The East Valley Tribune in Mesa, Arizona, recently ran a five-part series on Crazy Sheriff Joe Arpaio, the wingnut nativist who has been doing his damnedest to round up and deport every illegal immigrant in Maricopa County.
It's really quite damning from the outset; the initial piece makes it clear that Arpaio has transformed what was once a typical local law-enforcement agency into an immigration bureau. Even more damning is the reportage on how grossly "America's sheriff" and his crew violate federal laws along the way:
But the deputies’ work that morning, as with dozens of similar MCSO immigration patrols across the county, violated federal regulations intended to prevent racial profiling, a Tribune investigation found.
Those regulations specifically forbid crackdowns like Sheriff Joe Arpaio’s “crime suppression/anti-illegal immigration sweeps” unless there is “reliable, empirical data” that serious crime is taking place. That’s defined as 911 calls and crime statistics based on reports, among other things.
But the sheriff’s office conducts large-scale operations without any evidence of criminal activity. The sweeps are billed as crackdowns on general crime, primarily in neighborhoods where many Hispanics live and work.
That’s exactly what federal Immigrations and Customs Enforcement rules are designed to prevent.
What's perhaps most outrageous about this: Even though Arpaio is clearly flouting the regulations, officials at ICE in Arizona have given him their official imprimatur.
And what do the Maricopa County taxpayers get out of all this? Why, crappy law enforcement, of course, as Part IV reported:
In Guadalupe, grocery store employees waited in vain for help during an armed robbery.
In Queen Creek, vandalism spread through a neighborhood where Maricopa County sheriff's deputies rarely patrolled.
In Aguila, people bought guns in the face of rising crime that deputies couldn't respond to quickly enough.
And in El Mirage, dozens of serious felony cases went uninvestigated.
Response times, arrest rates, investigations and other routine police work throughout Maricopa County have suffered over the past two years as Sheriff Joe Arpaio turned his already short-handed and cash-strapped department into an immigration enforcement agency, a Tribune investigation found.
Another point worth noting, and not mentioned in this series: Arpaio's raids are not only a waste of his deputies' time, they also suck up the resources of the local LEOs where the raids occur. When Arpaio repeated the Mesa raids this summer, it also cost the Mesa city government absurd amounts of overtime for its own officers to keep track of Arpaio's deputies.
The standard nativist position on immigration -- and it is largely now the position of nearly every Republican politician -- is that we simply need to enforce the laws on the books, round up every illegal immigrant and deport them; if they want to immigrate, let them do it legally, blah blah blah.
Here's a good example of what happens when you do that.

Joke has to go.
I don’t live in Maricopa County but I hear enough about this fool. Crawford, Texas would be a good place to send him.
I lived in Maricopa County and heard about Sherrif Joe nightly..
He stays around because most voters find him amusing- but maybe he’s not so amusing after all.
I don’t trust the sheriff. he’s got a furrin sounding last name.
From AZ Republic: Latino neighborhood slowly disappearing in central Mesa
Famous for pink underwear and green bologna.
Sort of artistic
Arpaio could be a minor saint in the hagiography of the Age of Stupid. Saint’s lives usually have some moral or lesson to teach. In Arpaio’s case, they are that stupid people do stupid things and complex problems almost never have simple answers. Mix these two principles together and you get the situation in Maricopa County and as a bonus an illustration of the law of unintended consequences.
so sorry for the early OT, but this is killin’ me.
Evan Bayh is apparently one of the three “short-listers” for the Obama V.P. pick, per Howard Fineman on KO.
Evan Bayh? Please say it ain’t so - I can’t spend the next eight years fighting my gag reflex.
Used ta be a sherrif with no name (that anyone remembered) in Maricopa county…now there’s sherrif Joe
Isn’t he actually breaking the law by acting as an ICE official without actual training or license? If the immigrants are there without federal okay, and can be rounded up accordingly, isn’t there some sort of reverse action that can be taken? He’s violating Federal statute as well…
OT, this has to be good for McCain, right?
Wasn’t he one of Hillary’s darlings?
Evan Bayh? Please say it ain’t so - I can’t spend the next eight years fighting my gag reflex.
I think there’s a spelling error: as far as I’m concernd it’s Bleh….
