Can you imagine her saying that when the August 2001 PDB said an attack in America was imminent? Who is responsible for the front-line work: Congress or the Executive branch? I always thought it was the President.

Actually the Republicans were still in charge of the Congress at the time DHS was ‘cobbled together’ and given how wonderful they were about consulting with Dems before doing anything, I doubt if any Dems other than Short Ride had much say in how it was put together.
