Over the last week we’ve seen even the MSM drop the Village kewl kids pose and stand up to criticize the pervasive cruelty, abuse, and illegal use of force "law" enforcement inflicted upon the Twin Cities community.
The torture, sadism, and abuse the Minneapolis Police, St. Paul Police, Ramsey County Sheriffs (and out of town departments) unleashed upon protesters, press, passers-by, and community members took place while Homeland Security and the Secret Service they control were in direct command of all area "law" enforcement and had final authority over all decisions about protests and protesters. In other words, what we saw in the Twin Cities shows us how American local "law" enforcement act in broad daylight when the Feds are on the scene and supervising their work.
Over the last week, we had a chance to observe de facto professional cultural norms in America’s local, state, and Federal enforcement. This is what democracy looks like?
What happened to people in local communities of color who weren’t even associated with the protests? Here’s what Rebecca Trotzky-Sirr, a fourth-year Univ. of Minnesota medical student learned when she interviewed a local resident on behalf of United Communities Against Police Brutality:
While much attention has been paid to arrests of prominent journalists & protesters harsh treatment during arrests, in the streets of St Paul many community members feel invisible as they live out the RNC protest repercussions. Undocumented families, refugees have been staying away from their homes in highly patrolled areas near downtown St Paul in fear of encountering police by accident. I visited and documented a gentleman of color who had no prior criminal history, who was detained without cause near central St Paul. During his arrest, while handcuffed he was beat by a police officer. The victim had recently had major surgery, released from hospital less than a week prior. Later, during booking, the same officer punched him repeatedly in the head and neck in front of other officers who looked on without concern. When police realized that this man was severely injured, they drove him one block away from the hospital and let him limp his way to the ER.
People of color, those most marginalized in our community, have faced severe consequences because of RNC protests. Police riled up, frustrated with protesters are taking out their anger on those without large wallets, or skin privilege.
Michael Cavlan, RN is a nurse who works on surgical trauma and burn units. I know surgical trauma nurses — I used to work with them. The ones I knew weren’t prone to overstatement: working around intense suffering makes that a very poor occupational choice. What did Michael Cavlan observe on the steets of the Twin Cities during the RNC?
Day Two
I hear "we need a medic over here" so we responded. Apparently, the police had maced a member of the "Minnesota Peace Team." These were all people marked in bright green vests, who were working with the police to contain violence. The two that were maced, full in the face were both 70 year old men. For the record, the peace teams had been very successful in de-escalating violence. I ran over and treated one and my buddy treated the other one. While I was doing so, someone from the crowd ran over and said "buddy, get out of here, I heard the cops say ‘get the medic in blue.’"
I hightailed out of there, ditching my blue scrubs. Ironically, as I did so a young man has a seizure, fell and hit his head hard right in front of me. I was still a medic, just unmarked now. I and others treated him until an ambulance arrived and took him to the hospital. Again, for the record we were now getting reports that the police were specifically targeting journalists and medics all over.

At this time the police gave a dispersal order. We knew what that meant. They threw gas and concussion grenades into the crowd and then opened up with rubber bullets, wooden baton rounds, tear gas etc etc.
My team treated another young lady who had been maced in the face and delivered her to the clinic, to get cleaned up from the burning chemicals on her face, eyes, arms and clothes. By the way, this stuff hurts even when you only put your exposed skin on someone who was hit by it.

Day Three
My buddy was redeployed back to jail support while I went back to more organizational meetings. During one, I got paged. Apparently, the police had beaten two of the protesters in jail so badly that they released them. When they release people that they beat, that is bad. They asked me to come help them, as they know I am a Trauma Nurse. Then they called back and said that it was OK as a Doctor had showed up at the clinic site..

One young man had apparently just returned from serving in Iraq. I treated him after the police maced him, full in the eyes. He had been simply walking by, going somewhere. As I treated him one of the NLG lawyers came by, took his information and a picture. At this time, the wall of police opened up, a commander of some sort pointed at myself and the lawyer, took a picture of us. I thought, "oh sh*t" and myself, my son and the lawyer started to walk away. Then a group of about fifteen bike cops came after us, surrounded me and pushed my son aside. Sean went to get the lawyer to help and they apparently threatened to tase him. Thank God, I did not know this at this time.
They detained me, searched me and questioned me. Then they let me go. I took my son home and went home to bed.

We now have reports that Minneapolis has been legally put in the hands of the Department of Homeland Security.
All of our elected officials and the media have failed us. The question is, what do we do about it?

