Now that the Iraq war is well on its way into the sixth year, the US Army is having a retention problem of another sort... they are losing the officers that they need to run the war. Not the Generals and Colonels who sit around swilling coffee and making plans to get into a nice cushy defense-contractor gig, but the mid-grade officers who run the Companies and staff the Brigades and other organizational units Army-wide. In the Army, as in the rest of the military the bulk of the work is accomplished by officers who are considered "mid-grade" and senior Non-Commissioned officers.
Officers who occupy the ranks of O-3 and O-4 (Army, Marine and Airforce Captains and Majors and Navy Lieutenants and Lieutenant Commanders) are generally considered at a transitional point in their military careers... not really "careerists" like the more senior officers, but with some level of personal or moral commitment beyond their initial obligation to the military. And it seems like they are now beginning to "vote with their feet", in numbers not seen since the Reagan years (gee, imagine that).
Being an old cold-war sailor me own self, it's an interesting phenomenon to watch... back then St Ronnie and his DoD were offering us the moon money-wise because so many aviators were bailing out for the airlines (or other careers). It was not that we did not love our jobs... hell, we were getting paid to fly but we were gone from family and friends for not just days or week, but months at a time. Did we sign up for it? Yeah, we did but as the brains in charge came up with new schemes to "win the cold war" like the 600 ship Navy we saw our chances of ever being home diminish as the fleet got larger and larger (fortunately, it never quite happened... the funding for the 600 ship Navy sort of ran out). But our lives were governed by something called "optempo/perstempo" a phrase which denoted how much time we spent away vs how much time we spent home/ashore.
Needless to say, the geniuses in the five-sided monument to Murphy's Law never broke the code that it wasn't the money, it was the Quality of Life.
Now it's happening again...the "optempo" of repeated and what seem to be endless deployments to Mess O'Potamia and Afghanistan, coupled with, I am sure seeing the men and women who serve with and under them becoming statistics has to be taking a toll on these young Americans who are caught in a war that they might not agree with but are serving in an Army that they feel a genuine affection for and a Nation that they love enough to give their lives for.
The Army's growth plans and the demands of the wars in Iraq and Afghanistan are contributing to a shortfall of thousands of majors, critical mid-level officers whose ranks are not expected to be replenished for five years, according to Army data and a recent officers survey.
Five years? That might as well be a million years for the Army... for enlisted folks who are completing their first tour and choose not to go back, they can always be recalled via the "back-door draft" of the Individual Ready Reserve (IRR) but with these mid-grade officers, that's not always an option because they have already completed their initial obligation and there is no way short of "stop/loss" to compel them to stay or more importantly return.
The gap in majors represents about half of the Army's current shortage of more than 4,000 officers, and officials say there are no easy solutions to the deficit. "We need more officers, and we are pulling every lever we can," said Col. Paul Aswell, chief of the Army's personnel division for officers.
A similar shortage on the enlisted side of the house was "solved" by lowering the bar significantly for new recruits, but it's not that easy for officer accession unless they begin to ease prerequisites like age, college degrees and physical requirements in the same way that they have for enlisted personnel. It's unlikely that would happen, but as the shortage grows I would have to say that the aphorism "anything is on the table" is probably applicable...and the Army will be the worse for it.
The shortfall is forcing the Army to promote captains more quickly to the rank of major, even though the service is also about 10 percent short of captains.
Promoting so quickly and indiscriminately will only hurt the Army in the long run... the republicans and their dirty little war have done the Army no favors with their stupidity, and it's beginning to show in many ways. Officers who should never be Majors (or even Captains) will be promoted to fill vacancies and will be in positions of life and death over troops they would ordinarily never have been responsible for because they would have been "weeded out" before they demonstrated that they were living examples of the "Peter Principle"...
So in ten years, the US Army will be filled with men and women who have no business leading troops and we as a nation will be the worse for it. Seeing thunder and hearing lighting is no qualification for promotion but apparently it's soon going to be the criteria for making Major in the US Army.
As a side note, back during another war they promoted officers pretty indiscriminately and Beloved Glorious Leader could not even make it from First Lieutenant to Captain, normally an "automatic" promotion especially for pilots.
So perhaps there is some hope that the undeserving won't be leading the unqualified. But not much.

Just one more reminder that this Prez, to no surprise, has done everything he can to wreck our country. Will we be wiser and more careful henceforth? Not clear yet. We best be humble; we are in a hell of a mess at home and in the world. We did it to ourselves. The world stood with us after 9/11, but the Big Bully said we can go it alone, we hate the axis of evil, we will invade where we want, we will put it all of a credit card, and we will lie and spy on our own people. So sure, we’ll wreck the troops as well. Let’s all push back and find our community wisdom.

