The document, titled “199-Eye W.F. 213 589,”–now available via Freedom of Information Act (FOIA)–was signed by President George W. Bush before Sept. 11, 2001, according to British Broadcasting Corporation journalist Greg Palast.&lt;/p&gt;
&lt;p&gt;Palast wrote in his book, The Best Democracy Money Can Buy, that former FBI Agent John O’Neill–who died at the World Trade Center attack on 9/11–alleged that the document authorized the arrest of anyone who pursued Osama bin Laden.
