“Kabuki” is a metaphor based on a highly stylized form of Japanese theater. I guess here it means a highly stylized form of political theater. The implication is, I think, that the characters are carrying out their assigned part in a script that will end in a manner determined by the script, and hence known to anyone who knows the script.

“Meme” first came into popular use with the publication of Dawkins’ book The Selfish Gene in 1976. If you look it up in the wikipedia, you’ll know as much as I do about it. But I suspect that this word has been misapplied frequently.