Thanks for highlighting this Jo. Have many friends whose sons/daughters are ROTC or academy grads.
The only one who is staying in (so far) has a Vice Admiral as a FIL. He’ll probably be a career officer but has gotten excellent billets and is not in a specialty where he will have to go to Iraq or Afghanistan.
As one of them told me: “You know the military is overextended when we have submarine cooks doing field messes in the mtns of Afghanistan. Where would they send me next and to do what? Not worth the risk.”
Aloha, Jo! The Capt to Major promotions are a spooky scenario! Not only are the mid-level officers leaving, so are the mid-career NCO’s… Which is just as worrisome for the Army’s overall well-being…!
but you have the wrong idea joe, this is exactly the plan, they do not like “the commons”, they WANT private armed forces, they want their paws on EVERYTHING that the government used to run
they take every successful program and they undermine it, they have broken the army on purpose

I do not have a military or military history background BUT, I have been all but screaming about this for well over three years.
It started when I noticed how many older, higher ranked soldiers and marines were showing up in In Memoriam segments every week. can’t tell you how many times I have posted Casualties by Rank links here
These folks comprise what I call the Institutional Intelligence of the the US Military Establishment - these are the guys who know where to find armor or fuel when there’s none where it’s supposed to be, extra this or that, make the radios/comms work in sandstorms, these are the guys keeping everyone else alive
so of course, those not killed in our name are bailing and taking intangible necessities with them
sure I am a proud peacenik, but I want a functioning military and it is all but gone

The “undeserving leading the unqualified” is the Bush modus operandi, isn’t it? He was unqualified to run for president. The Supreme Court gave him the presidency he didn’t win and hence didn’t deserve. His cabinet was comprised almost entirely of undeserving sycophants who delegated responsibility to people who were unqualified, with the critical Departments of State and Defense being the worst examples.
Now the formula that provided such stellar results in our civilian leadership is being applied to the military. Bush possesses a gift akin to the Midas touch, except that everything he touches turns to something you wouldn’t want to step in.
Actually, I’d say it’s more O’Toole’s corollary to Murphy’s Law coming into play.

Well, I’ve got a question: I know someone who has recently rotated home and whose enlistment will expire within about a year. He is restricted in where he can go and what he can do (no fighting) because he has only one kidney, but he is a trained mechanic. He reportedly has natural leadership skills, and is considering re-upping for his second term. I’ve been told that they were expected to offer him a lump sum to re-enlist, but when the figure $10,000 was indicated, I say that can’t be. Surely it would have to be way more than that, since he can earn over $50K per year and perhaps much more outside of the army and he could stay home with his new wife and daughter (hers from a prior relationship). Anybody know what the going rate is for signing up for a second tour?

Well, I’ll put it this way; they previously offered to send him thru college and to officers training school, but he’s not academically inclined (he can do it, just doesn’t really want to. That’s why he went to mechanic’s school for a matter of months to make that a profession.) so he refused. He seems to like the army though, so I was hoping for a range of a signing bonus? Like maybe not less than $10K but probably not more than $50K? Would that be about right?
And this in an environment so intimidating and ruthless that when (and if) the Pentagon gets into the control of a real change agent, this may seem like child’s play.
Is anybody going to be surprised to find that the shit we know about now is the least of the worst?

Aside from the multitude of lies which got us into this and lack of spine in congress.
We have no draft for a reason and Bushco used mercenaries to run around it. If that were not allowed along with anti war profiteering laws .. we wouldn’t be in this mess, because people may have told a pollster hell yea kill them all, but nowhere near enough signed on. Roundabout way of getting to a nagging question.. are mercenaries buying out many who might otherwise be in middle leadership positions in our military today?

I’m guessing a lot of them are going into the workplace perhaps for contractors (not necessarily Blackwater-type outfits), or into the private sector somewhere, or back to school to get a grad degree.

And our kids get to suffer and die for their Rambo/Haliburton fantasies, because God knows that their kids are usually too busy and important to sign up for something with such a low entry-level salary.
That’s what intelligent people should expect, when they turn a big government over to cowboys who hate big governments. It started with Saint Ronald, and has continued ever since, even under Bill Clinton, who figured out that to get elected in the 90s, democrats had to join the cowboys.

Hi Jo Fish. I’ve been worried about this possibility. It seems inevitable that the Army would have recruiting problems, given the higher turnover and the inevitability of more deployments. The quality of both enlisted people and officers is bound to be a problem. Using armies in protracted wars is often an effective way of breaking them. The last seven years have been no exception.
Ah yes, Lt Calley, the reason that the Army declared that to become commissioned, an officer had to have a bachelor’s degree as if that piece of paper conveyed some magical powers to the bearer.

Well, I’m curious. So what happens in 10-15 years when all those quality majors and lieutenant commanders aren’t there to get promoted to the rank of general and admiral? As bad as the senior military leadership has been in general in the post-WWII period, does the retention problem now mean that it is now destined to get substantially worse? Are we going to end up privatizing those positions too?
