You know we have a real race problem in America when The New York Times, in the second paragraph of its story on the severity of AIDS infection in the African-American community, writes that a just-released report "provides a startling new perspective" on the epidemic.
Where have y’all been?
The report, by the Black AIDS Institute, is old news. The problem is that the news media has been so dazzled by the show of support for people living with HIV in Africa by President Bush and other conservatives that it doesn’t ask the question I always ask when I hear Bush talk oh-so-compassionately-conservative about AIDS in Africa: "What about us here in the U.S.A?"
The answer: We’ve been dying.
The report, "Left Behind: Black America: Neglected Priority in the Global AIDS Epidemic," notes that AIDS is the leading cause of death among Black women between 25-34 years and the second leading cause of death in Black men between 35-44 years of age. There are about 600,000 African Americans living with HIV in the U.S. today, and another 30,000 are infected each year, the report says. If the U.S. African-American population were a separate country, it would rank 16th in the world in the number of people with HIV, and ninth among the 15 countries targeted by the President’s Emergency Plan For AIDS Relief.
President Bush made a show Wednesday of signing a bill that wouild over five years commit $48 billion to PEPFAR. The transcript of the signing ceremony was filled with platitudes — "With this legislation, America is showing its tremendous regard for the dignity and worth of every human being" — but betrayed no indication that AIDS was anything other than a distant problem for a distant people.
Meanwhile, the Bush administration has actually proposed cutting funding for HIV programs targeted at the African-American community, according to a report by the Kaiser Family Foundation. The Minority HIV/AIDS Initiative was funded at just under $400 million in 2006 and peaked last year at $402 million; the current budget request for fiscal year 2009 is $387 million, a 4 percent cut. The total domestic HIV/AIDS budget in that period would increase from $15.9 billion to a proposed $18.2 billion. Given inflation, that’s just slightly better than level funding in real terms. Spending on the global AIDS initiative, meanwhile, is set to increase from $3.2 billion in fiscal 2006 to $5.9 billion in fiscal 2009, an 84 percent increase. The share of U.S. AIDS spending that goes overseas has grown from 17 percent of the budget to 25 percent.
The bottom line: The Bush administration, and its enablers in Congress, have chosen to make black Americans losers in an AIDS-funding musical-chairs game.
But we shouldn’t be surprised. Back in 1984, in the vice-presidential debate between John Edwards and Dick Cheney, moderator Gwen Ifill asked both candidates a pointed question about the fact that "Black women between the ages of 25 and 44 are 13 times more likely to die of the disease than their counterparts." Cheney admitted, "I had not heard those numbers with respect to African American women. I was not aware that it was that severe an epidemic there." Edwards was hardly better, dodging the question to make a point about health care generally. Ifil, clearly dissatisfied with the non-answers, nonetheless said, "OK, we’ll move on." And move on we did.
That moment is recaptured in another Black AIDS Institute report, "We Demand Accountability," released late last year to push the issue of AIDS in the African-American community into the 2008 presidential debate. The report includes a four-point platform: Reduce the rate of HIV infection among black people by half within five years, increase the number of black people who know their HIV status by 50 percent in that period, ensure that all people living with HIV have access to appropriate care, and eliminate the stigma associated with HIV infection.
There is a fifth agenda item that is implicit in all of this: Eliminating the disparities in health care in this country that exist based on race. The even more outrageous story in the "Left Behind" report is this:
Standing on its own, Black America would constitute the world’s 35th most populous country and its 28th largest economy. Yet although Blacks in the U.S. reside in the most economically powerful country on Earth, they do not benefit equally from the fruits of America’s affluence. Black America would rank 105th among the world’s countries in life expectancy and 88th in infant mortality; Blacks in the U.S. have a lower life expectancy than Algeria or the Dominican Republic, and the infant mortality rate in Black America is twice that of Cuba’s. More than one-fifth of Black Americans lack health coverage, and nearly one in four live in poverty—patterns that differentiate Blacks in the U.S. from all other high-income countries. On every major health, social and economic indicator, Blacks in the U.S. score significantly more poorly than whites.
On Tuesday, the U.S. House of Representatives passed by a voice vote a resolution apologizing for slavery. I hope you will forgive me for not rushing to accept the apology. I would have a lot more heartfelt gratitude for a Congress and a White House that was resolved, together with every element of the African-American community, to erase once and for all the conditions that allow the length and quality of lives to be determined by skin color — whether because of HIV infection or any other reason. I’d like to hear an apology for all of the times in which we’ve allowed people in the White House and Capitol Hill to pat themselves on the back for making a show of caring about "poor people" in Africa and Asia while showing their backside to people of color in their midst.

