>That’s not letting him, or the security establishment, off the hook for their abject failures.
