&lt;p&gt;Citi was a leader in abusing its analysts to move stock it had a financial incentive to move, part of a widespread market abuse by Wall Street’s top dogs that was in the news a few years ago and which led to formal requirements to separate in-house analysts from their investment banking brethren.  As Jane points out, the direct cost just to Citi to settle securities claims for this blatant conflict of interest was $2.65 billion.  But old dogs don’t really learn new tricks or stop using the old ones.&lt;/p&gt;</description>
