The POTUS really does not have the ability to do much in terms of achieving an agenda. S/he can set the stage, use the bully pulpit, negotiate and ask the people/voters to help. But in the end – it’s the congresscritters who will actually determine the final outcome. They write the bills, they add all the stupid amendments, they have all the ridiculous conflicts of interest, and they ultimately decide whether the bill passes or not. All the POTUS can do is hope that his constituents can/will put enough pressure on each individual congresscritter to get something that sort of resembles what s/he wants.
