They responded that it would increase the income of banks, and that the 1 percent increase in the difference between the loan interest rate and the savings rate would bring an extra 4 trillion yen to the banks. From the extra income, 2 trillion yen would be used to redeem bad loans, and the other 2 trillion would cover the loss of interest. This is an issue of income distribution.&lt;/p&gt;
