Hispanic turnout can be massive in San Antonio but because so many Hispanics voted for a Republican in the last two elections they don’t get allocated as many delegates as a strongly Democratic black district in Houston. It all depends on the distribution of votes in THOSE districts b/w Clinton and Obama…not overall turnout of one ethnicity vs. the other.
