i think - they took an old bill that was just laying around and amended it by stripping out all the old language and replacing it with the bailout.

don’t know why. but that’s how it looked to me.

The vote totals look like the right ones, but the bill title was something about IRC adjustments: “To amend the Internal Revenue Code of 1986 to provide earnings assistance and tax relief to members of the uniformed services, volunteer firefighters, and Peace Corps volunteers, and for other purposes.”

Perhaps they are trying to fix that as the service is now down
