Today, John McCain traveled to Portland, Oregon and speechified on his new climate policy. His plan is far from perfect -- more on that later -- but what's really remarkable is what a stunning rebuke it was to Bush and the GOP. Here's a taste:
Instead of idly debating the precise extent of global warming, or the precise timeline of global warming, we need to deal with the central facts of rising temperatures, rising waters, and all the endless troubles that global warming will bring. We stand warned by serious and credible scientists across the world that time is short and the dangers are great. The most relevant question now is whether our own government is equal to the challenge.
The answer, of course, is a big fat: "no." No, our government has not been equal to the challenge. Not during all the planet-wrecking years that the Republicans controlled Congress, and not even now when they hold only the White House and filibuster power.
But still, it's a darn good question to finally be asking. So while it may not sound like much, that paragraph alone was something of a broadside to Bush's evasions and promises to "reduce greenhouse gas intensity" or "slow the growth of greenhouse gases" sometime in the far future. And to the extent that McCain's new proposal, flawed as it is, constitutes the lower bound of new national climate policy, we've just made a gigantic step forward.
And it's about freaking time. Honestly.
So what's wrong with McCain's plan? Let me count the ways.
- The targets are too modest. It calls for 60 percent reductions (below 1990 levels) by 2050, rather than the more aggressive 80 percent targets favored by the Democratic candidates. Eighty percent is now something of a consensus position for public interest groups, and the minimum reduction recommended by James Hansen and other leading climate scientists.
- It allows for unlimited "offsets" from both foreign and domestic sources. There are two big problems with the anything-goes approach to offsets. For one thing, there's simply no guarantee that the offsets are real (and our experience to date suggests that they're often chimeras). And two, a huge offset program drastically reduces the incentive for businesses to innovate and adapt. Why invest in efficiency measures when you can just keep polluting and pay for a phantom tree-planting project in Indonesia?
- It gives away carbon permits for free at the outset of the program, moving toward auctioning only later. That's a big problem -- and something we can learn from our carbon-trading friends in Europe -- because giving away permits has the effect of bestowing windfall profits on private corporations. Consumers, of course, pick up the tab. A better approach is auctioning the permits and then using the revenue for the public benefit, perhaps simply rebating the funds on a per capita basis.
Speaking of those Europeans, it's a legacy of American sloth on climate policy -- and no small irony -- that McCain's presidential climate plan was delivered at a Vestas plant. Vestas, by the way, is a Danish company that now dominates the global wind turbine market.
It used to be that American companies had a big stake in alternative energy. But eight years of fat subsidies for oil with only a few crumbs for alternative energy helped to erode our position. And now that a gallon of gasoline is busting the $4 barrier, our energy supplies are stretched thin, and the GOP is finally getting serious about climate change, we'll be buying our efficient technologies from the Europeans.

I normally go into headbobbing mode to deal with my aforementioned koolaid drinker, but I just couldn’t this time. “Gee, the dems want government to solve everything. Small government is better. Big government, bad” (guess how old he is? if you guess as old as McCain you would be close).
Maybe govt can’t solve everything, but it sure as hell shouldn’t make it criminally and intentionally worse!!!

Whatever Republicans are told they will believe. It’s a cult. They need to be subjected to the Ludivico Process. A second option woud be frontal lobotomy. Would insurance pay for the proceedure? As Tom Waits said “I’d rather have a bottle in front of me rather than a frontal lobotomy.”
If McCain is really running to continue the Bush agenda, and most things he says supports this view, then we should ask what Bush would do in this situation. In 2000 during the election, Bush said we need to limit CO2. But as with most progressive items he ostensibly supported, he was just blowing smoke out his ass.
I believe McCain is doing the same. If he can’t demonstrate that his opinions are independent from Bush, then we have to assume that he will lie like Bush. McCain has identified some rhetorical platitudes. It sounds like he could parrot Cheney in 2003 or so when he said something to the effect of “Yeah, global warming does exist and the environment is in peril, but were not going to do a damn thing about it because it is bad for business!”

I want to see his health records…including his eye examinations…dark glasses…could be macular degeneration…Just sayin’…
Maybe he’s just tryin’ to be cool, but he wears them when no one else is wearing them…like when he’s greeting people after stepping off a plane.

I believe that both Obama and Clinton both (not collectively) had TWICE the numbers that voted for McCain in Indiana. That’s 4 times as many! I think in several other States it was 3-4 times as much turn-out.

If I’m not mistaken, here in Maine on the day of their respective caucuses…there were 8-9,000 republicans who came out to vote in a rain/sleet storm and then a week later in a snow storm with ice (driving sucked), 45,000 Democrats came out to vote.
McCaskill…was an auditor… she gets to the bottom line and finally a senator who knows how to give the next follow up question! (Though, wasn’t she wimpy on FISA and the immunity stuff?)