What did the Northstar Health Collective learn and see in the Twin Cities during the RNC?
"My medic partner and I were treating a handicapped male in a wheelchair for pepper spray to the face at the parking lot of Jackson Street. In the process of treating the patient, we were surrounded by several police officers in riot gear and forcibly thrown to the ground and told we were under arrest. We were then forcibly removed from our patient, handcuffed, and forced to lay face down on the ground while the officers proceeded to cut our bags off of us and remove all of our medical gear by dumping it on the ground."
Mr. McCoy was held for over 55 hours in Ramsey County Jail, and, like many other protesters, locked in his cell for over 23 hours a day.
What did the Portland Street Medics encounter in the Twin Cities?
Four members of the Portland Street Medic Collective who had travelled to the RNC to provide medical care to the radical community were arrested on 9-1-2008. All are now released pending court dates in October.
Before the arrest, the medics were following an unpermitted march around the outskirts of the boundaries of the Excel Center. The march stayed mostly to sidewalks and utilized several pedestrian trails.
After heading nearly a mile down a bike trail with a river on one side and an unpassable bank on the other side of the road, protesters found themselves under fire from police chemical weapons, having never received an order to disperse. The protestors and the medics fled back up the bike path while the onslaught of chemical weapons and differently-lethal weapons continued behind and next to the fleeing crowd. Police in riot gear ran past the tail end of the running group, continuing to launch weapons into the crowd, forcing those at the back to run through the already dispensed weapons.
The four medics helped with the evacuation of at least five patients, including one with a broken hand from being hit with police weaponry, one with an injured ankle from being hit with police weaponry who needed physical support to walk, and one who was blinded by pepper spray. This assistance left the medics at the very back of the crowd and among the worst victims of chemical weapons as they fled the scene.
At the corner of Ontario and Shepard the crowd was trapped in a park by lines of riot police and all people in the park, including those holding tickets to a concert and attempting to utilize the pedestrian bridges to get to the concert, were arrested. Those with misdemeanors were released later that night, while those being held on felonies were in jail for 48 hours.
Three of the Portland Medics, David Drew, Jr, Tracy Maier, and R. Westlund are charged with Misdemeanors in the 1st degree of "presence at an unlawful assembly and refusing to leave." They face 90 days in jail and fines up to $1,000. The fourth, A. Oliver Hayes, is charged with a Gross Misdemeanor in the 3rd degree of rioting, and faces one year in jail and a fine of $1,000.
How do "law" enforcement under Fatherland Homeland Security/Secret Service command behave towards people in the the Twin Cities?
This is from Portland Street Medics who weren’t arrested:
Later in the week, a group of six medics, three of them from Portland, were again the targets of police misconduct. A group of 350 people were being detained and preparing to be arrested on a bridge. The group included some legal observers from the NLG and 12 Street Medics. Medic Dispatch received news that the legal observers in the group had been released prior to the arrest, so the six medics headed out to see if they could negotiate with the police for the release of the medics.