Digg please
Wasn’t he one of Hillary’s darlings?
Yes - Absloutely. Loudly. Unapologetically. Thought he was a shoe-in for *her* V.P. pick.
And then he “delivered” the Indiana primary for HRC by a mere few thousand votes; a slim 50.5 to 49.5 win. Hillary’s campaign ended that night, it just took a while for the corpse to stop twitching.
He and Tim Kaine both. Matt eviscerates Kaine as a choice. You want to see netroots support dry up—put Kaine on the ticket. Or Bayh. Either one.
VP short lists: the people who are talking don’t know, and the people who know aren’t talking, according to a generally reliable source.
I agree. It’s probably someone we haven’t even mentioned.
I so hope you’re right!!
God, so ashamed to be in a county that keeps re-electing that racist, ignorant and dangerously criminal ass-wipe. Arizona can’t go purple fast enough for me.
yeah, we need another surprise pulled out of a candidate’s rear end, like —LIEberman was.
That’s the ticket.
Here’s a prediction- Obama will pick a veep for the purpose of getting additional votes-without regard for ideology..
Obama knows how the vote thing works.

that phrase has a beautiful but contradictory internal logic to it, which I suspect was by design.
I wonder if the illegal workers in AZ are as badly treated as those in Postville apparently were. NPR had something on this morning about the horrid/dangerous conditions in the kosher meat packing plant where the workers were rounded up by ICE.
Link to new NYT story on Obama’s years as a law professor. VERY COOL customer…

I am just speculating - why so angry at me?
Evan Bayh would be a stupid choice for any number of reasons. But as I pointed out in my last comment we do live in the Age of Stupid so anything is possible. Indiana is not as important as Virginia both in terms of electoral votes and a Southern strategy. Obama is from Illinois so geographically having a Veep candidate from a contiguous state makes little sense. Bayh has all the charisma of 3 day old watered down oatmeal. He’s so “centrist” he could run as a Republican. He has the intellectual capacity and moral fiber of a rabbit. Actually come to think of it he is exactly at the level Obama’s campaign has sunk to.
I think that Virginia has more votes than Indiana.
I was hoping someone clever would pick up on that.
not angry at you. Doing a preemptive shot at the disappointment I presume will come with the choice. I’d like to be pleasantly surprised, but I don’t anticipate that happening. Sad, isn’t it?

for newbies, here’s how to get in on the fun
Wiki: ‘nativist’ —- has to do with opposition to immigration. Doesn’t speak to illegal immigration. I’m confused.
I’m just not willing to hang someone before the trial.
We’ll see what happens and it will be, of course, a political decision. This is politics 101, and it’s very ugly to watch. Many times it works however.
And everyone who lives there tells me he’ll be re-elected easily.
Obama’s years as a law professor. VERY COOL customer…
Yeah, I’m guessing when he learned Constitutional law his copy had the 4th Amendment missing which would explain his stand on the FISA Amendments Act.
Yeah, if only we could tie him around McCain’s neck. Unfortunately, they seem to despise each other. Arpaio rather famously endorsed Romney.
on Sunday Claire McCaskill said she had not been asked to turn over info for consideration. — fwiw
Here’s to hoping that an end is in sight where people like this sick fork are taken out of the power they have taken.
Let’s take our power back for justice and dignity. I’m so sick of these people. May it end soon.
Cheers!
So is there any way to get a loose cannon like this under control?
I have a difficult time getting my mind around the fact that you folks have elections for positions like this.
From the NYT article:
Cass Sunstein? Liberal? Just how conservative is the University of Chicago Law School?
Just hope the people of Maricopa County wake up and give him the boot next election. There’s always a breaking point with these characters.
OT
masaccio has a post over at EW’s “What Should Obama Do For Us?”
for those interested.
Sure hope we get those diaries up soon ;)
His use of humiliation is the primary indication that he is one big a**hole. That is not justice. That is an abuse of power. Spit. Makes me sick.
Howard Fineman with a scoop, huh? Perhaps he should work for NY Post instead:

This whole VP sweepstakes is a common election year stunt to generate media ratings. Means nothing. Patience grasshopper.
