50's style red-baiting has become as salient as... hula hoops -- except in Florida where McCarthyite tactics are frequently on full display. Extreme right politicians are never shy about tarring their opponents as "Communists" and "commie-dupes." If you check over at ActBlue, you'll notice that Blue America's latest endorsee, Joe Garcia, has more contributions than all the other candidates in the entire state -- combined.
The average Florida Democratic candidate, not counting Joe, has 31 ActBlue donations. Joe has 1,874 donors so far. And Blue America has just added him today; let's bring that number up. It scares the bejesus out of Mario Diaz-Balart, the throwback rubber stamp incumbent. Joe has more donors in 2 months than Mario has had in his entire federal career!
Diaz-Balart's voting record is as devoid of anything approaching independent thought or political moderation as anything you will ever find in Congress. There's no reason for him to even come in and vote. He could have just as well handed his proxy to Cheney and said, "Whatever you want, boss." Take the 22 roll calls on issues involving the well-being of America's military personnel. Ole Mario claims he supports our troops. His voting record tells a very different story. Not once did he vote to support our troops; he voted against them 100% of the time. Same story with Mario and American veterans: 100% anti-veteran voting record-- the worst in the entire U.S. Congress.
Since first being elected in 2002, he's never had a serious opponent. This year he does -- and he's scared to death and in full smear mode. Son of the majority leader of Cuba's House of Representatives before Castro's revolution threw out the corrupt neo-fascist regime there, Mario quit the state Senate so he could chair the state House committee charged with drawing up congressional districts. He drew one tailor-made for... himself. This year he's going to lose it. He's going to lose it for three reasons:
1- He's been an execrable representative for his district and a lock step lemming-like partisan, voting against the best interests of his constituents again and again, like on health care for children and supporting extremist Bush economic policies that have wrecked the American economy so the wealthiest could have more unneeded tax cuts;
2- Joe Garcia, who supports the Responsible Plan for Ending the War, is a bold and trusted community leader whose policies and positions are far more aligned with those of the people who live in their south Florida district; and
3- Americans of all stripes have realized they've been bamboozled by Republican politicians with an extremist agenda that's been sold to us through fear and smear. That's not going to work in 2008, not when there are fearless and articulate candidates like Joe Garcia who know how to stand up for progressive values and know how to push back when right wing goons try to act like bullies.
What makes Joe an ideal Blue America candidate are his overall strong progressive stands across the board -- in terms of Iraq and foreign policy, in terms of domestic priorities like health care, employment, the environment and housing, and in terms of values like equality and privacy. But because FL-25 has a large Cuban-American population (around 30%) -- and because Diaz-Balart tends to make everything about Cuba (even when he voted against S-CHIP he claimed it was an attack on Cuban Americans since raising the price of tobacco would impact on his big money tobacco donors, which he apparently equates with his constituents' needs more than the need for decent health care for needy children) -- we need to look at how Joe and other progressives have been changing the dynamic of the Cuba-America relationship. Joe doesn't mince words about the Castro Regime:
There is no question that the Communist regime of Cuba is a brutal dictatorship and I don't think anybody on any side of this issue wants to argue that the form of government that the Cuban people have lived under, without any chance for self-determination, is acceptable. I agree with the moral position of the embargo -- which isn't a real embargo (last year alone the U.S. did $447 billion in trade with Cuba) -- but what I do think we have to change is the issue of travel.
People interrelating with their family and friends in Cuba can help bring about change in civil society and that is something we should encourage. We should end the remittance caps and the remittance controls to people on the island. You can't even assist a dissident and if you want to help a family member you're limited to $100 a month. This is absurd interference. The travel restrictions are inhumane and purposeless. They do nothing but divide families and prevent civil society from flourishing in Cuba. It's as though we were adopting Castro's own tactics.... The people of Cuba have done nothing wrong beyond being born under a brutal dictatorship and we should offer them a way out.
I first heard about Joe's campaign from his netroots outreach director, Shane Markowitz, a student at the University of Miami. Shane became interested in Joe when he watched him take the lead in modernizing the Miami-Dade Democratic Party, a process that included, for the first time, Internet operations. Since then he has also started working with Joe Trippi and I don't recall a candidate who has been more excited about blogs and Facebook than Joe, who really seems to thrive on engaging in dialogue with people online.
