In 2002, when the Republicans looked at Rochester, New York’s third largest city — with a population of around 200,000 — they were eager to make sure it’s Democratic propensities stayed within its own boundaries and didn’t effect the rest of mostly suburban Monroe County (whose population at the time was around 750,000), let alone the Greater Rochester Metropolitan Area, which also includes parts of Genesee, Livingston, Ontario, Orleans and Wayne counties.
The area is outrageously gerrymandered (NY-28), to connect downtown Rochester to downtown Buffalo in a snake-looking district that manages to encompass almost every person of color in Western New York. It’s overwhelmingly Democratic (Bush managed to get 35% and 36% of the vote here) and it left the area with 3 sure GOP districts, the 25th, 26th and 29th.
Today we’re here to talk with the three progressive Democrats who are hoisting the Republican plan on its own petard. After November there will be no Republican districts left in Western New York.
You don’t want to be Tom Cole, the hapless chairman of the RNCC — and not just because of the goofy expression he can never wipe off this face. Cole brazenly promised to help New York State Republicans reclaim the three upstate districts the GOP lost in 2006. (Pennsylvania provided 4 freshmen to NY’s 3 but two of the Pennsylvanian’s — Carney and Altmire — frequently vote with the GOP on substantive matters, so I’m still giving New York the cake, where all 3 — John Hall, Mike Arcuri and Kirsten Gillibrand — have been loyal Democrats.) Anyway, Cole took off like a bat out of hell after the 3 New York districts.
Now he’s trying to sell the candidate slots to high bidding self-funders and whining to the press that the near bankruptcy he’s brought the NRCC to make "it more difficult to have offensive opportunities when you have to defend what you have.” In other words, John, Mike and Kirsten won’t have to worry about NRCC money coming into the district just whatever the local wingnuts manage to scrape together in desperation for some fifth tier "candidate."
Instead, the NRCC will be deciding if they will try to save Randy Kuhl or Tom Reynolds, James Walsh already having raised the white flag in despair and marched off the battlefield. In barely matters what the NRCC does at this point. Their incumbents are tied to the hated Bush-Cheney policies they both assiduously rubber-stamped and each faces an outstanding challenger.
In fact, all three of these men have already been guests at Blue America and I urge you to go through our latest discussions with them (at the links on their names) before they join us here today for a little catch-up.
Now the odds-on favorite to win the 25th, east of Rochester, is Dan Maffei who came within 4,000 votes of winning on his first try against the now departed Walsh. Eric Massa was a Blue America fave in 2006 and he came 6,000 votes shy; he’s way better known now than he was then — and many voters in the district see he’s been correct on everything he said in the 2006 campaign. Jon Powers didn’t run in 2006. Having come back from running a sector of Baghdad as a U.S. Army captain, he was busy running War Kids Relief in Washington at the time. But he’s home in the Buffalo suburbs now and will likely finish off what local Democrats started 2 years ago when they came within about 7,000 votes of knocking off Tom Reynolds, then the Foley-tainted head of the NRCC.

We each have to address the issues of the lack of jobs, unaffordable healthcare, and a war in Iraq that has been terribly mismanaged.

The reason I asked my question at #6 is… well… just in case there’s anyone who was thinking of putting together a radio ad for the Rochester market– which hits significant parts of all 3 districts– I was hoping to see what common themes there are that would help all 3 campaigns. I know the districts are not all that similar.
Great question. As a social studies teacher I look forward reinstituting the balance of powers that our founding fathers intended for our government. Represtative like Tom Reynolds have given this Administation a blank check that has driven our nation terribly off course.

The question you asked is an important one to be asked. The constitution is the fundamental document that we as members of Congress will be sworn to protect. We can’t forget how Jon and Eric have truly the constitution to heart with their service, where they swore to protect and defend the constitution. I can guarantee you that I would stake my career on protecting the rights that the constitution represents a document I always carry.
All three of you are running for the House. How do you perceive the current Democratic House “Leadership” and would you be willing to challenge their “status quo/DLC” mindset, especially in matters like the Telcomm Immunity and supporting Henry Waxman’s inevitable investigations into the wrongdoing of the current administration?
Also can you say you would support the reduction of civilian “contractors” to “force” levels and jobs similar to what they had historically been allocated to them during the Cold War and the years after up until Bush II and Rumsfeld II?