It is much easier for the Bush Administration to care about black people who are far away.
Sort of makes me wonder what that 48 billion is really about in Africa, when we know Bushco and Congress really have no care in the world about AIDS.
And yet we have off-budget expenditures of $160,000,000,000 for war.

Kaiser Permanente is poised to be the model. I just joined through work and could not be more impressed. The main focus is prevention.

We need to get this story more play in the MSM. We need to link this story to why we need national healthcare. And we need to link this story to the war on drugs, dugs were not a problem as long as it was just African Americans going to jail.
So the problem was allowed to fester and White America didn’t take notice until it affected them.
Reagen ignored the Gay disease when it could have been contained. The GOP now fights National heathcare because Aids is only a Gay and or African American problem.
Are we going to wait again until the disease spreads to everyone?
Real leadership is SEEING a problem and the doing something about it.
One has only to look at the worldwide racial breakdown of infected people…look at the timing….look at the countries…
Don’t tell me that black people are more prone or susceptible to HIV than anyone else in this world….or more promiscuous, or just out of control drug users…or all practicing voodoo…You can only get it from needles (i.e., vaccine needles or drug needles), blood to blood, or bodily fluid transfer…except for saliva).
The math doesn’t add up. Black people of the world are targeted victims both in getting infected and in not getting appropriate health care.

Aids appeared in the 80’s in America today its 2008 so in 28 years (this is a rough estimate only) Aids has moved from the Gay disease to the number one cause of death for Black women between 25-34 years and the second leading cause of death in Black men between 35-44 years of age.
So in another 28 years will Aids death rates in Whites be similar to African American death rates now?
Maybe I am sure that nobody in the 80’s was predicting these numbers for African Americans now, yet they still happened.
What I do know is that we have already tried ignoring the problem and it didn’t work.
National Healthcare and more aids research education are my ideas on how to help anyone got any more ideas?

Congress can look outside their office windows at one of the largest populations of HIV in America. One in 20 adults in DC has HIV.

The number of infected people should be more even in America. Poverty does bring more drugs and perhaps more unprotected sex, but something is really, really, really out of whacky, because there is plenty of drugs and unprotected sex going on in all neighborhoods in this country…nevermind what racial make-up you are…plenty of rich kids do heroin….they can afford it.

Aids is horrific enough, but our nation’s reaction, from the ‘beginning’ has been not merely pathetic, but inhuman as well … especially towards individuals in those communities which have been marginalized, ignored and deliberately discriminated against, those whom political expediency says may ’safely’ be maligned, scapegoated and abused.

Whats the total number of known cases of Aids, Minus the total number of Aids patients not getting treatment, compared to the number of people getting treatment for Aids.

Well, I don’t have those figures, but getting treated doesn’t necessarily stop people in rich communities from dying from the disease either. Entertainment casualties have been reported more often, but there are tons of wealthy people of all walks of life all over this country that do intravenous drugs and who are promiscuous, but you don’t see high rates of deaths from HIV…not like in the poor and black communities..
I like it now we need cost benefit studies comparing the effectiveness ofour ideas to Bush’s ideas for stopping Aids.

I’ve always thought AIDS was created to get rid of the gays (since that was the group most effected in the beginning) and it wouldn’t surprise me if the hatemongers are now purposely doing it to black Americans. I hope not, but nothing would surprise me at this point. It makes me despise right wing America even more than I do already.
There was a nurse that worked with me at the VA who was married to a Colonel in the Haitian Army. He was arrested for corruption. She never said another word about it.

In the 80’s the prison population started to rise. The Crack laws which are much harder on Crack than the rich mans Coke kicked in plus poor people do go to jail at a much higher rate than rich people.
Drug users forced to quick a habit in jail traded sex for drugs and got infected is my guess then they got out and infected their communities.
But in karmic balance Meth seems to be a white person’s drug that can lead to lots of unprotected sex.

I’m not saying that something is happening now that is causing the high numbers per se, I’m saying that what happened when the disease was getting going was suspicious in how and where it spread…now, it is exacerbated because of the lack of health care, i.e., you see more deaths in untreated people, but it still kills. The thing is…how did it get so rampant in certain racial groups..the world over…of course, it spreads in and out of all races, but there is an inbalance in the figures….right from the beginning of the identification of the victims of the disease…

There are only a few companies in the world that can make one of the key ingredients in Meth yet nobody is talking about getting them to regulate sales for estimated legal use only.
When I drove from Seattle to Chicago I was struck by how many towns had Meth Free zones as you entered town, Meth Kills etc.
Doing something about Meth could really help us win western states. It would also be the right thing to do and show that we have learned something from the 80’s crack wars.
That something being that we were wrong in how we fought it. Plus it would slow the spread of Aids in Whites in Western states.