Aside from running on a platform demanding an end to the war in Iraq, Joe is concentrating on the economic bread and butter issues that residents of the district are telling him are most important to them and their families.
The economy's got people scared. South Florida is an area that pays low wages and has few unionized jobs. It's a very tough right-to-work state where people don't have access to pensions or health care as part of a typical job. Jobs and health care come up again and again when I talk to voters. In my district alone it's estimated that one in four people don't have adequate health care coverage....
And the mortgage crisis has been devastating here. This is the second or third leading foreclosure area in the country. We've had 7,000 foreclosures in Dade and Broward counties. As I walk through the neighborhoods, there's barely a street I walk on where there aren't at least a couple of houses for sale. And there are abandoned houses, which means there has been a foreclosure and a bank has stepped in. It's a tough time and South Florida's main economic engine has been the home building and construction industry and when that comes to a grinding halt everything gets affected.
Joe is offering pretty disgruntled residents of South Florida a real change. Take a look at a clip his campaign made the other day explaining this. And please join me in helping Joe finance a campaign that can change another red district blue -- and for all the right reasons. Our Blue America page is right here and there is no such thing as a contribution that is too small.

Welcome to FDL, Joe. We hope it will be the first of many visits.
Like the people living in south Florida, this community is very concerned about the war in Iraq and the inability of the Democratic-led Congress to end the occupation. We saw that you were one of the first candidates in a “red district” to sign onto the Responsible Plan to get out of Iraq. Could you discuss why you’re supporting the proposal and what kind of role will Iraq play in your election campaign?
Hello Joe Garcia, welcome to firedoglake!
Welcome Joe Garcia!
Welcome Mr. Garcia!
Now that former EPA Administrator Christine Todd Whitman has testified before Congress that the Clear Skies Act of 2003 actually allows more mercury pollution, will you amend it?
Welcom to FDL Joe Garcia…
Do you think the folks in South Florida are beginning to recognize that the “anti-Communist” Republicans just might NOT be on their sides in every other issue?
And that given our dealings with the rest of the world, that our Cuban policy just MIGHT need to be updated to the 21st Century?
Welcome Joe!!!
Just letting you know that this ex-Miamian is keeping an eye out for you, and my dyed in the wool Rush Limbaugh lovin’ registered Republican sis who still lives in Miami is looking forward to voting for you!!! Change is in the air.
Thank you firedoglake, crooks and liars, digby, and down with tyranny communities for welcoming me here for a live blog. I’m looking forward to a good discussion with you
Go Joe!
To add to Howie’s question, how can you best contribute your expertise to help the Responsible Plan become reality?
Hi Howie,
I signed the plan because we need to find a responsible end to that war in Iraq. An end that brings peace and stability to the region, promotes regional diplomacy and preserves our national security interests.
—
Unlike my opponents, which have a 92% voting record with the President and a 100% on the War, we are going to reassert the constitutional role of the US Congress.
I will reach out to our constituents, many of which are concerned about the war, and present them with a clear choice in this election.
Our soldiers have done all that has been asked of them. Too many have already paid the ultimate price.
Thanks Paddy!
Looking forward to your and her support.
As the Representative that sits over some of the most precious wetlands in the country, I will ensure that the environment, and the preservation of natural resource, is foremost on the national agenda.
There is not only a neeed to control mercury levels, we must also work toward reducing carbon emissions and confront the challenges of global climate change.
As of January 2008, Japan held 586.9 billion and China held 492.6 billion in US Treasrry Securities, are your voters aware of how crazy it is to run a war and not raise taxes, no other President has ever done this? Bush is the only President to put the costs of war on a big credit card.
Joe, are you getting any support from the local progressive groups such as DFA or PDA?
What kind of reaction are you receiving from the independents and Republican’s in your district?
Our community is at a transformational moment in history. South Floridians, like all Americans, are looking for solutions, not rhetoric.
