And then it has a link to Thomas, the House calendar, which shows that H.R. 6304 was submitted to the House 24 hours later, at 535 on June 19, and that the House passed it at 12:48 the next afternoon, i.e., less than 24 hours later. This was the Democratic Party, under the new leadership of Barak Obama, in action: open and transparent government.

To most questions they answer; “A little bit of this; a little bit of that.” Tonight they percieved that Rachel was out for blood, and they took their queue. it was beautiful. At 5:08 pm, House Rules Committee Chair Louise Slaughter files the report from the Committee on Rule H.RES.1285. Miraculously, it appears she is able to do this before the House Rules Committee has actually reported out the Rule.

At 5:35 pm, the House Rules Committee Reports out Rule H.RES.1285, “H.R.6304 – FISA Amendments Act of 2008.” This Rule introduces H.R.6304 and is a closed rule that limits debate to 1 hour. In an act of cowardice, it is passed in committee by voice vote.

Someone has to emphasize the importance of “collegiality” to the functioning of any deliberative body. In an organization that functions on a collegial basis, it is important that offenders be punished for that body to continue to function. Pelosi, Hoyer, Reyes, and Obama have committed an inexcusable breach by ramming a bill through for the other side with less than 24 hours to read 114 pages of deliberately obscure legalese. That is unpardonable! People who do such things must be removed from leadership! Democracy cannot function in such an environment.

A week ago, I was totally obsessive about this FISA stuff and put together a timeline. It was miniscule compared to what Selise has put together, and still a hell of a lot of work. Selise’s diary is definitely a serious contribution.

Among other things, I dug for what happened when Pelosi, Hoyer, and Obama rammed this FISA bill, H.R. 6304, through the House in less than 24 hours. I pointed out that it was printed at roughly 5:00 PM on the 18th, submitted to the House 24hrs later, and passed 20 hrs after that. Tomorrow, Selise will follow up with a detailed diary that goes way, way beyond what I did. Watch for it.

God, I’d love to think so, but so far, I don’t. That man has some fences to mend.

Oh yes…I remember that post from Digby, and it was a rare occasion where I totally disagreed.

Obama is not in control of the DemocratIC Party at all. In fact, the infiltrators better know as the DLC still maintain a tight grip over much of the “leadership” in both the House and Senate. Their hand-picked successor was defeated by we the people. Obama is navigating extremely choppy waters as we try to reclaim the Party for the traditional DemocratIC ideals.

Had Obama come out swinging about the the FISA fiasco, it still would’ve passed. Perhaps Obama could hace persuaded some Dems, ubr the vote was overwhelming. The DNC and Dean have little control over Congressional Dems, many of whom don’t want Dean as DNC Chair.

The fact that Obama was put in this difficult situation was not his fault. It was Reid and Pelosi, you know the ones who could’ve stop the FISA vote from happening.

It does, however, grant retroactive immunity, and I voted in the Senate three times to remove this provision so that we could seek full accountability for past offenses. Unfortunately, these attempts were unsuccessful. But this compromise guarantees a thorough review by the Inspectors General of our national security agencies to determine what took place in the past, and ensures that there will be accountability going forward. By demanding oversight and accountability, a grassroots movement of Americans has helped yield a bill that is far better than the Protect America Act.

It is not all that I would want. But given the legitimate threats we face, providing effective intelligence collection tools with appropriate safeguards is too important to delay. So I support the compromise, but do so with a firm pledge that as President, I will carefully monitor the program, review the report by the Inspectors General, and work with the Congress to take any additional steps I deem necessary to protect the lives – and the liberty – of the American people.

What double talk?

Obama is not in control of the DemocratIC Party at all. In fact, the infiltrators better know as the DLC still maintain a tight grip over much of the “leadership” in both the House and Senate. Their hand-picked successor was defeated by we the people. Obama is navigating extremely choppy waters as we try to reclaim the Party for the traditional DemocratIC ideals.

So, it appears we disagree, at least to the extent that had Obama not wanted the House to pass H.R. 6304, it would not have happened. IMHO, a very reasonable place to differ.

He notes (is one of too few) that the amount of their problem debt is probably being greatly exaggerated, as they had better standards throughout the mortgage bubble, so by a lot of comparisons their losses should be manageable, while they still perform a vital service in support of homebuying that the economy has no other answer for at the moment.

This paragraph gets to it, and points to some other factors to consider:

Fifth, a haircut on the debt of the GSEs does not need to destroy their business, the mortgage market or the housing market. The best debtor is a solvent debtor that has restructured and reduced its unsustainable debt burden: that is why firms coming out of a Chapter 11 process that reduces their debt burdens are viable businesses ready again to produce goods and services in a viable and profitable way. The worst thing that can happen to the GSEs is to remain as zombie comatose insolvent institutions whose debt burden is not restructured and who are barely propped by an implicit government lifeline. Do we really believe that GSEs with unrestructured debt kept alive in a zombie government “conservatorship” (the solution now most likely preferred by the U.S. administration) could function properly and continue their service of supporting the mortgage and housing market? Lets instead clean them up first and make them financially viable – after an out-of-court Chapter 11 style debt reduction – so as to ensure that they keep on providing the public goods that they are alleged to give.

A spectre is haunting capitalism. It is the spectre of socialism for the 21st century.

Think about this concept of socialism for the 21st century. About the focus upon human development as the goal, upon a democratic, participatory, protagonistic society as the necessary way for the complete development of people, individually and collectively. Think about the idea of communal councils in which people can collectively decide upon their needs, where they simultaneously change circumstances and themselves. Think about democracy in the workplace, about ending the divide between thinking and doing and being able to draw upon the tacit knowledge of workers to be able to produce better. Think in general about this concept of revolutionary democracy which is central to the concept of socialism for the 21st century.