Any documentation that Arpaio is against immigration through legal channels?
He says we are all going to vote for Obama. What makes him think that?
If it’s anything like the Econ. school we’re in trouble.
I don’t know but it seems that if he is using racial profiling and going after strictly brown people, then he is most likely rounding up a lot of legal immigrants including folks whose families are likely to have been in this country longer than his and were quite legal in all ways.
And we get our features back. Boy how we’ve been spoiled, but it’s hard to go back.
Don’t you wonder why he will be elected again? Could it be declining wages due to slave labor? Who benefits from illegal labor: the workers get money to send home; the employers get huge benefits from depressed wages and no requirement to provide any benefits (most illegals are supplied by ‘contractors’); and you if you buy cheaper produce because someone with no power picked it for you. It’s pretty simple, really.
Late to the evening…catching up.
From the sublime–the warm outpouring of love and compassion in the last thread [I added: Greg McKendry is a Profile in Courage…]
to the ridiculousness that is Sheriff Joe. Anybody ever wonder if he was the model for the Hackman part in “The Unforgiven”?
Support for the rounding up of legal residents?
from the sublime to the subhuman.
didn’t ask me.
someday soon!
bingo.
hmm, you are gonna have to ask masaccio
eli is upstairs
or me.
Again, I have no idea but my guess is that not every person living in this country, even legal immigrants and those born here, carry all the applicable proof of citizenship with them at all times. It should not be necessary.
But if this sheriff is using racial profiling to identify “illegal immigrants” then he will be rounding up legal immigrants and citizens as well.
Which means that those legal immigrants and citizens have to prove that they are in fact citizens which is not quite the type of actions we like to think of American citizens having to do what with presumption of innocence and the supposed “need” for a warrant and probable cause of a crime before we start arresting folks.
i don’t want anyone “rounded up” for being here.
true as well.
So the party of law and order thinks immigrants are more dangerous than all other types of crime it sure must make people feel safe.
Thank you David for putting this forward.
DFA-MC (Democracy for America-Maricopa County) has endorsed and supporting Dan Saban running against Sheriff Joe…. Lots of info at that website….
Sheriff Joe has been very vindictive to anyone who speaks out against him, he sicks his deputies on that person and their families and makes their life a living hell…… Joe has to go….. he has cost Maricopa County millions of dollars in various legal settlements & judgments for all sorts of events…. death of inmates, video of the woman’s bathroom put up on the internet….. it goes on and on
Republican city counsel members have changed their tune after whole sections of Maricopa County have turned into ghost towns, Hispanics leaving, business closing and lots of loss of revenue…..
BTW…. why does a County Sheriff need TWO Tanks?
I don’t know if you are still here, but let me tell you how they used to do it down here. At or near the end of the season, the feds would raid the fields. Legals would stay put and illegals would run. Talk about inhumane! But it worked for the growers in that they would get all the labor they needed and then could short the illegals those last paychecks (kind of what seems to be happening in Postville at the kosher meat place.) My rant is that the guvt needs to be dealing with the employers…..but that isn’t going to happen. Who so enthusiastically supports the GOP but business people? These immigration threads are often skewed in the sense that they are about the poor illegals, but I’ve yet to read anyone speaking about the lowering of wages that effects the working folks. I’ve been called a ‘nativist’ (wrong) and mean (okay, probably I am sometimes). I’ve heard truly good hearted people crow about getting to buy cheaper produce because of the illegals……without ever considering how these workers live. It’s nuts. And I’ve yet to see a thread where people don’t ignore or run from basic (if anecdotal — I don’t yet know how to link, but I’m working on it) information. Everyone just fades away rather than ‘fessing up that, yes, they don’t mind slave labor from powerless illegal human beings as long as they can get cheap vegetables. Doesn’t feel very progressive to me!
I bet this is a GOP test scheme to see if they can lower Hispanic voter turnout and save McCain in his home state.
The thing is it should raise Hispanic voter turnout everywhere else Hispanics can vote Oppression works best without the not yet oppressed hearing about it and acting to make sure that they are not next.
Why isn’t the MSM asking McCain if he approves what is going on in his home state? Its not like McCain’s Hispanic numbers can get worse.