—
There is no question that our current policy is near-sighted. What we must do adopt a sensible foreign policy that leads to human rights and democracy on the island.
What can be done to change the attitudes of Americans of Cuban ancestry towards the issue of Cuba? Haven’t they been dragging this issue forward so long with their “Castro Derangement Syndrome” that it has really hurt two countries, the US and Cuba? After Katrina I recall that the Cuban Government offered medical assistance to New Orleans and were rebuffed not because of being unqualified, but because the medical personnel were Cuban. I guess I missed the part where the anatomy and physiology of Cubans was so different from other humans that their Doctors were unqualified to treat Americans.
It’s been over a half a century, isn’t it time to get over Castro? How will you be a leader on that issue?
Joe, as head of the Democratic Party for Miami-Dade, you’ve come up against Republican red-baiting in the past. Are their smears still enough to win elections for them down there? It looks to me like that’s all they have now.
Joe, I hope when you win you will work to end the politicization of the executive branch, such as having the Department of Justice be an arm of the Republican Party.
Yes. The support has been overwhelming. The blogosphere and grassroots organizations have been some of our strongest supporters.
—-
People of all parties are embracing our campaign because we are talking about the issues and offering real solutions.
welcome joe
would you please share a little about your background?
i.e., where you grew up, how/why you chose to become involved in politics?
thanks
(howie, i ask this every time, could you give a little bio about our candidates so i wouldn’t have to ask every time? lol)
There is no question that the Cuban issue is central to many Cuban-Americans. We, like all Americans, are also concerned about the state of our economy, healthcare and the war in Iraq.
Like so many other first-generation Americans, Cuban-Americans yearn for democracy in their home country. This is no different than first-generation Polish, South Africans, Irish, etc.
The thirst for change in one’s home country has always been a component of American foreign policy. But it must be tempered with what is ultimately in the best interest of the United States of America.
Oops! Sorry. Joe’s biography is on his website and I should have included the link. He was born and raised right there in South Florida.
Great question.
I grew up in South Florida. My parents came from Cuba in the early 60’s.
I became actively involved in student politics while in Junior High and became interested in organizing on a grass-roots level.
While in Law School, I led the largest prviate-sector refugee resettlement programs in the history of the United States.
Any idea why Bush calls Social Security a crisis, but the Medicare problem is three times larger and he never mentions it? Selective Math?
———
While in Law School, I led the largest private-sector refugee resettlement programs in the history of the United States.
Congratulations, that is quite an accomplishment, most people just have trouble passing the tests!
The Bush administration’s failed economic policies of cutting taxes for the wealthiest Americans - while dramatically increasing government spending - have derailed our country’s economy and increased the cost of living for our community.
A vital first-step toward bringing a common-sense approach to spending in Washington is by enforcing pay-as-you-go (PAYGO) budgeting rules which require increased spending or tax changes to be paid for by cuts to other programs or the creation of new revenue.
We must also work to make government more transparent. That is why I am proposing a “Google Congress” program where I will publish my budget requests on my Congressional website.
Thanks!!!

This administration has a couple of chronic illnesses: it chooses to ignore issues for political expediency and it cannot create consesus without a crisis.
Americans are no longer scared. Just like the issue of healthcare, the resources and the commitment by Americans is there. What we lack is leadership.
Our friends at Blue Majority (the PAC over at Kos) have raised $14,000 for Joe (with 908 contributions). They’ve had a head start but I sure hope when Joe takes the oath of office in January he’ll know that that wasn’t the only online community that showed him the kind of support he needed to overcome the financial advantage that GOP vote-sellers get by catering to corporate special interests. In other words… I’m up for matching the first first ten $5 and $10 dollar contributions that come in while Joe is live at FDL. He’s our newest addition to the Blue America page.
thanks, joe, i never ask what someone does for a job-i ask where they’ve been….whenever i hear someone’s background, i don’t think of it as a limiting factor, i look at it as what else they have to offer, a resource, so, i find it not only interesting, but important in seeing what else they can bring to the table from personal experience.
yours is vast and unique.
i’ll add a (sorry) small donation to the blue america bucket as soon as this is interview is over, in honor of your parents. you’ll be an asset to your future constituents in florida and us.
thanks.
