Ed Fallon's introduction to politics was working as a community organizer in Reagan-era Des Moines. He founded the Des Moines Campaign for Nuclear Disarmament and entered electoral politics in 1992 by challenging an entrenched Democratic state Representative and beating him-- and then his Republican opponent-- handily.
He earned a reputation as a solid Wellstone progressive in the Iowa General Assembly, where he served until 2006 when he decided to run for governor. Although he lost that race, he did carry the 3rd CD, his home district where he is now challenging Bush Dog Leonard Boswell.
Even if you think you know how badly Boswell has been voting, I'd like to ask you to take a look at whoreallyownscongress.com, which was put together by our friends at Progressive Kick to show the relationship between the corporate donations Boswell has collected and his purely Blue Dog voting record.
When I spoke with Ed on the phone a few days ago I asked him if Iowa voters are really aware of Boswell's record in Congress.
People here are aware of his Iraq votes and a few of his other bad votes but what they haven't been aware of is his long history of voting with the Republicans. He was the deciding vote to pass Bush's for-profit prescription drug bill, the one favored by the drug companies; it passed 216-215. Democrats opposed it 199-8.
Here's a guy who's so out of step with the Democratic agenda that it is embarrassing-- which is why he doesn't want to debate. He's just lousy on the issues... Congressman Boswell has declined all invitations to debate-- from the Des Moines Register, our largest TV news station, the League of Women Voters, WHO Radio...
He said no to every debate, arguing that he is too busy in Washington tied up with the farm bill and just this weekend [Senator] Tom Harkin said the farm bill will be done by mid-May. The primary is June 3.
People here are really unhappy that he doesn't want to debate. Iowans are very used to having an open discussion about issues and for him to decline a televised debate is really rubbing people the wrong way.
If you recall from 2006, anti-war sentiment proved very potent in Iowa and helped outspoken Democratic candidates Bruce Braley and Dave Loebsack turn two red districts blue. In endorsing Ed Fallon today, Blue America would like to exchange a Bush Dog who consistently betrays Democratic values in order to rubber stamp the Bush agenda and please his campaign contributors for a real progressive leader-- so progressive, in fact, that he wound up refusing to support Gore because of his selection of reactionary warmonger Joe Lieberman.
I asked Ed which issues seem most important to Democrats in the district. He had already done a guest post over at DownWithTyranny talking about a wide array of issues, from campaign finance reform to support for Choice and equality for all Americans. So he went right to the biggie:
Congressman Boswell supported the resolution to go to war in Iraq-- [Boswell was one of the few Democrats who voted with Bush and the Republicans on all 4 roll calls on Oct. 10, 2002 authorizing Bush's unprovoked attack on Iraq]-- and then continued to support funding for the war for the next 4 years. I think most people are aware that it's only been in the last year that he's started to vote against funding-- and that's a pretty powerful issue in this district. It's one of the key issues that really resonates strongly with the Democratic base and with voters broadly.
But people are skeptical because of his support for the Patriot Act and its reauthorization, as well as his support for the Military Commissions Act allowing Bush to define torture. I brought up a lot of these votes at the 3rd district Democratic Convention last week; there were around a thousand people there. People were gasping at some of these votes. People in the district didn't know that Congressman Boswell was one of only a very small handful of Democrats who voted for the Military Commissions Act.
This primary has also become a bit of an Obama vs Clinton contest. Boswell is a superdelegate and insists he will support Hillary even though Obama won the state and, by an even bigger margin, district. Hillary came in a distant third after Obama and Edwards. Ed had been an Edwards activist but switched to Obama after Edwards dropped out. Ed's a multi-instrumentral musician and he teamed up with rapper $trick9 to tell a story about his race. Take a look-- and think about giving Ed a hand in getting his message out to Iowa voters.

And make the insiders fear the consequences of refusing to act like Democrats by referring them to the fate of Al Wynn And Leonard Boswell?
What kind of reception are you getting as you go around the district? Are people ready for a change?
Right now the prognosis for that looks favorable. Of course, I have to win on June 3rd for that to be the case. Our informal polling, based on our extensive door-to-door and phone outreach shows me up 60% to 40%. The more I can engage the national Progressive community in publicizing this campaign and generating buzz and financial support for it, the better equipped I will be to resist the deception and demagoguery coming from the Boswell campaing.
Polk County, ie Des Moines and its suburbs is 70% of this district. I won this county by 10% when I ran for Governor two years ago. The response here is awesome, and even in many rural parts of the district where my message is being received favorably.

