One of Debbie Cook’s strengths as a public official– her serious devotion to the intricacies of the kinds of policies that effect people’s lives– is a real problem for a political campaign. "Serious" doesn’t always mean "catchy" or "easy to understand." She’s spent a good part of her life working on public policy and trying to make government function for people. Her overviews are filled with blacks, whites, grays and every color of the rainbow. She’s a candidate for people for whom expertise and results matters more than snappy soundbytes. So far, that seems to be working for her.
She’s the mayor of Huntington Beach, the largest city in California’s 46th CD, which stretches from Los Angeles, through Long Beach and on into the heart of Orange County. Traditionally a Republican bastion (PVI: R +6), the district is now 17% Hispanic and 15% Asian and as dismayed by the policies of the Bush Regime as is the rest of the country. In 2006 Dianne Feinstein won here.
Between November 2006 and March 2008 there was a net loss of 1600 angry, disgusted Republicans and a gain of 4200 extraordinarily motivated Democrats, and the numbers keep improving every day. Although only 29% of the voters in Huntington Beach are Democrats, Debbie still wins there by wide margins and is respected across partisan boundaries, recognized as a champion for energy conservation and environmental protection– a big deal in the district where the current congressman, an aggressive Global Warming denier, has gone out of his way to frustrate and diss environmentalists (this in a district where environmental issues like clean beaches, clean air, and smart growth poll in the 80% range across electorate).
Her opponent is 10-term incumbent Dana Rohrabacher, better known as a slacker, a mujahadeen and bin-Laden supporter, an Abramoff pal, an Erik Prince/Blackwater defender, and a fringe nut-case than for accomplishing anything at all in Congress. He does have a dependably rubber stamp voting record and virtually never ventures away from GOP ideological orthodoxy. His m.o. is arrogance tempered by laziness, corruption, craziness and, many say, wanton disregard for societal mores.
When I spoke with Debbie a few days ago, she told me that when she talks with voters across the district they main things they have on their minds are
The economy, the war, the environment and health care.
They don’t know where Rohrabacher stands on these issues– it surely isn’t with them– because they’re not even aware of who their representative is.
He’s been there for 20 years so you’d think more people would be aware of him… Elected officials in the district complain that he doesn’t bring anything back to the district from Washington. Orange County is a donor county [meaning residents pay more in taxes than they get back in services and infrastructure] from the federal government. Most elected officials are dissatisfied with that.
And I hear from people constantly that if you are not a Republican he will not meet with you or, if he does meet with you, he’s extremely rude. If you’re not politically aligned with him, he is rude to you.
Rohrbacher has never had a really serious opponent before and has never been defined for the voters. That’s about to change. Debbie is running an intense grassroots campaign and she is being supported by local officials across the political spectrum. On May 10 she’s having her first major campaign event, a voter registration drive coordinated with the Obama 50 state drive.
Debbie has endorsed the Responsible Plan to End the War in Iraq and the issues page on her website– unlike most Insider Democrats’– brings up thorny issues most politicians would rather avoid. And her positions are clear and straightforward, like
I support a woman’s right to choose.

Debbie, welcome to Firedoglake! We’re glad someone is finally taking on Rohrabacher in a serious way. Before we get into the specifics of your race though, I know you’re something of an expert on energy policy and I want to ask you about what appears to me to be a somewhat cynical ploy by McCain (and Clinton) to win votes by proposing a gasoline tax summer holiday. Wouldn’t this be a popular idea in Orange County, where everyone drives? How do you feel about the proposal and do you think voters are sophisticated enough to understand that the $30 they would gain from it might not be worth it?

