When a politician restates verbatim a speech written by another, including a speechwriter, he uses that speech, with the permission of the speechwriter. It may even be work for hire to which the speechwriter has no claim of copyright. In the case of Obama he was accused of plagiarizing the speech of a Mass governor even though the mass governor had given his permission to be copied and repeated verbatim, much like a speechwriter would.