I strongly oppose granting immunity to the telecoms and eavesdropping on American citizens. In the past, Boswell was always for granting telecom immunity. He was one of 2 Democratic members of the House Intelligence Committee who wrote a letter asking the House to grant retroactive immunity to the telecoms.
Are you seeing a lot of foreclosures in your district, or distress house sales? What’s the unemployment situation, not just the official statistics but are there a lot of people out of work? Do you have one major employer or a lot of small businesses? Are there farms in your district?
Ed, other than Earmarks (which I think comprise only 1% of the overall budget) what about trimming some of the waste and FRAUD rampant in the hiring of independent contractors for use in wartime? (and apparently now to Shoot at illegals coming across our southern borders now).
Regarding the Patriot Act, Boswell not only voted for it on the first round, but for three additional authorizations, which Democrats opposed 155 to 44.

Since I don’t know the press atmosphere in the 3rd, I’d like your impressions about Boswell’s refusal to debate - is he running and hiding, or is he just dismissing the challenge?
Also, has he responded to criticism of his record, or is he playing it like Al Wynn in the Maryland 4th?

First, the foreclosure problem is huge in parts of Polk County, northeast Des Moines has been very hard hit in particular. In some rural parts of the district are some of the poorest census tracts in the state.

So I hear Boswell sold us out on FISA this week. Can we get him out of there fast enough?
In Des Moines, we have a reasonably healthy mix of large employers and small businesses. Some communities, like Newton, were hit really hard when, in Newton’s case, Maytag closed up shop.
What is your position on the use of private contractors, e.g., Blackwater, to provide armed support for agencies of the US, state, or local governments here, e.g. New Orleans, or abroad?
Polk County is home to Des Moines and most of it’s suburbs, and accounts for 70-75% of the Democratic primary vote. The district also includes 11 rural counties. So, yeah, we’ve got farms!
Americans are desperate for decent jobs, here in my town a semiconducter factory closed and a Home Depot and Lowe’s opened, much much lower pay.

I would also ask on the Government Oversight and Reform Committee, which is a watchdog over fraud and abuse. Chuck Grassley gets great mileage out of cracking down on waste, fraud and abuse, and its an issue I’m really going to hit hard in the general election.
I feel bad that Baghdad does not have electricity 7/24, not even close, and have the US bombed it to pieces. I know the US has blown 100 billion in “reconstrution” is there any chance they could get electricity?
I spent five hours at the Des Moines farmer’s market this morning. Its a venue that draws between 5-10 thousand people. Since I have very high name recognition in this district, particularly in Polk County, a lot of people came up to visit. One of the most common remarks I heard was people indicating that they had decided to support me because of Boswell’s refusal to debate. That’s a horse we’re going to continue to ride all the way to the June 3rd primary!
To answer your second question, Boswell is avoiding the issues like reasonable people avoid the plague.

If the service is one that can be provided by a branch of the US military, the National Guard, or the US Coast Guard, then there is no need for private mercenaries to be involved.
Briefly, regarding the war in Iraq, before I won the election to Iowa’s legislature in 1992, I worked full-time in the peace movement. One of the last major initiatives I was involved with was organizing opposition to the Gulf War. In 2002, as a state legislator, I actively spoke out against President Bush’s push for war in Iraq, and am deeply offended that Congressman Boswell not only voted for the resolution in 2002, but has continued to support funding through the last year.
I would think a primary loss would allow Boswell to vote his Blue Dog agenda with impunity. He has nothing to lose at that point. Sad commentary.
Do you have a lot of veterans in your district who are being sent over for the second, third, fourth times? Are they getting the treatment they need when they come home injured?
We’ve been able to get a lot of mileage talking about the economic impact of the war. Voters are increasingly aware of the connection between $845 billion for the two wars in Iraq and Afghanistan and the lack of money to address a plethora of problems on the home front.
It sounds like that’s what Boswell is doing anyway, so by kicking his behind in the primary, there would at least be an end date to his voting against his constituents.
Whenever I talk about the travesty of over 4,000 of American lives lost and $845 billion spent, I always talk about the horrible consequences for the people of Iraq as well, and for the destruction of Iraq’s infrastructure.
True, so we’d be back to witnessing the Leonard Boswell as we knew him for 11 years. The truth is, when he learned that he would have a primary challenge, he suddenly began voting more like a Democrat. But very few people in this district have been fooled by that transformation of expedience.
As an extension of egregious @ 38, are there any VA Medical Centers or Outpatient Clinics in your district? If so, have you discussed budgetary or treatment issues with officials at those facilities?
Helping our veterans is the one issue that Boswell is seen as being proactive on. That said, many if not most veterans still feel like our country has hung them out to dry. Once they’re done with their tours of active duty, while a lot veterans are going with Boswell, I’ve talked with many who are supporting me, and it helps that I recognize the Congressman’s contribution on this issue and that I emphasize my own commitment to make veteran’s issues a priority.