Heck at this point McCain needs to rally the Minute Men and the Klan because even they are getting bored.
Last year during the Hispanic marches …. I think the first one, there were over 100,000 marched through the streets….. very peacefully even under the threat of Sheriff Joe and his goon squad……. scared the pooh out of lots of the wingnuts……
Katymine do a post on this Joker he is from McCain’s home state and we do need to scare moderate GOPers away from McCain.
Bull Connor and the first Mayor Daley helped turn Dems off to voting because they were seen as part of the corrupt racist establishment.
The GOP slid by with Code Words but an openly racist GOPer can help doom the GOP for a generation if we can make the GOP defend him publicly by nailing him every day.
I wish I was there I was at the Seattle march:)
Viagra doesn’t work for him?
In my town there was a march of mostly teenagers, many carrying Mexican flags and vowing to take back the state. I laughed because I know that most of those kids refuse to go back to Mexico because they like America. But, still, we are not doing a good job of absorbing our immigrants….at least first generation. Second generation mostly doesn’t even speak Spanish (which I think is a loss…..but there’s a long story about the Spanish that their undereducated parents speak) — and have moved up the ladder……..necessitating new illegals to pick those pesky strawberries and cut that cilantrol. Crazy system. Works for the land owners I guess. Seems to be working for most who cross the border illegally, too, I think……just takes some time and discomfort at the beginning.
Need to be very careful …. see my comment @64…..
Have two non-white children….. and I have stories of the vindictiveness of Joe and his posse …… Local news anchor’s adopted daughter from Honduras has been stopped for so called traffic violations ….. driving while brown…
U of Chicago Miltion Friedman Chicago school of Economics, Hemmingway wrote of near by Oak Park broad lawns narrow minds (the place has gotten more liberal though to be fair)
Dr King said something about how marching through Chicago was worse than any march he did in the South.
driving while brown…
I’ve done that I hate when they make you wait outside your car as they search it…during a blizzard.
Need to be very careful …. see my comment @64…..
Slip Dave the info if you have not already I’m going up stairs now
As a Chicano from the Sonoran Desert, earlier today, I wrote an item about Sheriff Joe and regarding his recent visit to Tucson for his latest book signing event. He was met with a demonstration. However, the street theater, has turned into a much larger incident than could have been imagined even by the Right.
Thus, take a gander over to the web site for the Chicano Veterans Organization and click onto the Cactus Juice Commentaries page, and you will be sort of amazed at where this incident has taken the Arizona’s Hispanics in their dislike for sexism and racism. The item is titled, “Derechos Humanos in the Sonoran Desert”.
Jaango
Not sure where “down here” is for you but I assume you’re somewhere in the South, whether Florida, Georgia, Texas, or Arizona or somewhere in between.
But I don’t think anyone posting at FDL and most of the commenters are in anyway excusing the actions of the growers or food processors or any of the other employers who use the cheap, undocumented immigrant labor to push down wages and benefits for all. We tend to recognize that wages for all need to go up and that includes in the home countries of those here without documents. We also recognize that those emplyers who act as you’ve described are basically low life scum.
So I think you are just commenting on another aspect of the same problem, an aspect that DOES get covered here at FDL, although maybe not at a time and place of your choosing. I know I have seen many posts concerning the treatment of undocumented immigrants. I have also seen a number of posts from folks like Tula and Ian who have connected the dots of the treatment of undocumented immigrants with the treatment of US workers and the blowback caused by the NAFTA/CAFTA type so-called “free trade” agreements.
And as well, tying it all in to how the employers never seem to face any punishment for their actions.
Thank you, Dakine. I don’t know why people who complain about illegal immigration don’t get that the problem is with the laws, not with the immigrants.
It seems to escape the notice of folks like DWR1 that their beef lies with the absurdly difficult and restrictive immigration laws on the books, particularly the quota system, which isn’t the least responsive to economic realities of supply/demand, as well as the various push/pull factors involved in immigration flow. When NAFTA destroyed more than a million Mexican jobs, it was only a naturally foreseeable outcome that they would come looking for work.
More to the point, if citizenship were simpler and cleaner, these people could be not just citizens but union members. And in both instances, they would no longer be subject to being screwed by slave-labor employers.