Hello, Mr Garcia, and thanks for stopping by FireDogLake today.
(I’m in for $25. Who’ll match that?)
One question, sir: What help has the DCCC Red-to-Blue chairman Debbie Wasserman Schultz offered your campaign against her dear House colleague?
Joe would you consider having upcoming legislation posted on the internet for review and comment by the general public prior to voting on it?
The idea is that bills with hundreds of pages and hidden clauses could be brought out in the sunshine before becoming law.
Red-baiting is still their preferred tactic. This week the Diaz-Balart have been calling me and my supporters “radical left-wing extremists” because I am meeting with the Chairman of the House Committee on Ways and Means, Rep. Rangel
Here is the difference though. The Diaz-Balarts are one-trick ponies and that trick is getting old.
Donations: I’m in.
Thank you so much, Howie.
Our campaign has received overwhelming support from the online community. Most of our donations are small contributions of $50 or less.
Joe would you consider having upcoming legislation posted on the internet for review and comment by the general public prior to voting on it?
Absolutely. The internet has proved that some of our brightest minds can contribute greatly by being able to see what others are doing.
Transperancy in government is essential, not only to ethics reform, but to problem-solving and fixing Washington.
I have known Debbie for many years and I am certain that Red-to-Blue is going to endorse us and so will all good Democrats.
Are you going to make it a campaign issue that Bush and his fellow Republicans have not funded the Everglades Cleanup?
Thank you so much, DMAC!
And thank you so much to all of you that have contributed. It truly makes a difference!
I’m in too Teddy…. let me go get my card…
Thank you Joe for coming here and answering my questions. Please make sure that you have your bio up on the DFA website and when it is, do a blast email so that everyone can go in and recommend you. This puts you in contention for funds from DFA National.
Absolutely.
The Army Corps of Engineers produced a report that in order to save the Southern Everglades from drying out, an 11-mile skyway was required. So far, the Bush administration, and the current leadership, have failed us on this issue.
Preserving and protecting our Everglades will be central to my efforts in Congress.
The preservation of the Everglades are important to Florida, our environment and they feed some of the most important hatcheries in the world.
Hello everyone, I’m the campaign blogger!
Howie, not only does Diaz-Balart only have one issue, but he’s used that issue to the detriment of financial help coming to the district. Rep. Rangel, for example, could help bring much needed assistance to public transportation and schools in the district, but that’s doubtful to happen when Diaz-Balart is calling him a radical left-wing extremist. This is part of the reason his performance has been ranked 407 out 435 representatives in terms of perfomance for their district.
Diaz-Balart wants to talk about Cuba because he’s failed on other issues. SCHIP, for example, he said is an “attack on the Cuban American community,” denying 14,500 children in the district health care.
In this campaign Diaz-Balart is going to have to explain his ineffectiveness for the people of the district. We need Joe in Congress so everyone will be heard on every issue.

from the link howie provided, joe’s biography on his campaign site–
”After his work on the Exodus Project, Joe was appointed, by the late Gov. Lawton Chiles, to lead the Florida Public Service Commission. As its Chairman, Joe deregulated Florida’s telecommunications industry, which lowered monthly bills for families. In the late 90’s, Joe worked closely with Gov. Jeb Bush, and state legislators, and signed the largest cut in energy prices in Florida’a history.”
and this–
” In 2000, during a transformational moment in our community, Joe Garcia became the Executive Director of the Cuban American National Foundation, the country’s leading advocate for democracy in Cuba. Under Joe’s leadership, the organization doubled its funding of the island’s internal opposition movement and helped lead the charge to save South Florida’s iconic symbol of liberty, the Freedom Tower. Joe became a national figure for the cause of freedom in Cuba and was a frequent guest on national media outlets such as CNN, Fox News, Univision, NPR and MSNBC to name a few. ”
==============
joe–what is your policy on cuba?
what will you be advocating?
We cannot thank PDA and DFA enough for their efforts.
How do you plan to vote on the Mathew Shepard Hate Crimes Bill when it comes up in the 111th Congress, Mr Garcia?
