This week President Obama announced his plan for withdrawal from Iraq. While some parts of his speech were very welcome – in particular both his recognition of the desperate situation of the displaced Iraqis and his statement that all – not just all combat – troops would be out in 2011. As Raed Jarrar notes, this is very good news.
At the same time, the level of control Obama has granted the Petraues/Odierno team over the withdrawal is worrying– in particular, his willingness to allow them to keep the bulk of US forces in Iraq through the next election – and then some.
Here’s why:
Nowhere in the speech (nor in the various commentaries) have I seen a mention of our plans for withdrawing US forces to bases this June as required by the SOFA. This requirement – meant to get US forces out of the day to day active involvement in Iraq security seems to be forgotten – and given Odierno’s statements even as the SOFA was being signed that we could ignore that requirement – why not?
Nowhere in the speech is a mention of the referendum promised by the US and Maliki to get Iraqi parliamentary approval of the SOFA. This vote was designed to give the Iraqi people a say in how long we stay in their country – and if they vote the SOFA down, we are required to leave completely. Are we going to honor such a vote?
In the speech, Obama shifted the timeline for withdrawing combat troops from 16 to 19 months. Note that he had never promised no residual troops beyond that time and normally I would see the time shift as relatively trivial but the reasoning for that shift is where I begin to worry.
As Gareth Porter explains in his reporting on Friday:
The [Washington] Post reported the "senior officials" as suggesting that the reason for both recommendations was to avoid "jeopardizing Iraq’s still-fragile security". However, a source who was close to Obama during the campaign and maintains ties to his advisers said Obama’s acceptance of the 19-month plan was to "defuse the conflict with the Pentagon".
This effort by Obama to pacify the revolting generals – he is, for example, allowing them to set the timetable for actual combat troop withdrawal which they have made clear they do no intend to even start until after the Iraqi elections scheduled (but likely to be delayed) for December – leads to very dangerous territory given what we know of Odierno’s intentions:
The fact that the commanders have the option to nullify Obama’s pledge to removal all combat brigades raises serious questions about whether he has given up control over his Iraq policy…
Obama did not refer to the possibility that combat brigades would remain in the country after Aug. 31, 2010, but Defence Secretary Robert Gates admitted as much in a question and answer session with reporters after the speech…
In a teleconference with reporters Friday afternoon, Gates appeared to confirm indirectly that he and field commanders have discussed either keeping combat brigades in Iraq but calling them "non-combat" forces or actually sending new combat brigades to Iraq from the United States during the drawdown of the brigades now in Iraq.
A reporter asked Gates, "You have said they’re not going to be combat brigades, but are you going to take combat brigades that are in the United States and sort of rename them, redesignate them, or are you going to create new units for this specific mission?"
Gates first sidestepped the question entirely. "[W]ith respect to the 35,000 to 50,000," he said, "I think that that’s a question probably better directed at General Odierno." But he then added, "[I]n terms of whether those are new units or whether they are re-missioned units that are already there, I think remains to be seen."
CBS News Pentagon correspondent David Martin, reflecting the leaks from Pentagon officials, reported Feb. 24 that the residual force would be organised in "training and assistance brigades" that would be capable of conducting combat operations and calling air strikes from carrier or land-based aircraft. In a comment to CBS News Political Hotsheet, Martin said the units would be "fully combat capable", suggesting that they would be drawn from combat brigades.
Porter also asks if “U.S. pilots and planes will be part of the residual force after August 2010” and writes” The silence on that matter suggests that U.S. airpower will continue to participate in combat, despite the supposed end of the U.S. combat mission.”
On the same day as Obama’s speech, we already have the “let’s stay in Iraq” crew laying the groundwork for a continuing combat presence – as Cernig writes at Newshoggers:
– Michael O’Hanlon and Ken Pollack argue that the Iraq SOFA agreement and the wishes of Iraqis shouldn’t be considered binding and that US troops must stay in Iraq for years…"Having just returned from a trip to the country arranged by the top American commander there, Gen. Ray Odierno". You don’t say!
O’Hanlon and Pollack’s concern troll comments – which at times border on racism with comments about “visions of seventh-century caliphates” – are another installment in the Odierno/Petraeus campaign to stay in Iraq … well, apparently forever.
So long as the Obama administration focuses on pacifying the generals rather than listening to the desire of Iraqis (and American voters) for an end to occupation, we need to keep asking questions and reminding the administration that at the very least, we expect adherence to the SOFA requirements – including support for the Iraqi popular referendum on SOFA and its results.
Update: I am hearing that one source has been told by the Armed Services Committee that the June withdrawal will take place. More on this as I get it.

I wonder if anybody has asked the Golddust Twins Betrayus and Odierno what they’re gonna do if the Irakis, not the GZG, decide the US isn’t living up its withdrawal pronouncements and resume attacks. The Twins will be in for a rude awakening about the effectiveness of “The Surge.” Nobody in the govt or the press wants to talk about the cease-fire ordered by al-Sadr being the real cause of the drop in attacks on the troops.
Obama got rolled by the generals. Why am I not surprised. I told Samantha Powers at Netroots Nation last July that Obama would never live up to his campaign blather about drawing down the troops, for much the same reason that it is happening. That is, if he draws down the troops and violence increases he’ll be a one-termer. No doubt the generals are using that precise fear on him.