Incidentally, reclaiming one’s heritage — that is, making the quite reasonable claim that they belong here as much as anyone — is not the same thing as trying to take the Southwest back for Mexico. Nearly every immigrant I know wants the former, not the latter. But when DWR1 sees them marching, he seems to only see the latter.
I have to say it still shocks me to hear individuals that appear to be otherwise sane go into long tirades about how immigrants are ruining Arizona. These are people who benefit from immigrants cleaning their homes, manicuring their lawns, caretaking their elderly relatives, parking their BMWs and doing damn difficult physical labor in 115 degree heat for crap pay and no benefits. Most of these jobs are jobs no white person would be caught doing in a million years. I have often wondered what would happen if the racist fearmongers actually got their way and deported everyone here illegally. With escalating ICE raids and detention centers popping up like mushrooms after a rain, we are starting to see that playing out. Now the businesses are whining because they don’t have enough slave labor. Ask me who I pity.
I have plenty of brown friends, and even those who are legal citizens have faced a lot of discrimination because they are hispanic. Racial profiling is real and ugly and pervasive here in Arizona. The good news is that the local police hate Sheriff Joe because he is a bully and a grandstander. He stirs things up and makes more work for them because he is obsessed with being in the news. That is really all this asshole cares about. This is the kind of guy Dick Cheney loves. He is a human hand grenade, pull his pin and toss him.
I keep hoping that at some point he will go too far and piss off the wrong people, but I have been hoping that for almost 20 years. I have underestimated the racist feelings of the average citizens of Maricopa County too many times already. Lately I have just been hoping for some instant karma to visit Barney Fife’s mirror universe evil counterpart. If it is true that a man reaps what he sows, Sheriff Joe should be harvesting some toxic crops indeed.
David, should you check back, I happen to agree with you on most points. What you seem to miss about me is that I believe that the employers should be held accountable. I have no problem with the workers who are undocumented. They are not the ones causing the problem. Except that I do believe that their willingness to work for depressed wages does hold down wages for other workers. I have also experienced that neighborhoods can be depressed when multiple persons live in single family homes. I personally know a woman who rents out every inch of her house. A farm worker pays $300/month to rent the living room couch. And my sense of it is that it is the employers who are making the most of the situation. No benefits; low wages. I feel for the workers who are disadvantaged…..legal and illegal. I just think that the employers should be spotlighted……and with energy. We’ll see if the meat packer group get much attention. I don’t think anything will change until employers are held to account. And, yes, we will all pay more for the produce/products that the workers bring forth. I’m willing to do that. Every person who hires illegals and enjoys the cut rate needs to do some serious thinking about their own ‘progressive’ attitudes. I believe you want to see change….but I think we all need to stand up against illegal hiring because it allows employers to enslave decent and hardworking people and leave them powerless to stand up for themselves.
I guess I’d also ask David for his take on Cesar Chavez and his take on illegal immigration. Wikipedia has an entry on Chavez that is worth reading.
The phrase ‘America’s Sheriff’ sticks out in my mind while reading this article. It seems we had an ‘America’s Sheriff’ too. Named Carona. Now he’s under federal indictment. How soon for Joe? I’m just guessing he doesn’t understand what a local sheriff is and what an ICE officer is, unless he is the racist described above and as I recall that tends to be a crime under several Federal Laws… Our present Sheriff here in Orange County and the former sheriff (as well as many others in other counties and States) don’t seem to know anything but racism and brutality. How soon for them? We need a change in this country-yesterday would be fine. Why wait?
You needn’t be confused, DWR1. Arpaio’s probably neither a nativist, nor particularly interested in catching undocumented aliens, much less the coyotes. What really interests him is any camera he can put his face in front of; that, and pandering to the old people in Sun City who are terrified of Hispanics, despite the fact that a lot of those Hispanics come from families who’ve been Americans longer than their own families have, and who keep reelecting him.
Bingo! We have a winner. That is exactly right.
Joke Arpaio has also cost the Phoenix taxpayers millions in court settlements, largely due to a number of people who die after being arrested. Death by excessive restraint seems to be their favorite post-arrest game. The local free weekly newspaper, New Times has done some great reporting on his abuses.
