Gail Collins gives us a primer on “The Care and Feeding of Arlen.”  She says Arlen Specter’s theory was that his propensity to do whatever he wanted should not only be tolerated, but rewarded.  Mr. Herbert, in “Far From Over,” says joblessness is like a cancer in the society. The last thing in the world that you want is for it to metastasize. And that’s what’s happening now.&lt;/p&gt;