Upon arrival at the scene one of the Portland Medics spoke with an officer and received a phone number for "Watch Command" to begin negotiations. On the first phone call, the medic explained the job of the medics and explained that they were asking for the release of the medics detained on the bridge. The medic gave WC their full legal name and offered to provide proof of credentials as an EMT. WC offered to give the request to the commander at the scene and then call the medics back.
After a reasonable amount of time, the medic called WC back to check on the status. WC questioned the location of the medics, and the medic confirmed that they were at the scene of the arrest before ending the phone call to wait for further news.
The medic attempted to speak with two officers on scene, but neither would produce a supervisor to do the negotiations. Moments after the second attempt, while the Medic Liaison was making another call to WC, one of the Portland Medics was pulled out of the crowd of observers and drug into the street by four police officers. The medic’s pockets were searched while the medic stated, "I do not consent to this search." While still searching this medic, the commanding officer led four more officers into the crowd and pulled out the Medic Liaison, who had been on the phone moments before. The first medic was released back into the crowd after their pockets were searched.
The second medic was questioned as to why they were carrying a backpack and hip pack. The medic explained their status as an EMT and allowed officers to take their registration card as proof. Officers explained, "You reached your hands in your pockets, and that makes us nervous, so now we have to check what you’re up to." The medic repeatedly denied consent for the search but officers began opening the medic kits regardless. An officer asked, "Where did you get all this stuff? Did you steal it off the ambulance?" The medic responded, "I’m not going to answer any more of your questions until I speak to my lawyer." The officer replied, "In that case, you can pick your own shit up off the ground," and began opening ziplock bags and dumping medical supplies on the ground.
During the search, officers repeatedly made threats about possible criminal charges against the medic, including "medical terrorism." Officers dumped the entire contents of both medical kits on the ground, purposefully stepped on the equipment, read all the aftercare flyers and made threats about "testing the pepper spray" on this medic, and searched the medic’s body and clothing three separate times in an extremely rough and inappropriate manner. After running the medic’s ID through the system, the officers ordered to medic to clean up all the supplies, and accused the medic of littering when a small packet of vitamins was overlooked on the ground. Once the supplies were repacked, the medic was free to go.
These police actions were not based on any reasonable suspicion of wrongdoing. The police were targeting the medics who were attempting to liaise with commanding officers and harassing them in order to reduce their power and prevent further negotiating tactics.
Just a few rogue cops who don’t believe in negotiation? Nope.
Twin Cities "law" enforcement now storms into meetings between residents and elected political leaders.
This is what democracy looks like?
Over the course of this week, we at FDL, visitors to the Twin Cities, and local residents have seen and read of "form-letter" warrants used as an excuse for search-and-disrupt missions against food providers, legal collectives, videographers, political organizers, and journalists. We’ve learned about "snatch squads" kidnapping residents from the streets.
To put it bluntly, uniformed "law" enforcement in St. Paul and Ramsey County:
* torture with electroshock weapons (Tasers)
* torture with chemical weapons
* stomp on a young man’s chest
* cruelly (perhaps fatally) deny medical care to a victim spitting up blood (the fancy medical name is hemoptysis) from thoracic trauma
* respond to calls for food with torture by beating, Taser, and chemical weapons: the same chemical weapons known to cause respiratory arrest and death in victims with pulmonary disease. "Spitting up blood" is a symptom of pulmonary disease so severe as to require emergency medical evaluation.
* then tie up the victim in "restraint chairs" known to exacerbate pre-existing breathing difficulties in some victims of thoracic trauma.The Ramsey County Jail officials did this in plain earshot of other detainees: that’s a pretty strong sign they don’t see anything to hide. Which-when one’s been doing the same thing over and over for years-is a common assumption.
To sum up, over the last week we’ve seen and read as local "law" enforcement under the direct control of Fatherland Homeland Security (via their obedient partisan instrument the Secret Service) deploy the techniques for abuse of power and political repression we once were taught were solely the trappings of authoritarian police states.
Like those Cold War opponents we Americans were told were so loathsome we’d be better off blowing up the world than submitting to such tyranny.
And now – in the Twin Cities – we just saw the Bushies deploy the same evils Radio Free America once promised Eastern Europe’s people the American people would free them from.
Eastern Europe (or much of it) now has their freedom. We have the Bushie authoritarians, and a "law" enforcement culture that accepts sadism, cruelty, and torture as routine…even with the whole world watching.
And elections are eight weeks away.
What are we going to do? What are you going to do?

I believe with my heart that the tactics of the police during the Republican convention were a dress rehersal for what is planned for all of us when the full collapse of our system is revealed I believe that this point is growing closer witness the report this weekend of the expected “takeover” of Fannie and Freddie as if this is news of course.
I am sick as I read the reports which have been coming out for days now and also while listening to Amy and crew on “Democracy Now!”. This reminds of reports from Chile, from the Balkins, from on and on wherever the killing rulers take over.
I am not a disenfranchized citizen. I have a career from which I am preparing to retire with all the middle-class trappings. I say this because I realize that I may sound crazy and I am not and I have a lot to lose.

A peaceful meeting of lawyers with the Mayor of Minneapolis to discuss the police-incited riots and the way peaceful protesters and journalists have been treated is broken up by cops in FULL RIOT GEAR.

Whew a bit more than the 10… I guess this shit just slowed me down, had to let it soak in to get the full meaning of the events. How the Fuck can this happen in the country of the FREE! Guess we need to make sure this post and theses accounts of the behavior of the people’s police force need to be heralded far and wide all across the country. I surely hope that the laws suites stemming from these actions break the RNC and the insurance company that wrote the policy for them. Just maybe we can find out which company and let them know in no uncertain terms that the client they represented has violated every term of the policy. It would be great to break the RNC financially and maybe get that rouge party outlawed. They certainly have earned what ever way we can do punish them in their pockets!!

