When word first hit about the raids committed by uniformed officers against various sites in Minneapolis and St. Paul, it was really bizarre and confusing. Why were the cops staging raids against people like Food Not Bombs? Why did they shut down the RNC Convergence Center and take all their computer gear? What the hell were Ramsey County sheriff's department people doing invading houses in Hennepin-fricking-County?
That last question, as it turns out, helps to answer some of the others.
Bob Fletcher is the sheriff of Ramsey County. Bob Fletcher is a Republican from the formerly lily-white St. Paul suburb of Maplewood, which has for decades had an uneasy relationship with its southern neighbor. Bob Fletcher is also on the verge of losing his job, as a long-standing FBI corruption probe that has already taken out two of his buddies is drawing its net around him; he may well feel that he has nothing to lose and everything to gain by using extralegal methods to please his RNC pals.
Sheriff Fletcher justified his tactics by amping up the alleged threat posed by the media groups and protesters whose lodgings were invaded:
In a statement Saturday morning, Ramsey County Sheriff Bob Fletcher said the St. Paul raid targeted the RNC Welcoming Committee, a group he described as "a criminal enterprise made up of 35 self-described anarchists...intent on committing criminal acts before and during the Republican National Convention."
"These acts include tactics to blockade and disable delegate buses, breaching venue security and injuring police officers," Fletcher said. Deputies seized a variety of items that they believed were tools of civil disobedience: a gas mask, bolt cutters, axes, slingshots, homemade "caltrops" for disabling buses, even buckets of urine.
Some folks begged to differ:
But the raids drew immediate condemnation from activists and St. Paul City Councilman Dave Thune, whose district includes the former theater at 627 Smith Avenue South, which was rented by activists as a gathering space.
"This is not the way to start things off," Thune said Saturday morning. "This is sending the wrong message. Regardless of how you feel about these people...they had a right to be there."

Thune was especially critical of Fletcher for taking action within St. Paul city limits.
"I'm really ticked off...the city is perfectly capable of taking care of things," Thune said. "If they had found anything that could have been used to commit a crime they would have arrested somebody."
Said Thune: "Unless they come up with anthrax or weapons of mass destruction, I think they came up short."
Exactly.
That wasn't the end of Fletcher's Stasi-like thuggery at Smith Avenue:
An attorney for protesters said Ramsey County sheriff's deputies and St. Paul police officers handcuffed at least 50 people and made them lie on the ground for an extended period. The raid happened Friday night around 9 p.m. at the former Smith Theater on St. Paul's west side.
Thune estimates that about 100 people were in the theater and detained. He said deputies knocked down the door using a police battering ram and then deputies went in with guns drawn, forcing people to the ground.
The group says they are now accused of a fire code violation and the theater was boarded shut on orders of Fletcher. This last action also upset Thune, who said the sheriff had no authority to order city staff to keep people out of a building.
Thune said he would be working with city officials today to re-open the building. Demonstrators said later Saturday that the building was being re-opened.
Then again, the same mentality that fears people like Food Not Bombs and barges into jurisdictions not his own is the one that ordered concrete barricades to ring his controversial citadel near University and Lafayette Avenues to fend off the thousands of evil vegan potluckers he's sure will descend upon it -- even though it's on the other side of town from the Xcel Center. He's the one who took the Ramsey County Sheriff's Office from a sleepy entity to a big-budgeted power machine, stepping on a lot of toes along the way. Now, with the FBI probe poised to ring down the curtain on his career, he may well have decided to go out like the thug he is and, from various accounts, always has been.

That’s the point — out of all the detaining, the catch-and-release bullshit, the closing and reopening of buildings and such, there has yet to be a single arrest for anything. And it’s not for lack of trying on Sideshow Bob’s part. Dave Thune’s been pointing this out early and often.

As in most states, so many jurisdictions overlapping. Thune is right,but he’s city council and it is probably the Ramsey County Board that has control over the Sheriff (at least as far as his budget). Also, the Ramsey County Court may want to reconsider and recall this warrant.
If there’s no stopping Sideshow Bob by the county or the city, there needs to be a state appellate court or a federal judge who will do the right thing for the First Amendment and civil rights. Get ACLU or MALDEF to file federal civil rights case first thing Tues a.m. in fed court St Paul (or is it in MPLS) against Ramsey County Sheriff or go in on emergency to county chief judge or state supremes to quash the bogus warrants. Like in 68, they want a police riot and they will get it if good lawyers don’t put a stop to it in advance.