We have a Veteran’s Hospital here in Des Moines and another hospital in Knoxville, though unfortunately, the feds decided to downsize the Knoxville facility. I might refer people to my proposal on Veteran’s Issues where I lay out 9 specific actions the federal government should take to improve services to our veterans. One important service I discuss is to reinstate benefits for veteran’s who are currently cut-off at a specific income threshold. Now that Christine Todd Whitman, former EPA Administrator has tesified before Congress that the Clear Skies Act of 2003 actually allows more mercury pollution would you change or repeal it? (She resigned rather than support the destrution of our environment)
I might throw in that as a matter of principle, I’ve never accepted money from a political action committee or paid lobbyist. I’ve done this since 1992, and won elections to the Iowa House 7 times despite being outspent twice. While it makes it more difficult to raise money, fighting big money in politics is a great, populist issue among mid-western voters (witness the success of Barack Obama and John Edwards in Iowa this past January).
Same here. We had United Technologies, semiconductor factory, and they sent all the jobs to Mexico. Now we have 2 WalMarts, 9 Wendys, etc.

Environmental concerns were the first reason I got involved with politics and global warming, specifically, will be one of my top priorities as a congressman. I hope to be appointed to the Commerce and Energy Commmittee and also the Global Warming and Energy Independence select-committee. On a personal note, in addition to fighting hard for environmental protection policies, I’ve worked hard to walk the walk in my own life. In Des Moines, I use my bike far more often than I do a car. I also operate a sizable organic garden in my “spare time.”
Boswell and I disagree strongly on so-called “free-trade agreements.” He voted for agreements with Chile, Peru, Singapore, and fast-track authority with China. As a member of the legislature, I voted against the NAFTA superhighway, led the charge against corporate giveaways and sought to restore money to more grassroots economic development programs, such as the Iowa Main Street Project, brown field’s redevelopment funds, and I helped with legislation that established the state historic tax-credits program.
What is your assessment of the current political situation in Baghdad, specifically the dynamic between al-Sadr and al-Maliki?
If you could look at the situation through the eyes of a resident of Sadr City, what would your assessment be?
Yeah, this is my biggest challenge. If you took away Boswell’s PAC money, I would have raised more funds that he has. As it is, I have to work very hard and ask my supporters to dig as deep as possible. Our grassroots campaign is awesome. I need to raise another $80,000 between now and election day to keep that campaign rolling, and to have enough money to go on TV the last week before the primary.
Does your district cover Ames?
The lack of political progress in Iraq is a travesty. And, the big losers are not al-Sadr and al-Maliki, but just the average Iraqi and the US tax-payer.
Unfortunately, no Ames is no longer in our district. I won that county by an even larger than I won Polk County when I ran for Governor in 2006. There’s a really good chance in 2012, when Iowa loses a Congressional District, that Polk and Story counties will again be in the same district. Despite Ames being outside of my district, I’ve received a whole lot of financial and journalistic support from that community.
Did you oppenent support the sending of 363 tons of Cash to Iraq to pay Iraqi pensions after the fall of Saddam? The largest transfer of cash in American history and it was just a gift, because the Iraqi Finance Minister asked us to. There are pictures of the huge pallets of cash being transfered to Iraq. It is a very powerfull picture.
Any particular positions on the Farm Bill? What would you change in it if you could?
Thanks for bringing this up, I’m unsure there was a vote on this matter. But, I do know that Boswell voted for the appropriations bill that allowed President Bush to transfer those sums of money.
I would cap subsidies at $200,000. I include a ban on packer-ownership of livestock. I would follow Sen. Harkin’s lead on more conservation-based incentives. I like the additional money for food stamps. I’d like to see us do more for the farm-to-school program. And perhaps most importantly, I’d like to see us do everything possible to encourage opportunities for small farmers to sell locally. For several years, I operated a small CSA, and its exciting to see that movement grow here in Iowa and across the country. With minimal incentives from the federal government, programs such as this could really take off.
So I take it you do not support Senator Inhofe’s position that Global Warming was invented to increase the ratings at the Weather Channel. Senator Inhofe actually said this on C-Span, so there is proof. You already answered the question, but I thought you would enjoy the comment, since I have way more time to watch C-Span than you do.
A few comments on this district:
First, it’s a Democratic district and has been represented by a Democrat for all but four years in the past 50 years. Boswell wins by smaller margins than Harkin, Culver, Mauro, and other more Progressive Democrats. In fact, this year, Republicans are preparing to nominate a candidate that even most Republican activists haven’t even heard of. While I won’t take the general election for granted, the conventional wisdom this year is that the June 3rd primary is one to win.
I do enjoy the comment! Thanks. I would add that, as a guest radio host last fall, I had a call from one guy who attributed global warming to cow flatulence and another to the prevalence of homosexuality–I love these people!
I also want to take the opportunity to tell you all about the incredible energy that we have here at campaign headquarters. We have 16 full-time staff members and a couple hundred volunteers that are hitting the streets canvassing or making phone calls on my behalf. Our administrative team has also joined the organizing efforts for these final weeks of the campaign. Nothing inspires me more than seeing these people take politics into their own hands.

