Shipyard prison considered for cyber command

KITTERY, Maine — At the same time as the Navy is exploring private development of the former Portsmouth Naval Shipyard prison, Rep. Carol Shea-Porter is pushing to bring the Air Force’s Cyber Command to the long-neglected castle-like structure.

Navy officials have asked private developers to submit proposals in the next two months with a goal of signing a contract in the spring of 2009. But if the Air Force were to choose the shipyard for its planned cyber command center, a government-to-government transfer essentially would trump outside uses, Shea-Porter’s staff said.

Ryan McKeon, Shea-Porter’s military legislative assistant, said the congresswoman does not want to be an impediment to the private development efforts but thinks the prison would be an ideal choice for the Cyber Command center.

Dam i used to repair Xerox copiers in that prison. It was the only prison where they housed both Navy and Marine criminals! Very old structure but it is on an island so quite secure!

DoD approves joint air-to-surface missile

The U.S. Defense Department has given the go-ahead to the Air Force’s Joint Air-to-Surface Standoff Missile (JASSM), officials announced May 2, after more than a year of deliberating and rehabilitating the program with contractor Lockheed Martin.

The chief weapon buyer for the Pentagon, John Young, certified that required conditions had been met for the now-$6.1 billion cruise missile program.

JASSM is designed to cruise autonomously, use an infrared seeker and an improved anti-jam GPS receiver to find its target, and use its stealthy airframe to elude air defenses.

The JASSM program began in 1998 with a plan to buy 2,400 missiles with a 200-nautical-mile range. Since then, the Air Force has added 2,500 extended-range versions of the missile to the order. The service already has 600 of the missiles and another 400 on order.

Costs rose as the Air Force changed requirements — upping the range to 500 miles and adding the Selective Availability Anti-Spoofing Module to protect the GPS signal sent to the missiles. It is that protective module that was blamed for the series of failed 2007 tests in which three of four missiles lost contact with GPS satellites and missed their targets by more than 200 miles. The fourth reached the target but did not detonate due to fuse problems.

So, I googled around a bit. It turns out that the AGM 109 is indeed the air-launched version of the Tomahawk, but it lost out to the AGM 86 which the Air Force had already been working on:

In January 1977, the Carter administration initiated a program called JCMP (Joint Cruise Missile Project), which directed the USAF and the U.S. Navy to develop their cruise missiles using a common technology base. At that time, the Air Force was developing its AGM-86 ALCM (Air-Launched Cruise Missile). One consequence of JCMP was that only one cruise missile propulsion system (the Williams F107 turbofan of the AGM-86) and TERCOM guidance system (the McDonnell Douglas AN/DPW-23 of the BGM-109) would be further developed. Another one was a fly-off competition for the ALCM role between the AGM-86B and the AGM-109, an air-launched derivative of the YBGM-109A. After flights between July 1979 and February 1980, the AGM-86B was declared winner of the competition and the AGM-109 ALCM development was stopped.

In an interview last week on “Fox & Friends,” Bush did allow that he tried to persuade Jenna to have a small ceremony and have a party later — but no dice. “She wants the deal,” the president said. “They are going to have the deal, and it’s going to be fabulous.”

Jenna, 26, who is marrying Henry Hager, the son of former Virginia lieutenant governor John Hager, offered a few more details in an interview with the issue of Vogue that hit the newsstands last week. She said the ceremony will take place at 7:30 p.m. in an effort to beat the Crawford heat, to be followed by dinner and dancing under a tent.

“It’s my home. I was raised in Texas, and it just felt right,” Jenna told writer Julia Reed. “It means a lot to Henry and me to be outdoors. We wanted something organic and low-key.”

The president told Fox that a White House wedding was never in the cards. “It’s not Jenna’s style,” he said. “She didn’t want the whole world looking at it. So the ranch will be perfect.”

Bush was at the ranch this past weekend with Jenna and sister Barbara. First lady Laura Bush will go there Tuesday to oversee the final preparations. “We will be laughing, weeping, hollering,” the president said. “It’s going to be a great time.”

An American official said the account of Hezbollah’s role was provided by four Shiite militia members who were captured in Iraq late last year and questioned separately.

The United States has long charged that the Iranians were training Iraqi militia fighters in Iran, which Iran has consistently denied, and there have been previous reports about Hezbollah operatives in Iraq.

But the Americans say the reports of Hezbollah’s role at the Iranian camp offer important details about Iranian assistance to the militias, including efforts Iran appears to be making to train the fighters in unobtrusive ways.