What made you decide to run for Congress, what finally tipped the balance?
Welcome, Ms. Cook. What a great, well-written issues page. Clarity, common sense, and a radical change from Rohrabacher, to say the least. I hope you kick his butt!
Welcome, Debbie! I live in the district, am excited to have a strong challenger, and have been looking forward to this chat.
The gas tax exists for a reason–to pay for road infrastructure. California is an example of why this kind of approach will do only harm. California has not raised its tax in over 20 years and our roads show it. The price for poor roads is born by everyone who used them in increased wear of tires, front-end alignments, and added repair costs because the maintenance was deferred. This is an example of the flawed energy policy that I want to change.
Ms Cook, how the h*ll has Rohrabacker managed to keep getting re-elected so many times when he obviously is such a non-entity in the district? Inertia? It seems that surely there would have been some Republican that would have gotten fed up with him and primaried him over the years? Or did all the Rs decide it was better to practice St Ronnie’s “11th Commandment?”

OC Republicans do not challenge the incumbent. However, the District is changing and this is the year a strong challenger can defeat this entrenched politician.
It is a hard job. It will take money and volunteers. We have volunteers, in fact, our volunteers gathered 1200 signatures in 10 days in lieu of the filing fee. Everyone is disgusted and Democrats are motivated.

Debbie, I’m up the road from you in Los Angeles. Chipping in a little change from my “stimulus” and glad to do it, if it helps defeat that whacked out surfer boy.
I want to remind everyone that we’re trying to help Debbie pay for her grassroots efforts and buy enough cable TV ads and newspaper ads and radio ads to guarantee OC voters know exactly who she is running against. I’m glad we’re already off to a good start and I want to re-iterate that a generous Orange County Firepup has offered to match every donation until he reaches the legal limit. The balance was tipped for me because of the energy challenges that we face. I have spent the last 3 years educating elected officials and policy makers about the need to prepare and plan to mitigate for the peaking of world oil production. My colleagues in Southern California are starting to get it and I want to do the same in Washington.
This year, though, it seems he HAS drawn a primary challenger for the first time in years, in Ronald St. John. Rohrabacher supports the Minuteman Project. Ronald St. John says “Congressman Rohrabacher’s offensive suggestion of prison labor and his derogatory reference to foreigners was an embarrassment to us as his constituents, and to the whole Republican Party. This quote was not an isolated incident, it is typical of many statements that Congressman Rohrbacher has made.” St. John actually talks about how new immigrants fit within the Republican party.
So what role is immigration going to play in this race?

Debbie, have you challenged Rohrabacher to a debate and, if so, has he accepted? From what I’ve read about him, I doubt he even understands the basic concepts behind the basic problems that plague the district. He sure hasn’t been a friend of environmentalists in one of the most-environmental savvy parts of America.
The interesting thing about this issue is that Rohrabacher’s soundbites are not going to help us at all. It is an important issue in this district but 20 years of his representation has not gotten us further toward a solution.
I still have a primary challenger and we will challenge him to a series of debates.

Debbie, this week I heard Paul Rieckhoff of “Iraq and Afghanistan Veterans of America” on the radio talking about the GI Bill. I see on gibill2008.com that Rohrabacher isn’t one of numerous Republicans to sign on. Do you have any comment this – what are your views on supporting our troops and veterans?

This is a pretty wonky question but you seem pretty smart on this issue. What is your opinion of what level we need to stabilize atmospheric CO2 at? NASA scientist James Hasen and activists such as Bill McKibben have called for reducing it to 350ppm. What do you think our goal should be?

