&lt;p&gt;The duration and severity of the penalty of disbarment depends on which Court/Bar it is that is handing it down.  In some states, it is effectively a suspension of at least X years (X varying between states, too), while in other states it is a permanent “barred for life” penalty.&lt;br /&gt;
A suspension carries within it the idea that the attorney is still an attorney, and may apply to reactivate their license at some future date (after the end of the suspension).  A disbarment, OTOH, strips the attorney of his/her status as such.&lt;/p&gt;
&lt;p&gt;The “interesting” aspect comes up in the whole area of reciprocal discipline.  If an attorney were to be admitted in 2 jurisdictions, one “A” which has a “death penalty” disbarment and the other “B” not, and is disbarred in “B” for conduct in “B”, it is entirely conceivable (and, IIRC, has happened) that even though his conduct in “B” might not have earned him the death penalty disbarment in “A”, by virtue of reciprocal discipline “A” would give him a disbarment and the career death penalty, which could then be translated into a similar career death penalty in “B”.  All that through reciprocity.&lt;/p&gt;
&lt;p&gt;IIRC, Scooter’s admitted in Pa. and was in DC.  I don’t know whether Pa. has a death penalty disbarment, but I think they might.&lt;/p&gt;
&lt;p&gt;So, I think we can add Scooter’s to the list of “Banned for Life Action Figures”.&lt;/p&gt;

BTW, the “Banned for Life Action Figures” were, as the more senior among us may remember, a Letterman bit about “Gifts for Christmas” from his NBC show, back in the late 80s.  They included figures of former NBA player Michael Ray Richardson and Pete Rose, and came along with an Exxon Valdez Gravy Boat, which had the unfortunate tendency to pour the gravy out a hole in the bottom….&lt;br /&gt;
