		<description>&lt;p&gt;Don’t know about the list.  Waxman-Markey won’t keep us from passing the tipping point into moderate to severe climate change effects.  Most of it will take effect long after Obama has left office and the tipping point will have occurred.  So you have to wonder how real any of it is.  Kucinich is right that it is further burdened down by allowance giveaways, dubious offsets, and bad technologies.  Baker’s argument is one we have heard with the TARP and other dumb ideas to address the financial meltdown, that it was better than doing nothing. I didn’t buy that one either.  What is needed is good, effective policy, not the worst except one.&lt;/p&gt;</description>