Use S-Chip like a hammer, most people are in favor of it and it does not cost much if we can keep kids healthy. And the US does not allow child labor, so they could not go to work even if they wanted to.
GarciaCampaign is Shane, who I referred to in the post above. Shane I bet that most of the readers here would love to hear about how you got involved with the Draft Joe Garcia movement and about your experiences, as a progressive blogger, with the campaign.
My policy is to promote family reunification and direct remittances to the Cuba’s peaceful civil society.
The current US policy is one of rhetoric and division. I will work to create consensus on a policy that is effective.
No democracy is sustainable without a thriving civil society.
From Joe’s post at DWT
I would absolutely support the bill.
There is a very powerful picture of part of the 363 tons of cash the US shipped to Iraq to pay Iraqi pensions after the invasion. The largest shipment of cash in US history and just because the Iraqi Finance Minster asked us to. I would suggest that it would make a great ad, why ship money to Iraq, when we need it here, maybe a picture of a rusting bridge.
LOL! Great idea. I will pass along the suggestion along to our media team.
Bueller…Bueller…Bueller…
joe at 45-”No democracy is sustainable without a thriving civil society.”
i hope i’m not going too off-topic here.
throughout history, the first exchanges between countries is trade but exchanges between the peoples of estranged countries was through the arts…
there has been an active exchange between cuban musicians and usa musicians in the last 10 or so years, some collaborative efforts included/approved by the government.
last year, there was a show on pbs about cuban artists that i copied and gave to my friends, artists. they had castro’s photographer from the revolution, a wide variety of old and new artists….it still affects me when i watch it. what a beautiful country. what amazing thinking people.
there is a duo/team of artists, sorry, their working ’name’ escapes me right now, who are world famous, and were unable to attend an opening at MOMA of their work……why? no visas from the us. one of them has been vocal about their opposition to the castro government and so far has gotten away with it, his partner doesn’t know how.
a show at the museum of modern art in new york, and they couldn’t attend.
as time goes on, more and more of us are being exposed to cuba, through the arts, and i believe, as it happened with russia, that it will lead to an open door again.
i just hope they can keep it up long enough for it to happen.
Best of luck, Joe. I’m just passing through and short on time, but I know Diaz-Balart has been a stain on us Floridians for too long. I’m looking forward to attending an organizational meeting tomorrow afternoon for starting the campaign for Tim Cunha in Florida’s Sixth District. Let’s turn all of Florida blue!
I started the Draft Garcia site because for too long South Florida has gone uncontested and I felt this year we needed a candidate who would propose a progressive alternative to the status quo. I knew of Joe’s history of work of promoting democracy and promoting the Netroots in the Miami-Dade Dem Party and so I thought progressive bloggers could help ask him to get in the race.
The movement was very powerful in the Florida blogosphere, which if you check now, you will see Joe is a favorite. The reason is because Joe offers something much different than leaders in Washington who have failed on so many important issues, like public financing, which Joe supports or supporting our troops by bringing them home. Once I started the Draft Garcia site, Joe actually went directly to the Florida Progressive Radio show, an online florida netroots program. I’m glad the movement was a success and if Joe gets elected, the Netroots are definitely going to have a leader in Congress.
Does it make any sense that we trade with China and not with Cuba?
Since, I believe you will win, I wanted to say Americans do not want Medicine from China, especially the 62 people who were killed by Heparin.
The time is now, to take back our Country, our Jobs, our Constitution!
Thank you so much!
thanks joe and gc for the information on advocacy for cuba.
i want to go there someday, so hurry up!
===========
joe, what did you think of the yoo torture memo and bush’s latest statement that he not only knew of the meetings to write it, he approved of the meetings, contradicting what he said previously-having no knowledge of it.
This picture? Tax dollars hard at work.
Finding consistency in our foreign policy is like finding consistency in German wine.
We have to try to find basic principles that can guide our policy. Hoewver, the individual historical context cannot be avoided.
Something like that, in that picture it is hard to tell that is cash, or maybe I just have a cheap monitor.
Does Free Trade mean the US worker has to compete against slave labor, inmate labor, child labor from other countries?