It has been way too long for the Iraqis – and we need to keep pressure on to really get the US out asap.
There needs to be pressure to counter the generals.
Which I’ve said since day one will happen regardless of when we withdraw. They want to kick that can down the road forever because they know that a violent power struggle will occur as soon as the US is no longer a player on the ground. Gonna happen no matter what.

We ask in the polls what do the American people want more troops in Iraq and/or Afghanistan or cuts in entitlements like Social Security Medicare etc like the GOP wants.

Very important point – and we must honor the results of a referendum. It’s a condition of SOFA and – while oh so convenient to ignore – it is the only reason the Iraqi parliament agreed to extend our legal authority to be there with the SOFA.

Why do we allow the agreement to be called “status of forces agreement” (SOFA)
I believe the title of the agreement, in Arabic, is “Agreement for U.S. forces to withdraw from Iraq by 2010.”

Obama is listening to the Generals. Those same Generals that messed up both Afghanistan and Iraq. These guys were trained to fight wars not fight insurgants or rebuild nations or make something out of nothing. They are the same ones who have wasted the wealth of this nation and hundreds of thousands of lives to protect us and that is something they never have done. The two times we needed them Pearl Harbor and 911 they failed. We are living the biggest joke there ever was that our military is there to protect us. They are telling Obama we can’t leave and by the time the dead line comes around something will have happened for them to say we can’t leave. So we won’t leave and we will keep paying and our troops will keep giving their lives and Iraq won’t be any better years from now. Afghanistan is worse there is nothing there to make a country out of it is just poppies and rocks and always will be just poppies and rocks. The people are not even a contiguous people or nation so there is no hope no matter how long we stay and pay. The Generals won’t quit they will want to fight on to the last soldier or American dollars are there to spend.

Lot of questions about the election. A roll of the dice for the Twins. Pressure al-Maliki to delay again and again. If held and the Irakis reject SOFA will the Twins just tell ‘em to fuck off, we’re staying, using a lot of half-assed rationalizations to get Obama to go along?
The only hope for withdrawal is on the Iraqis. Let’s hope that Malaki has some competition in whatever elections are happening in the next several years so he can’t appear to be too much like a U.S. puppet.

But he still seems able to walk the fine line to fool his own people into increasing his party’s share in the recent election. Seems to be a talented autocrat. Just the kind we were looking for, and seems to measure up a tad better than Chalabi.
If we continue this policy it’s liable to cause an upheaval in Pakistan. It certainly isn’t the most stable country around.
The last supplemental – which our charming democratic leadership supported with gusto – provided funding into this year. Obama has said he will include funding for Iraq and Afghanistan in the regular budget going forward.
You’re a VN vet. BIG diff from someone who was barely alive back then. And the full weight of the U.S. reputation is on his shoulders, adding a fear factor that tends to lead to bad decisions.
And the Iraki people know it.
al-Maliki has done a pretty good job of playing U.S. leaders for his own political ends, so it’s hard to tell who is the puppet and who is the puppeteer.
Folding it into the regular budget is pure genius from the POV of staying forever. It removes the spotlight.
My take has always been that leaving Gates in as Sec Def was the only way to avoid a coup. thsi whole thing supports my contention. That and all the weird Air Force movements of Nukes and rumors of rogue elements in the AF involving trying to get Nukes to Iran.

Well, the short version of U.S. foreign policy is that our enemies become our friends and our friends become our enemies. So I don’t suppose it will take very long to figure out who’s controlling the strings.
Empires fall supporting wars with long supply line…there are no weapons of mass destruction.

This is just another blown promise from Obama. You know you are in weird kabuki land when no statement that Obama makes can be taken at face value. It is always less than meets the eye. It always has some qualification that essentially empties it of meaning. Does he really think that he can run in 2012 on a platform of “I wasn’t quite as bad as Bush, nearly, but not quite”?

What about the number of mercenaries stationed in Iraq, which the US taxpayer is paying through the nose for? Bush stationed about the same number of mercs as troops in Iraq. Will there be a residual force of “only” 50,000 of them, too? A one hundred thousand-strong army (US troops and US-employed mercenaries) is not a withdrawal, it’s rearranging the pieces on the chessboard.

It is so frustrating. He ran on getting us of Iraq. He bragged about how early on he knew that Iraq was wrong. Now suddenly everything is different. No longer do we hear that this is the right thing to do. Now it’s about defusing a situation with his generals. This from the guy who said he was going to be the one calling the shots. There is simply no there there with Obama.
I think the anger would be more likely to turn inward. In the midst of a collapsed economy the people would question how a war would improve their lot. If the world economy gets bad enough we could see a destabilization of a number of countries with resulting social upheavals.