Over the entire RNC protests, I’ve read the primary forces were St. Paul Police, Minneapolis Police, and Ramsey County.
A whole lot of jurisdictions were present, however. One morning Jane reported Lindsay’s observation that so many department’s uniforms were on the street as to make the sight “like bird watching.”

And I believe that the catalyst will be the undeniable collapse of the democratic franchise because of the ongoing electronic voting fraud. When this becomes obvious in November the ensuing “state of emergency” will extend the twin cities preview to the rest of the United States. Previously we only targeted hospitals and medical professionals in other countries.

a local activist was arrested and has apparently been charged with “felony conspiracy to riot.” last i heard he did not have the funds to make bail. thankfully people here are trying to raise $ for him. but if that isn’t enough and if there is a good way to donate – i’m going to be asking for help.

This kind of behavior comes as no surprise. Since the U.S. government’s official policy condones torture, wages war and commits atrocities against a nation which did not attack us, and imprisons people oversees, it’s only a matter of time when U.S. citizens are subjected to abusive treatment.

I visited my sister and her 13 year old twins earlier this year and one of them wanted to do something that I wouldn’t allow, so with that fun but I mean it look on my face I said;
“well, that’s just too bad!”
and she answers me

What can we do? If we protest, or even attempt to offer aid or comfort to the protestors, we are fair game for arrest, torture, detention, etc.
That strategy worked great in Seattle for the WTO. Though folks who have to travel may have to “plead out”, locals insisting on jury trials has been very powerful leverage for the arrestees.
It would be interesting to see if they could actually put on a trial, given the way this crap was conducted in the streets.

The whole purpose of the selected arrests, torture, and detention is to intimidate the rest of us into staying home – or going home. Showing up for the next big local protest (or even small local protest) is the way to confront the creeping corporatist tyranny.
For those who don’t wish to be in the street, volunteering with the medical/legal/food collectives – or the local host welcoming group – is another way to build solidarity and mutual aid in defense of the Republic.
We can do enough to win the anticorporatist fight: here at home, and globally.

Where’s the ACLU? The police department of the Twin Cities needs to be bankrupted with lawsuits.
People, if you intend to take part in a protest (even if you intend it to be fully peaceful on your part), have a gas mask with you. They are cheap and readily available (still) online. I also suggest knee and elbow pads (the tactical kind with hard shells or the type used by extreme bikers/skateboarders). Wear them under your clothing as minimal protection against baton/beanbag/rubber bullet strikes to your joints and extremities. Now me, personally, being of military background and all, also have my own ballistic helmet and flak jacket (also available online) and related goodies. I also consider buying fine metal mesh from McNichols (online) to make “garments” (vests, leggings) that could be worn under loose clothing and would neutralize tasers (a “shield” of a reasonable size made from such fine mesh could also be used to block the “pain ray” should it be wheeled out at some future free speech fest).
Do not assume all will be well when faced by brownshirts if you simply go limp or even obey fascist orders.

legal teams for previous mass protests (WTO, 2000 IMF/WB, 2004 RNC, etc) were successful in winning monetary judgements against the local “law” enforemetn despite the fact that..
for the nominating conventions, the local host cities execute “city services agreements” that mandate a “convention security plan” and mandate local cops are wholly avvailble to the plan.
The Secret Service draw up and execute the plan (under Fatherland security) – the plan is subject to approval of the local convention host committee.

I fully expect the pain ray to be used at some point. The countermeasure is fairly simple (any fine metal mesh will block it, just like the screen on a microwave door blocks the vast majority of the microwaves in the oven from escaping). The simplest countermeasure to it would be a rolled up fine metal mesh screen, perhaps 2 feet or so wide by 4 feet long – big enough to be able to duck behind. Perhaps with wooden dowels on each end to make it sturdy and more easily handled (it could be rolled up small and easily carried or hidden between the sheets of a picket sign. You then just use the picket sign as your shield.
Gas masks are obvious and work against any gas agent the cops would use. Long sleeves and long pants should be worn because pepper spray will burn on your bare skin – the mask protects your eyes and respiratory system and face while the clothing is somewhat protective of your extremities.
Hearing protection can help deal with concussion grenades to a certain extent or some of the new sonic weapons (as far as your the hearing component goes). There are some sonic weapons being tested that can impinge on your body en toto and cause nausea and cramping…not really sure what can be done about that as yet.
Other things they could field are more difficult: goo guns, water cannons.

