May 11, 2008 was the deadline for implementation of the Real ID Act. So far, not one state is in compliance and some states are openly defiant. The Real ID Act would turn our state issued driver's licenses into de facto national identity cards. EPIC, the Electronic Privacy Information Center, has issued an analysis of the Department of Homeland Security's national ID program.
Let me tell you, it ain't a rave review. Entitled "Real ID Implemetation Review: Few Benefits, Staggering Costs", it's a no holds barred debunking of just about every excuse Mike Chertoff has offered for this make work/look like we're doing something to improve security, when all we're really doing is invading the privacy of ordinary Americans, while leaving a loophole big enough to fly an airplane through available to the terrorists.

Throughout its history, the United States has rejected the idea of a national identification system. Yet, the Department of Homeland Security continues to push forward a system of identification that has been widely opposed. The REAL ID Act mandates that state driver's licenses and ID cards follow federal technical standards and verification procedures issued by Homeland Security. REAL ID also enables tracking, surveillance, and profiling of the American public.
May 11, 2008 was the statutory deadline for implementation of the REAL ID system, but not one state is in compliance with the federal law creating a national identification system. In fact, 19 states have passed resolutions or laws rejecting the national ID program. The Department of Homeland Security has faced so many obstacles that the agency now plans an implementation deadline of 2017 - nine years later than the 2008 statutory deadline.
This is hilarious. Chertoff fearmongered the sheeple in Congress into passing a law that is so craptastic that the states revolted, so now Chertoff is dumping the problem into the lap of not the next president, but the president after that! [assuming a two term president]
But, wait, it gets better. You and I have to get these cards, but the terrorists can use their foreign issued passports in place of cards. So, if I'm a terrorist what am I going to do? Submit to some background check to get a REAL ID? Or use my foreign issued, possibly fake, passport to get around the US? Or better yet, several fake foreign issued passports!

Did you see the interview on Colbert with the San Jose State U teacher who was stopped on his way back into the US and questioned etc. When it became apparent that he was in no way a threat, his name was still kept on the terrorist watch list and was asked to “check in” periodically.
So he takes thousands of mandane pictures of what he does everyday, including the meals, bathrooms, gas stations etc he frequents and posts them on his website along with a self tracker program so they can keep an eye on him. He does the work for them.

I saw a news article, LS, where there were people in a line to get their kids chipped. The interviewer asked one mom about it, she said she thought it was a wonderful idea, that she’d sleep better knowing that if her baby went missing, the authorities could track the chip.

The EPIC site EW links to has a section on the RDF technology that State wants to use on passports, etc. It’s technology that would allow reading data on embedded chips from several feet or more away. Like the Real ID, it is riddled with problems, including the ability of non-authorized “readers” to access the data. So much for state security. My guess is that it’s about money and political control, not “security” for citizens.
