		<description>&lt;p&gt;By and large I agree, but States and City’s have long had the right to regulate guns within their boundaries. This has been done since the time of the Original Constitution precisely because it feared organized armed groups in insurrection. Read the sections of the Constitution about the regulation of militias and who does it. It’s not the general public, or a group like the Patriots or the NRA…it’s Congress and the State legislatures. These provisions…including the part in the @nd Amendment about “well-regulated militias” were included precisely because conflicts like the Shay’s and Whiskey Rebellions involved armed men who had to be put down by the militias OF OTHER STATES.&lt;/p&gt;
&lt;p&gt;Jefferson’s famous comments about these insurrections have always been misconstrued…he viewed the “tyrants” the ones that had illegally taken over the legislature and courts (Shays and others)…occasionally the “patriots” had to spill a little blood to nurture the new union. In any case, Jefferson was in Paris when all this was occurring. George Washington sent up General Lincoln to handle the mess. &lt;/p&gt;
&lt;p&gt;Militia movement types always get Jefferson’s meaning completely reversed.&lt;/p&gt;