How much money do you think will be needed to win in this district and fund that kind of stuff Howie or Debbie?
Mary Gade was force to resign from the EPA for trying to get Dow Chemical to clean up a Dioxin site, one of the most toxic chemicals ever made. I think she should be promoted to Head of the EPA! Are you shocked the EPA does nothing to keep us safe?
While Debbie’s responding to the question about CO2 levels and energy, I’ll speak for the campaign, where I’m now volunteering full time. We’ll need at least 1.2 million as a base budget.
I’m doing my part by matching today’s contributions, and I hope that everyone gives til it hurts.
To paraphrase Randy Udall, we need to focus on the fire, not the smoke. The fire is the fossil fuels. As we have seen in the past several years, as the oil supply gets tighter, governments are turning to “solutions” that will make the problem only worse, like coal. Our goal should be to reduce consumption of fossil fuels as fast as we can. In Southern California, where there are still climate deniers, it is more useful to address the energy side, which has economic benefits as well as climate benefits. But make no mistake about the scale of this challenge–California’s goal of 173 million metric tons of GHGe is equivalent to removing 37 million vehicles or powering 33 million households. It is human behavior that must change and that is the ultimate challenge.
I am shocked at what this administration has done with every federal regulatory agency. We have toxic air, water, toys, mortgages, pharmaceuticals, and food. The foxes are guarding the hen house.
I wanted to say that US oil production peaked in 1970, so drilling in ANWR is just a diversion the republicans use.
“toxic mortgages” – I like that! I never thought of it that way, but you’re right. Lack of oversight and regulation in the financial environment is affecting our way of life just like lack of oversight in the physical environment. this whole administration has been toxic.
In 2006 Rohrabacher, a very lazy fundraiser, spent $354,651 to beat Democrat Jim Brandt (who spent $80,078). So far this year Rohrabacher has around $331,000 on hand. I understand that Debbie has a far more serious fundraising effort underway than any Democrat has ever had in CA-46. Anyone who wants to help can do it here, at our Blue America site.
And the harm that comes from the suggestion of drilling in the Arctic or off the coast of California is that we don’t need to worry about oil production, another big find is just around the corner. The truth is that Big OIl is in liquidation mode. They have access to only 16% of the worlds reserves and the easy, abundant, cheap stuff is gone. Meanwhile the OECD nations have peaked in oil production and the national oil companies are going to act in their own best interests, not ours.
How do you plan to campaign against an opponent who claims to favor smaller government and less taxes, but has increased spending from 1.9 trillion in 2000 to 2.9 trillion in 2007. And the war is off budget, but not off deficit using supplementals.
They talk about smaller government, but actually spend more.

I experience the same thing on my city council where the Republican majority spends liberally, while the Democratic minority pinches the pennies. We can’t afford more borrow and spenders. Rohrabacher has consistently supported the biggest earmark of all, the war in Iraq or $12 billion a month.
I’m from the other coast, but I’m a sucker for matching donations. So off to toss in $50. Good luck Ms. Cook. Every time I’ve seen Rohrabacher on CSPAN, he makes my flesh crawl. But be careful. I suspect he’ll have a very nasty campaign in mind.
I’ve watched your city council meetings on local Huntington Beach TV. I wish more people could see the care that you take in actually thinking about issues, rather than spending our city money to earn cheap political points.
It has already started. I was sued by the Treasurer of the California Republican Party for my ballot designation (saying that I am the Mayor, which I am). The Court of Appeal ruled against the Republicans and they had to pay the legal fees. We expect more of this kind of intimidation, meant to distract us from our campaign. The truth is, it has galvanized our supporters from all parties.
Well, I’m sorry, but thank you very much for putting up with all that to try to help get the U.S. back on the right track.
I wanted to suggest a campaign ad, the US sent 363 tons of Cash to Iraq, just because the Iraqi Finance Minister asked us to, to pay Iraqi pensions. There is a stunning picture of the largest cash shipment in US history being sent to Iraq. That picture, contrasted with some local need like repairing bridges, would make a great ad. If your oppenant voted for it, use it against him. The idea of a country with $9 trillion in debt and Bush calls Social Security a crisis giving money to Iraq, which has oil and therefore money is just nuts.
If he voted against S-Chip use that against him it is a very popular program, we are only 13 votes shy of an override in the House and have the votes in the Senate. We may be only 12 votes shy, now that a Democrat has replaced Denny Hastert.
Rohrabacher gets an F rating on all the issues that are important in this district: education, healthcare, environment, middle-class issues, choice…

I live in LA now but grew up in HB, went to OV high. Finally someone to take on Rohrbacher. I used to hate the republican mindset that was pervasive growing up, knowing that they were voting against their interests. Its still mainly blue collar/middle class. All Rohrbacher had to do was put a vote for me bumper sticker with a surfboard and he would win. Also, this was a time in OC that all you needed was an R next to your name to win. Sanchez was the first to defeat that. I am glad the community is opening its eyes.
Its comforting knowing that I would not be a lone democrat in a GOP sea anymore.

