If Mr. Milbank didn’t filter out his own deep knowledge of DC tribal politics, he would acknowledge that the GOP has throughout the Bush administration consistently refused to endorse any legislation that has substantial backing from Democrats. In fact, this may date back to Newt Gingrich’s regime.

The modern GOP’s meme is that voting with Democrats is leaving money on the table in a hard-fought negotiation. It gives them standing, credit for participating constructively in running the government. To the modern GOP, that’s aiding and abetting the “enemy”.
