		<description>&lt;p&gt;Norske I beg to differ.  There is a learning curve to the mechanics of any job.  But this is not years and should only be months at most for an intelligent person.&lt;/p&gt;
&lt;p&gt;The fact is that the power of enciombancy is more dangerous that having to replace good people when their term expires.  Chiefs of staff can run for a term and they certainly know the mechanics.&lt;/p&gt;
&lt;p&gt;Also there is plenty of talent out there and if critters know there is no second term they won’t be spending time IN office RUNNING for the next term. That is NOT part of the job description.&lt;/p&gt;
&lt;p&gt;Some good folks would have to move on or run for another office if they wished to stay and serve the people. So be it.  This does not help fascists entrench power, it actually prevents it.&lt;/p&gt;

If you have poor candidates term limits are important, yet good people need time to get things done.  Unfornately, human beings are what they are.