In which case, I hope the city police departments, county sheriff’s dept. etc don’t try to use the ‘we didn’t know; we were just following orders’ BS…because they were obviously prepared, they obviously KNEW what WOULD happen and what they were going to do and were trying to protect themselves in a preemptive way.
I consider that too…and am conceiving of ways to camouflage some of the otherwise more obvious protective measures (flak vests are rather thick/bulky, a helmet…, a gas mask can be held in a small pouch or large pocket or in a loose jacket, tactical gear like knee pads, elbow pads can hide under loose clothing, etc.

Those of us who live and vote in Minnesota need to bring the pressure on for State Legislative Hearings and/or investigations directed at the question of when and under what conditions our local commanders of peace officers — in Minnesota the Mayor’s, have the power to subbordinate command of these to the likes of Homeland Security or Secret Service.
I remind you, that Bush tried to pull this with the National Guard — to give the President full powers to federalize the National Guard without the involvement of the Governors of States. The Governors, Republican and Democratic universally, revolted, and Pat Leahy put forward legislation that revoked that power a few months ago.
We need to understand what part of the Patriot Act or follow on laws allowed for this Federalization of command of our local police — and if it was done knowingly by our elected officials, (almost all in the Twin Cities are Democrats — Fletcher the Ramsey Co. Sheriff being an exception) and we need to know under what authority they did this. Then, we need to hold them responsible for this, and we may need state legislation that makes it far more difficult for them to agree to any sort of arrangement like this in the future.
So what should we in Minnesota do — well we elect folk to the State House in November, let’s get the issue in front of them before election. Forget about party on this one — the question is whether Minnesota should control the standards of Police Action. Most House Members get fewer than 50 letters (aside from post-card campaigns) on any one issue — so it should not be all that difficult to get a response in the context of elections. I believe what we want is a legislative investigation of the process by which command of our Minnesota Police was shifted away from the elected officials who, under our state constitution, are the proper command.
I believe we also need an investigation of “torture” or “torture like behavior” on the part of Police and Custodians. We need to know where their rules of engagement came from — and a properly formed legislative investigaton could compel all that information to be brought into evidence.
I frankly suspect that the Convention and Visitor’s Bureau quietly prevailed upon our elected officials to go along with this, with visions of $$$$ dancing in their heads — and they did not understand until it was too late just what they were being asked to agree to for this event. You know the cities were given 50 million from Homeland Security for the expenses on this event — no elected official would not be tempted. We just have to establish all the details, and make them very public. We might just want to be much more careful what kind of events we agree to host.
Just thought of a potential better replacement for a bulky flak vest: there are protective vests for horseback riders. They are intended to reduce the risk of breaking ribs or being seriously injured if you fall from a horse and the horse steps on you (happened to my wife once, broke multiple ribs, punctured a lung…have considered buying her one since then…we have horses). These vests are not all that bulky (more in line with concealable ballistic vests) and could easily hide under loose clothing. Would do a good job against bean bags and rubber bullets.

I was at Ohio State during the time of Kent State, we had rioted both before and after they did but the police and Guard were not this organized, but just as brutal. They did care a lot more about who saw or heard what, and they still feared some repercussions, this is no longer the case it appears. It’s gone too far not to rein in before it’s too late. I fear it maybe already, too late. The last 4 yrs may go down as the end if history is not changed by force.

The Districy Attorney staff that prosecutes these cases will be on the side of the law enforcement agencies. They can make legal defenses very difficult. Denying defenses request for hearing scheduling. The judges will do the same. It is the Blue Wall making a statement to demonstrators and protestors that there window of protest will be vert small and more difficult.
The corporate powers support this fasicm with the large donations. The cities and counties are paid big bucks by Homeland security. The thuggish demonstrators that break the rules are often plants.
What has happened in St. Paul this week has truly sickened me. Thank you for continuing to report on this evil mess, and I hope no one was permanently injured.

Sorry Praedor…but any fair reading of the Constitution suggest that this isn’t true. Those militias that were “organized” were regulated under rules established by Congress and officered by individuals selected by the Governors. They were in existence to “repel invasions and suppress insurrections”. Washington sent out the State militias to suppress the insurrections of the Whisky and Shay’s rebellions. And those insurrectionists “bearing arms” were not only banned for carrying weapons, but many were executed.