I am open to other ideas about how the disease got spread so quick among African Americans. During the 80’s Elizabeth Dole was head of the American Red Cross and she fought testing the blood supply for aids.
I wonder if during the 80’s they reused needles in giving blood or did other things that might have infected blood donars. Poor People do sell blood and Plasma and donation centers are concentrated in urban areas.
Or there might have been racist plots to spread the disease.
Iseman is one of many ways Obama can go after McCane if the campaign deems it necessary in October. They can also discuss Keating, the FIRST wife and timing with Cindy, and his age/inability to remember.

When my kids were little I had a gal come over to clean my house. I had no idea what “tweaking” was, but this gal had gone off the deep end. I hired her because she had been a friend of my brother’s in high school.
Well, tweaking I later learned, included cleaning half of my leather couch. Unbelievable. She totally obsessed with getting every inch of that half of the couch clean.
Had to clean the other half myself, which I never would have started in the first place.
A very dangerous drug, and as you say, key ingredients need to be under lock and key. But, if you’ve got a drugged out electorate…it’s easier for the crooks. Just like if you’ve got an uneducated electorate via NCLB, it all works out.

I don’t think a conspiracy theory is needed to explain the spread of disease among American blacks.
Where I live, the highest rates of HIV/AIDS are among aboriginal communities – a combination of factors – poverty, high incarceration rates, higher numbers of sex workers than among the non-aboriginal population, low levels of literacy and education, low levels of employment, high levels of substance abuse, and for quite some time, denial based on beliefs that AIDS was a white and gay disease and that there were no gays (yeah right) in aboriginal communities.

I’ve given blood for years and the Red Cross doesn’t reuse needles. Since the blood supply wasn’t tested for HIV in those days HIV-positive blood went across the country, infecting people of all ages and races. We had a family here in FL, can’t remember the name, who lost both young sons due to transfusions with HIV-positive blood. Dole has a lot to answer for.

Some tweakers get obsessed with sex the same way so if Aids were to spread to that population and junkies do sell sex for money well the disease could spread faster among Whites after all African Americans do, do longer prison sentences for the same crime so they are isolated from their communities more.

Everytime I hear about “Aid to Africa” I always think, “but who’s counting?” The problem with a statement like the President’s is that there’s no accountability.
First of all it’s a promise over the next 5 years. Secondly, international organizations that are promised money and don’t receive it are LOATHE to point out that the countries have reneged on their deals. They don’t want to embarass anyone.
Bono’s plea that reached the G8 in Scotland was answered on the spot. In an interview a year later, he said “not all the promises have been kept.”
Like I said, “who’s counting?”

I wish the progressive movement would have a broader and louder discussion of health care disparities. We must as part of the dialogue on universal health care. With regard to AIDS in particular, there was an assumption that because the disease toll declined in the white gay community, that we had the problem more or less licked in this country. Of course, that was far from the case. I don’t let the black community off the hook — we have not demanded the level of attention to this issue that we should — but I have been disappointed that too few progressive activists have pressed this issue. We should have been looking at the budgets, talking to the front-line health workers and demanding to know why HIV-positive people in L.A. don’t get the same level of White House and Republican Party attention as those in South Africa. (Of course, we know why — the ones in L.A. might be “queers” — but we ought to force them to answer the question.)
What I’ve seen of Obama’s statements on the issue tells me that he is acutely aware of the problem — a huge advantage over the regime in the White House now — and I think he will be appointing good people to the federal agencies responsible for HIV programs. I’m hoping that he won’t appoint the kind of ideologues that Bush has put in charge of HIV programs, who will be hamstrung (or allow themselves to be hamstrung) by obsessive abstinence-only, homosexuality-is-sin dogma.
Let me give Kanye West the last word: “George Bush doesn’t care about black people.”
I am raising my grandniece whose parents, one white (my niece) and one black (her dad) are both HIV positive and she is HIV-exposed. She went through hell the first month of her life undergoing AZT treatment and additionally the first 18 months of her life with very painful tests, and she is not considered to be HIV positive. They treat this as if this is a given that she is free of HIV and will never get AIDS.
However, when I ask them how do they know for sure, since this is relatively new as a way to treat these babies, no child undergoing this treatment has even reached maturity yet. Then they finally admitted they do not know for sure. I am afraid for her, she is the delight of everyone who knows her, and we have no way of knowing her fate. There is a kind of lackadaisical approach to this even in children. I feel so afraid for her because I fear we are sitting on a time bomb. Not once since and she has reached the age of three, has ANYONE even called me for follow up, are they even interested in seeing how she is doing? When I call them they say the testing time is passed (her last test was at 18 months but they said her 6 months test was the defining time), they say she is fine. Sometimes I think the prejudice is about just pretending everything is hunky-dunky, so they do not have to do anything.