Another issue that is proving to be a liability for Boswell in District 3 is his support for Hillary Clinton in his capacity as a super-delegate. In the Iowa caucus half of our 12 counties went for John Edwards, while the other half went for Barack Obama.
Yes, I do, and they are supporters. I know their daughter too, she is now organizing with the immigrant community in Denver.

Just out of curiosity, what made you interested in going into politics in the first place, is this a childhood ambition?
She does work with me out here on the Hopi Reservation in Arizona. I know both the daughters and the granddaughters.
No, I didn’t think of getting actively involved in politics until 1991 at the age of 33. I had been living in the inner-city of Des Moines (Yes, Virginia, Des Moines has an inner-city!) and as I became more engaged with problems facing the poor and minorities, I became more interested in how I could help my friends and neighbors through the political process. I also began to see state government’s potential for addressing environmental problems which have concerned me since I was 15 years old.

A little bit more about this subject…From an early age, I became interested in the philosophy and activism of Mahatma Gandhi. In 1995, I came to know Gandhi’s granddaughter Sumitra Kulkarni, and I traveled to India to visit with her and to meet with other activists who were using Gandhi’s ideas to address social injustice. Gandhi’s ability to bring his political and personal values together to focus on the most serious challenges facing his time remain an inspiring model for me.
Another big inspiration for me in my work has been Paul Wellstone, who I got to know personally and whose approach to politics I deeply admire.

We do not want any drug or drug ingredients from China, but it is not listed on the package. Heparin is an example of the horrible quality control that kills people. Americans don’t want any China Apple Juice Concentrate either, New York, Wisconsion and Washington can grow all the apples and apple juice we need.
Question: Can Iowa grow some too? We used to produce a lot of apples in Iowa. A major climatic event in the 1950’s destroyed most of our trees and the industry never recovered.
I concur that a country with the agricultural resources that we have in America has no need to import most of it’s food. I support country of origin labeling.
Oh, and by the way, when I turned 50 on March 1st, I invited people to donate $50 to my campaign in exchange for my mom’s killer apple pie recipe (she’s from Massachusetts, but I don’t know where she gets her apples!). If you like, I’ll send you my mom’s recipe as well.

Between Donna Edwards’ victory in February, and if all continues to go well, my victory in June, Progressives can send a powerful message that the “Democratic wing of the Democratic party” (to quote Paul Wellstone) is ready to govern. I hope my victory in June encourages more Progressives to run. But, between now and then, I hope each of you will encourage your own networks to plug into my campaign.
Oh, one other thing I might mention…is that Boswell has been asked repeatedly whether he might pull a Joe Lieberman if I win this primary. His answers have been vague and non-committal at best. We’re trying to get broader publicity on this.

“Ed, your opponent is one of the House Democrats who is most willing, even eager sometimes, to jump the fence on key substantive matters (like trade and Iraq) and vote with the Republicans for the Bush agenda. Yet, ironically, his whole campaign seems to be (Rove-like) to claim you’re not a loyal Democrat because you voted for Nader in 2000. I know you’ve apologized and said that that was a mistake but can you explain to FDL readers why you didn’t vote for the Democratic ticket?”

It was a foolish knee-jerk reaction prompted by my disgust at Gore choosing Joe Lieberman as his running mate. I got a call one day from Nader asking if I’d appear at a press conference with him the next day. My bad. I apologized for my mistake in voting for Nader, but Boswell has yet to apologize for his mistakes: voting for the war in Iraq, the Patriot Act, the bankruptcy bill, the military commissions act, etc, etc, ad nauseum…
Any thoughts as to who Obama ought to look at for VP?

I supported Edwards in the caucuses, but have been behind Obama since January when Edwards dropped out. I do hope that Obama will choose a running mate who is Progressive, inspiring, and can help work as an equal partner in the new administration. It would be nice if that person had a strong understanding of and commitment to environmental concerns, particularly the global climate crisis.
One reason I supported John Edwards was his articulate commitment to addressing poverty. It would be nice to see the presidential and vice-presidential ticket unified in its passion to make poverty an issue.