Use of Force Against RNC Protesters “Disproportionate,” Charges Amnesty International
[London]–Amnesty International is concerned by allegations of excessive use of force and mass arrests by police at demonstrations in St. Paul, Minnesota during the Republican National Convention (RNC) from September 1-4, 2008. The human rights organization is calling on the city and county authorities to ensure that all allegations of ill-treatment and other abuses are impartially investigated, with a review of police tactics and weapons in the policing of demonstrations.
The organization’s concerns arise from media reports, video and photographic images which appear to show police officers deploying unnecessary and disproportionate use of non-lethal weapons on non-violent protestors marching through the streets or congregating outside the arena where the Convention was being held.
Amnesty International urges that an inquiry be carried out promptly, that its findings and recommendations be made public in a timely manner. If the force used is found to have been excessive and to have contravened the principles of necessity and proportionality, then those involved should be disciplined, measures put in place and training given to ensure future policing operations conform to international standards.
Police are reported to have fired rubber bullets and used batons, pepper spray, tear gas canisters and concussion grenades on peaceful demonstrators and journalists. Amnesty International has also received unconfirmed reports that some of those arrested during the demonstrations may have been ill-treated while held at Ramsey county jail.
Amnesty International is also concerned at reports that several journalists who were covering the RNC were arbitrarily arrested while filming and reporting on the demonstrations. They include host of independent news program Democracy Now!, Amy Goodman, and two of the program’s producers, Sharif Abdel Kouddous and Nicole Salazar, who were both allegedly subjected to violence during their arrest. A photographer for the Associated Press (AP) and other journalists were also arrested while covering the demonstrations.
Kouddous described his arrest to media, “…two or three police officers tackled me. They threw me violently against a wall. Then they threw me to the ground. I was kicked in the chest several times. A police officer ground his knee into my back…I was also, the entire time, telling them, ‘I’m media. I’m press….,’ but…that didn’t seem to matter at all.”
Amnesty International recognizes the challenges involved in policing large scale demonstrations and that some protestors may have been involved in acts of violence or obstruction. However, some of the police actions appear to have breached United Nations (U.N.) standards on the use of force by law enforcement officials. These stipulate, among other things, that force should be used only as a last resort, in proportion to the threat posed, and should be designed to minimize damage or injury. Some of the treatment also appears to have contravened U.S. laws and guidelines on the use of force. The U.N. standards also stress that everyone is allowed to participate in lawful and peaceful assemblies, in accordance with the principles embodied in the Universal Declaration of Human Rights.

It does seem like a dress rehearsal for the response of the people when the rethugs and their puppetmasters steal the presidential election (for the third time). What is interesting is that they have inculcated so much hatred for Dems, liberals, progressives, the left in repuglies that they will cheer them on when they beat, torture and murder protesters. Those who are able to can leave the country fast as soon as they steal the election. This is making me very paranoid. I’ve also had first-hand accounts of law enforcement violence and torture (including chemical weapons and the nerve-damaging techniques quaintly named “pain compliance holds”) from forest defenders who were arrested across the Western US, in the Southeast, and the Ohio River basin.
Should these abhorrent behaviors — and those we saw in the Twin Cities — truly be rejected by American law enforcement officers and their leaders, I expect we’ll be hearing their public condemnations starting Monday.
Sadly, I expect to hear *crickets*.
As for Federal influence, I sure agree the Feds’ presence aren’t a prerequisite for local law enforcement’s sadism, torture, and cruelty.
The nominating conventions (as discussed in my earleir posts this week) demand the host cities sign a “city services agreement” which wholly subordinates local law enforcement to “Convention Security plans”: the CSP’s are drawn up by the Secret Service.
As discussed in the earlier pieces, the SS (under direction of Homeland Security) commands the exectuion of the CSP’s and — along with Homeland Security — has final authority over the protesters. This pattern of ongoing SS control over convention protests is consistent with the fact that over the last eight years (three convention cycles), we’ve seen the same repressive tactics used at conventions separated by years and thousands of miles. The constant factor was Federal oversight of local law enforcement.
Once again, I agree with your main point that not all law enforcement officers engage in torture and other cruel and sadistic practices.
I would like to believe the majority of American law enforcement officers are sufficiently ethical to:
* vocally object to such practices,
* refuse orders to engage in such practices,
* file Internal Affairs complaints against colleagues who do behave in such a manner as well as against supervisors who order and/or cover up such repellent crimes.
If that is not the case, I fear our Republic and our democracy are lost.
