the employer collects and remits the tax. So in my case Indiana University withheld my portion of FICA and Medicare, added the employer’s contribution and paid it to the IRS.

It’s been 13 years since I worked for IU.

This might be similar then. Is it your understanding that the burden is on the withholding agent, even if they are non-profit such as a university?

I remember that Johns Hopkins U. used to use ADP when I worked for them many years ago, so obviously they were concerned about withholding too.