This shouldn’t come as a surprise to any American. We have had an administration that has stood by torture for seven years. This has compromised our moral standing around the world and has endangered the security of our troops.
Absolutely not.
The error that we have made in our free-trade negotations is that we have not demanded fair trade.
I have put forth policy proposals that promote fair trade. America has the most talented workers in the world.
In a globalized economy, barriers to competition between nations are counter-productive. However, the conditions of competition must be equal.
Free trade is good as long as we are working under the same environmental, worker protection and currency control standards.
Another campaign trick that has worked here in AZ is to have card board boxes with your campaign flyer on all 4 sides with an additional sign asking for donations of CD’s, DVD’s and pocket books to be sent to the troops in Iraq & Afghanistan….
it sends a message of supporting the military while empowering everyday people too…. just make sure that someone collects the donations and does deliver them.
That’s a good idea!
We don’t want apple juice concentrate from China, either.
Mott’s and Kroger Apple juice also are made from concentrate from China.
joe, since you worked on deregulation of telcos, what are your thoughts on FISA and telco immunity?
where would you draw the line for needed surveilance? just use the laws that are already enacted or change them in some way?
The laws that were created under FISA were sufficient to meet our country’s national security needs.
What the Bush administration has done, again, is present Americans with a false choice between national security and civil liberties.
To paraphrase Ben Franklin: “Those who sacrifice liberty for security deserve neither.”
Howie and all,
Thank you so much for the opportunity to “blog” with you today.
I look forward to speaking to you again. Please stay in touch. Drop me a line at joe@joegarcia08.com with any further questions or if you would like to get involved.
—
Shane,
Thanks for all that you do.
Joe, thanks for spending the time with us today. We’ll stay in touch with Shane to get updates as the campaign unfolds. You’re welcome to sign in and come back any time you want to update us.
Joe, I’ve enjoyed hearing your progressive voice today. Thanks for stopping by and sharing your insight.
Greetings, Joe, and welcome. Happy to see you in the race…About the DCCC: Debbie Wasserman-Schultz has already refused to endorse Democratic challengers to Ileana Ross-Lehtinen, Lincoln Diaz-Balart, and Mario Diaz- Balart, saying she doesn’t want to stab her own delegation in the back…It sounds more like loyalty to those already in the club, regardless of policy positions… Doesn’t that mean she refused to endorse you? Why do you think she’ll change her mind?
Joe, thanks so much for coming! You’re a real breath of fresh air. Best of luck with your campaign, and keep us posted.
Thanks Howie, we’ll keep in touch!
thanks joe!
good luck. sorry there weren’t more of us here today, hope you come back again to fill us in on how the campaign is going. go get ’em!
just dropped my contribution into the bucket howie, made it in time! match it dude!
and kicked in a little for sam bennett, too…….
and a tip.
got any cheney hats left? i need another one, gave the other one to my parents’ 80 yr radical neighbor in boehner’s district, he wears it everywhere, the store, the bank, even the golf course.
if you do, i’ll kick in a little more from the cookie jar fund.
and sandman-thanks for the everglades question and a few others, i wanted to know that too.
but didn’t ask cuz i was starting to feel like the adhd kid in the class.
where was everyone today? i know, out in their yards, it’s spring. slow last few days.
we had an experienced, smart and involved progressive candidate here and hardly anyone around.
sorry you all missed it, hope we have him back.
good job howie, and i wanted to post this, but didn’t know if it was appropriate, so am doing it now.
if it isn’t, go ahead and pull it. it’s your post about the diaz-balart brothers and wasserman-schultz
http://downwithtyranny.blogspo.....le-in.html
joe garcia made it sound like it was patched up, but i dunno, is it? if not, we need to flood the addresses you gave, and kick into his campaign fund to counter her actions. this post is why i contributed today, and in honor of his parents, who sound like fine people.
after all of the repeated republican shenanigans in florida and in this district in particular, we need to get behind him.
thanks for all you do howie, and fdl.
Just wanted to add my thanks to FDL and Blue America.
And yes thanks for all you do.
Joe Trippi
