The testimony was shocking: more than $13 billion in American funds for reconstruction projects which were never built combined with deaths of 32 Iraqi officials charged with oversight. Allegations of widespread corruption, with an accusation that "Iraqi government officials worked with al-Qaeda terrorists at the Baiji refinery to steal oil to sell on the black market."
After contacting Sen. Dorgan’s office for more information, the senator sent us this:
We received startling and sobering news at the Senate Democratic Policy Committee hearing I chaired on Monday, September 22. Former high-level Iraqi government officials gave first-hand accounts of massive, widespread corruption in the Iraqi government, corruption that has diverted millions of American taxpayer dollars to al Qaeda.
Yes, you read that right – your tax dollars and mine — funding al Qaeda! The Bush Administration has been careless when it comes to overseeing the billions of dollars it is spending. During the 18 hearings I’ve held on corruption, waste, and fraud in Iraq, we’ve heard from whistleblower after whistleblower who have testified that U.S. contractors have over-charged, under-delivered, and then walked away with your money.
We’ve heard how the Administration’s negligence resulted in American soldiers being given contaminated water. We’ve heard how our troops were exposed to deadly chemicals, served tainted and expired food, and denied ice for combat missions in the desert.
What we heard at the hearing on Monday, however, introduced a new level of outrage.
The Bush Administration must take immediate and forceful action to curb this corruption, stop the flow of American dollars to al-Qaeda, and safeguard U.S. tax dollars in Iraq.

If I had a better understanding of economics and whatever in the hell is going on with this bill, I would. But I’m utterly lost on most finance issues, which is why I rarely write about them from the econ perspective if I can help it. Poverty, I get — I’ve had family and friends and clients live with it. But broader econ is not my bailiwick.
The thing is, there are always ups and downs. Politicians do what they do, sometimes the results are something we like — often, not even close to what we’d like. It has always been this way. Always.
But having an organized answer to the status quo – or folks pushing back on particular issues like we’ve been able to do on FISA, on habeas, on a whole host of other things the past few years really has opened some eyes on the Hill. Would that it had opened a lot more, but we’re working on it. In the meantime, the fight continues on whatever other issue may show up…and I’m sure Ian and others will have more coherent economic thoughts than I could possibly provide.
At the moment, I’m just baffled at what in the hell they think they are doing. It’s got that “well, we have to do something, even if it sucks” feel that FISA did all over again. Totally baffling to me.

i suppose i should thank the Democrats of the 110th Congress. they’ve taught me a lot. for example, i used to think that oversight implied accountability. now i understand that it does nothing of the kind. oversight involves whining about the bad things the other party has done. that is all.
I’ve theorized that the tipping point to the decline of Western Civilization was the moment when it became necessary to instruct people to remove frozen pizzas from the plastic wrapper before baking. Leaving it in the box… looks like we’ve reached the freefall stage.
How could they when it was made up? Like the rest of the Paulson plan I should say. Since the Congressional plans were based on the Paulson plan, I don’t have a lot of hope for this “compromise” but I will wait until I see the details. I wish the Congress would just put documents like this up on the web in a timely fashion but then I remember that it doesn’t precisely because members don’t want us to have a chance to see and critique it before they vote on it.
In reading the link about the swedish plan their bailout was 7.5% of GDP. This looks similar maybe closer to 8%

My guess is from some whispers I’m hearing is that the rush is due to liquidity issues. It’s a sop/good faith gesture to banks (many of them foreign) to make certain that lending among banks continues.
My own personal opinion is that this financial mess is worse than we have been told. The US market is a house of cards and foreign banks are no longer “playing nice”.
There is a lot of money from those sophisticated financial instruments that was virtually looted and moved offshore. Also, down the road, we’ll see the more personal/instituional losses showing up in retirement account statments and reduced pension funding etc.
To me, this is just a “propping up” exercise to kick the can down the road until after the election.
In our case it was take away pizza and he had it in the bottom oven to stay warm. My guess is he forgot it was still there.

RE: suspending campaigns – as to TV ads – Most if not all TV stations have a 2 day to 7 day period before they will stop an advertising schedule (impossible to re-sell the time in such a short time period). So you will continue to see McCain’s ads.

On the revelations re: al-Qaida receiving tax dollars – al-Qaida/bin Laden were, are, and always will be CIA proprietaries/assets, plain and simple.
And before we start shelling out money to Paulson, someone should review just who benefited from the deal Bush Sr, worked out with the Resolution Trust Corporation at the end of the his particular portion of this wholesale robbery of US assets to see what we can expect. I believe his projections were totally low-balled and that bailout wound up costing us a significant amount of money. But the two Bush sons involved, Neil and Jeb, didn’t really feel the pinch, did they?
