I heard that expression long ago. They talked a great game to their bosses up the ladder and were incompetent and crazymaking to underlings, and they were often MIA and left the staff without any “authority” even to fill in for them since they were micro-managers for what they did monitor, but they had no sense of priority and urgency. The only urgency surrounded their narcissistic needs.