It’s really unlikely that President Obama has decided to become Semi-President Obama who lets a couple of generals make final decisions. It is more likely that Obama will make no decision before its time. Why should we decide now what cannot be decided until next year? We can’t bring all of the troops home next week – it’s logistically impossible. We start withdrawing troops (some combat and some support) and equipment, expand talks with Iran, Syria, Saudi Arabia, and Turkey, among others. I could imagine circumstances under which there could be an American base in northern Iraq (to keep the Kurds and Turks apart) and one west of Bagdad (to protect the Sunnis). No Americans would be engaged in combat and essentially none would be in any more danger than the Americans in the former Yugoslavia.
“status of forces agreement” (SOFA) has been a term used for an agreement between the US and the host government when military is based in that host country. How many hours of armforces radio and TV was decided in the SOFA agreement when I was stationed in Greece 30 years ago. It also states how many nationals have to be hired on the base and who can get ID’s to enter the base (family members of military who marry a national).
I am pretty sure that any military base based in a foreign country has a SOFA agreement whither it is secret or open to the public.
We are weak, broke and over extended as the economy gets worse someone will attack someone else to redirect anger over problems at home.

But I think that their Generals might be as crazy as ours are. Funny our generals have been dreaming of fighting Russia for decades now that our weakness is inviting such an attack they would rather fight a losing war in Iraq than go back to waiting to fight Russia.

If Russia and China don’t attack somebody then it means that their generals obey the government who sees that they can get more cheap by not fighting.

Jesus, you guys need to calm down. Are we really freaking out and believing that Obama’s entire proclamation of drawing down troops is null and void because of one anonymous source? Is there any evidence whatsoever to think that Obama will not be willing to exercise his authority as Commander-in-Chief to ensure his plan is adhered to, if the generals get out of line? Or that when Obama got up in front of the world to announce his plan of withdrawal, that it was just some kind of test balloon?
I dunno, sometimes I think some of you want Obama to fail just as badly as Rush does, just so you can have something to be mad at.

As long as Obama keeps moving troops out he has time to deal if he stops moving troops out then we are screwed.
What concerns me is the apparent decision to not move troops out until the December election … I’d rather we started now and gained some momentum to leaving.

Bombing is the magic bullet from the POV of the U.S., since there are no U.S. casualties. Of course, it doesn’t accomplish the mission, no matter how precise the bombs. And because it kills civilians, it makes the long run problem a lot worse. But the U.S. military never learns.
I’m all for pushing Obama, but can we dial down the rhetoric a bit? Saying “Obama got rolled by the generals” and calling his drawdown plan “kabuki” without any evidence is just ridiculous.

The Air Farce still believes that bombing civilian populations will cause them to sue for peace. It didn’t work with Tokyo, Dresden or Hanoi.
True I agree I am hoping that we are not being played. But as the economy gets worse I think we can use political pressure to save money to get all the troops home.

Obama has been getting advice all through his campaign, intelligence briefings probably when he became the Democratic candidate, certainly when he won the election.

I wonder how much the economy plays into this. There are a lot of jobs connected with consumables for the military. Not so much the heavy stuff, e.g., tanks, planes, but bullets, small arms, gear, food, etc.

Let’s see. Stories start circulating that Petraeus and Odierno want to keep US troops in Iraq and delay any drawdown. More stories about a tense meeting with Obama. And then Obama announces a plan that sounds like withdrawal except it falls in line with what Petraeus and Odierno wanted. Maybe you have a different definition of getting rolled but it sure is what it looks like from here.

I personally would not describe it as “rolled” … I think Obama is looking to accomodate the pressure from the military. I think that is a mistake … but I don’t think he was rolled.
Air strikes also keep the underdog Air Force in the game. The Navy patrols the Gulf, the western Med, the Red Sea and Indian Ocean. It patrols oil deliveries out and goods deliveries in. The Marines and Army are fully occupied on the ground. The Air Force disdains close combat support as a mission. (Hence, its decision to end production of one of its most useful aircraft, the A-10 Warthog, which only does close infantry support.)
Air strikes and reconnaissance and strike drones flown from Colorado Springs or Ramsden, keep them on the political front lines: the president and his staff see their handiwork. (They don’t seem independently to verify whether the targets were a wedding party or an AQ leader.)
The Air Force, in short, is on a mission as critical as “winning” at the politically defined goals for the Middle East: to compete for smaller budget Obama’s attention.

Obama’s whole approach to the economy is an incoherent mess. If he saw his Iraq policy as some part of this he would probably mention it. He hasn’t been reticent about putting Social Security on the line.
What I have seen from Obama so far and which is far more consistent is that he talks about boldness, but all of his choices and actions are traditional and modest, respectively.

I still think that as the economy gets worse we can get more political clout to save money by bringing the troops back home if we frame the issue that way.

This was the defining issue of his campaign. It was what made him a top tier candidate. Now he’s ditching it “to accomodate the pressure from the military” and this is not getting rolled? Would reneging be more accurate? The one thing Obama can’t be accused of his accommodating voters.

I see this as Obama giving out bonafides that he is willing to compromise. I agree with Siun, I think it is a mistake. Who wants to be the last parent to receive the dreadful visit from a mistaken war extended on the mere justification of bipartisanship.