There is so much at risk: mortgage meltdown, economy, war, energy, food. Any one on its own could derail us but they are all converging for a perfect disaster.

One “good” thing I will say about my current representative Rohrabacher is that he used to have a fair amount of town hall meetings in the district (to preach to his choir) and actually did respond to my letters (to defend his out-of-touch positions).
This year, though, he seems to be a whole different person. I’ve seen him grab news more often and avoid more controversial positions. That must say that he takes you as a serious threat.
Very true! I hope that one day Miller’s corruption catches up with him. However, I would not be suprised to see his name on the Bush pardon list, a very long list indeed.
Gary Miller is the very worst and most reactionary congressman in California. I guess he would get an F minus, whereas Rohrabacher just gets an F. FYI– we’ve endorsed Ron Shepston, a blogger, who is running against Miller. Actually, California Democrats are fielding an excellent team of challengers this year, between Charlie Brown, Ron Shepston, Russ Warner and now Debbie.
We are planning on having town halls and public meetings throughout the fall and one will focus on the Responsible Plan.
That’s traight out of the Republic playbook: pretend to be what you are not during election years.
Ha. Reminds me of a snippet of research on voting that I read a couple of months ago. Turns out that publishing the list of everyone who voted raises the subsequent voting rate by something like two percentage points. (My memory is vague, so don’t hold me to the figures.) I think that publicizing more about individual voting behavior, while maintaining the secret ballot, of course, would be very helpful to democracy.
I think that’s great! Political signs are just starting to up here. I haven’t seen any congrssional ones yet.

I am not surprised, thats funny. I would ask my friends growing up why they were republicans and most could not answer. Especaiily since we were all surfers and outdoorsey types. To them it was just tradition. They could not tell you what the issues were. Now, what’s funny, most of them 15 years later are dems, now that we have started familys and eduaction and social programs matter, like the junior guards and the like. Also, seeing the wetlands get minimized, but at least we still have the 8 mile sea view along PCH.

And the ocean view is protected because of an initiative drive that I led in 1990. No longer can the city build on the ocean side of PCH without voter approval. It passed with 74% of the vote.

Good to hear. I continue to believe that we need to pressure as many Dems as possible to sign on, and then beginning fleshing out some more of these policy ideas before the elections in smaller groups, so that there is legitimacy behind truly ending the occupation. The key may be in finding more Senate candidates to sign on. I’ll be pressing Mark Warner to do so here in Va.

Yes, we are so fortunate to have the ocean as our front yard. It requires constant vigilance to maintain the views and access for all Californians.

Wasn’t it Rohrabacher that was infamous for pushing the Afghanistan War against the Soviets and asking for money to support the groups that later became warlords and Taliban? IOW he was the guy that led, indirectly, to bin Laden.
Personally if Rohrabacher wants to run as a surfer maybe push the environmental aspect with that crowd…and go tell him to spend his retirement surfing the Mavericks.
How’s the foreclosure/credit situation down there…I’m sure Dana has a bit of a bad history on those fronts. Being involved with City politics allows you to see the impact on the ground of how this whole affair with the sub-prime lending market has caused the “paper” wealth of individuals to plummet…while they unfortunately paid for years of high property assessments at those higher levels. It’s precisely why encouraging speculative bubbles are awful for local communities. Now the cities and counties are going to have to go on starvation budgets with lots of lay-offs and reductions of services as the assessments subside. Such roller-coasters are insane for any sort of fiscally sound planning.

From the local government perspective, we are already experiencing reductions in sales tax revenues, homes are being re-appraised at lower values, and the service industry is taking a hit. At the same time, demand for services continues to rise, and the costs of labor, energy, and materials is rising exponentially. Local government would love to be a partner in resolving the challenges of the nation, but are largely ignored.
