&lt;p&gt;It almost seems like this was half the plan to begin with.  And who says Bushco has been incompetent.&lt;/p&gt;
&lt;p&gt;Smells like “Mission Accomplished” to me.&lt;/p&gt;</description>

But he can only spend the $84.1M directly on advertising.  There is a loophole that allows McCain to share ad costs with the RNC by mentioning down ticket races but I’m not totally sure how it works.&lt;/p&gt;