I am appalled to learn of the fascist tactics employed by police in your community against innocent people seeking to exercise their constitutional rights to free speech and free assembly. Swarms of heavily armed police breaking into peoples houses and mass arrests of people who have committed no criminal acts are the actions of totalitarian despots. This is not Zimbabwe or Argentina or Guatemala where the political opposition can beaten, harassed, or simply disappeared. Today you made Stalin and Hitler proud. I sincerely hope that you will soon face the righteous wrath of the American people and the federal judiciary. Your acts are nothing short of treason against our constitution.

Food Not Bombs is often a featured topic of Orlando, Florida local news. They are referred to as a local food group.
There have been unconstitutional city ordinances written in order to stop Food Not Bombs from feeding the homeless in large groups downtown. Accordingly, something like 5 or less homeless individuals are permitted to be fed in a given area.
PW, apparently all the different police jurisdictions have some sort of mutual aid arrangement for the convention, so they can police across city and county lines. I was down at my local Super America last night and both Mpls and St. Paul cops were there having coffee (University Avenue right on the city line by KSTP) and they were talkative, and apparently their radios are now all linked up and for the duration they can forget about city lines. University Students are all coming back to campus, and there seems to be concern they will “do something.”
The cops I saw seemed more interested in coffee and donuts.

Nothing against Thune, who is justifiably outraged but in pointing out the fact that there had been no arrests or charges filed he insured that Fletcher would do just that. A crooked cop can always FIND a reason to arrest somebody.

The last section of the warrant describing the “probable cause” justifying issuance of a warrant is interesting. In reality, they had no probable cause and most of the items listed are completely legal. The judge responsible should really be held accountable.

The cops are sharing radio frequencies, but nobody authorized Bob Fletcher to send Ramsey County officers to make raids in St. Paul, much less Minneapolis. That was Dave Thune’s point, and he’s a St. Paul council member.

Resisting arrest is a charge that covers a world of sin. I knew somebody who had the crap beat out of him during a traffic stop, later charged with resisting arrest. Apparently he resisted by using his body as a cushion to prevent the nightstick from getting scuffed on the pavement.
Nah — what Thune did was ensure that there won’t be any more raids.
Sideshow Bob’s currently pimping The List of Scaaaary Things Confiscated (bolt cutters! axes! urine!) but he doesn’t have a single arrest to show for it. In fact, as Thune pointed out, Fletcher himself broke the law at least twice — by pretending he had the authority to shut down a St. Paul building for “code violations”, and by sending Ramsey County officers to kick down doors in St. Paul and Minneapolis.

Couple weeks ago I read something about Hennepin County setting up a 24 hour court for the duration, so as to speed process anyone arrested. Don’t know if that applies to arrests in St. Paul.
But if they postpone the convention so everyone can have a Hurricane Party way up river from the disaster site, what will the Republicans do with themselves. Will they get all sexy and lose control like Larry Craig?

We are protected by law from search and seizure.
Boarding up their home is over the top as planning laws are enforced by a process od notification and an opportunity for compliance. None of that was done properly. This one reeks with abuse of police powers and setup all of us for this treatment.

I suspect Thune may not be briefed on the total mutual aid agreement that was set up for the convention. They are bringing police and State Patrol and sheriff deputies from all over the state, and they have set it up so that they can all cross district and county lines. In fact they have even imported some police from Boston for this thing, and they brought in some from Wisconsin. In essence it is all under that agreement which was structured by Homeland Security. For the duration, all our nice tidy borders are meaningless.
Twas a day when Minneapolis had a city law that allowed protesters to get in fairly close to an event. Passed during the early Reagan years, when Don Fraser was still Mayor, and the Secret Service tried to set up a protest site in Loring Park, while the Reagan event was at the Leamington. (Leamington now gone, but it was about a mile from the protest site). That ordinance was still inforce when Clinton was in office. Under that, protesters could be just across the street from an event. That had to go for this Convention. You know, for the rest of his two terms, Reagan never returned to Mpls — because of that ordinance. He went to St. Paul and Bloomington, but no Mpls events. Clinton had a number of them at the Target center, and just ignored the protesters.
