That said, General Counsel, although not line management or the decider, is up there with senior/executive management and has enormous influence on policy in many areas.

I suppose ultimately for me it comes down to appearances (and, of course, the possibility of abuse, or even being able to distinguish what constitutes abuse).

It would indeed be shocking if these companies are viewing their General Counsel as lobbyists, but you make an interesting point since so many law firms have gone into the lobbying business over the last 10 or so years… and we’ve seen how that can work out *cough* Abramoff.
