&lt;p&gt;The average size of these accounts is $100,000…apparently concealed as “withdrawals” for household expenditures and then was redeposited in schemes that avoided the reporting requirements established to prevent money laundering. Thus these banks and their wealthy clients violated laws established to prevent narcotics trafficking and terrorism. &lt;/p&gt;
&lt;p&gt;The rich follow different rules than the rest of us, apparently.&lt;/p&gt;</description>