When I look at Washington right now all I can see our the problems being created not the solutions being offered. I look at Washington and see that 47 million Americans dont have health care, yet Washington tries to find a way to cover less children. Washington sends our troops abroad without the proper armor and were not looking for a way to bring them home. I look at Washington and try to find ways that I can help Central New York. We’re in need of new economies and a restored of sense of pride in our region.

We are in the midst of doing 30 house parties in 30 days, and this is the number one concern I hear from folks across Western New York. We have tremendous assets here in our region that should be a draw for buisnesses around the nation, ie fresh water, great agriculture base, highly educated work force. We have to capitalize on the innovation that is begining here with biotech and medtech work, but begin to engage the green collar, green tech jobs our nation so desperately needs. We need to look at ideas such affordable broadband internet access and affordable health care to help small buisness grow.

I hope that we as a Party take the fight to our political opponents with a clear message and an uncompromising “straight talk” (stealing from an angry Republican). I do believe on issues like Iraq (the 100 year war part 2!!), SCHIP and just about darn near everything else we have better ideas. … Part 2. One of the hidden realities of Iraq are the tens of thousands of civilian contractors who are ruling and running our military effort in Iraq. Iraq has fallen a bit off the radar throughout the presidential elections. I would hate to think that with nearly 4,000 troops killed in combat that Iraq is being forgotten. How will all of you, once elected to Congress, make sure that Congress does its part in addressing Iraq and the problems it has given us on the homefront?
The SUNY system was created politically to put a campus in each part of the state. So the SUNY campuses are turning out graduates in your districts. What do they do after they get their degrees, considering the paucity of jobs?

I can only stand on my record as a candidate throughout the two years of my 2006 effort. I have been unrependant in my opposition to the War, push for Single Payer Health Care, and my fight against the tradegy of global free trade. There are some things that I am sure that we disagree on and I would be shocked if anyone agreed with me 100% but I stand with the progr4essive ideals of FDR. My campaing record has not changed and I stand on that record. I can only be who I am in that I’m not good enough to change spots. Eric

We haven’t forgotten about the situation in Iraq. Being so close to Fort Drum everyday we hear about another casualty that affects Central New Yorkers. The first thing we need to do is devise a safe plan to bring our troops and find a way to keep the region stabilized. We need to look towards a Marshall Plan for Iraq that would include humanitarian and diplomatic programs not military intervention.

Great question. It is sad to see celebrity gossip and reality TV is getting more headlines than our brave soldiers fighting in Iraq. In Congress, I intend to bring my experiences in Iraq both as a soldier and later with War Kids Relief to address solutions that go beyond this Administrations military only approach. They continue to address the economic, social and political issues in Iraq.
We must bring our troops home safely, securily and soon.

There is no doubt that our expanded ring of overseas bases has both outlived what is needed and is causign more harm than good. 50 years after the War we still have thousands of personnel in Korea. One must ask the question why and change that reality. Ditto for Germany and ditto for Japan. I do agree that there may be a need for logistics facilities in key areas so that we may react in the interests of our allies and ourselves BUT, our military has been consumed by this Administation and those of us who spent our lives on Acitve Duty know this first hand. No that Former EPA Administrator Christine Todd Whitman has tesified before Congress that the Clear Skies Act of 2003 actually allows more pollution and that is why she resigned, would you support changing it, to reduce the mercury pollution?

It makes sense to look at the possibility of closing some military installations overseas. It is important however that we don’t limit our readiness to protect our allies and make sure we keep strong military bases at home.

U.S. bases overseas are the contenporary definition of the U.S. empire.
I keep hearing about how broken the U.S. military is. At the same time I observe that troops in Iraq are not being reduced and more troops are going to be sent to Afghanistan. How can both be true at the same time?

My insight comes from being on the ground in both Baghdad and Najaf, and later returning to Iraq to develop progamming aimed at engaging Iraq’s million youth. This experience taught me that we need to address core issues that allow extremist organizations to recruit out of school disengaged, citizens into thier radical movements.
Our government continues to fail to address national security implications of a military first approach.

Add that to what Mike Arcuri, Kristen Gillibrand and John Hall accomplished in 2006 and you’ve got a political dynamo in Upstate New York, instead of the rotting carcass that those corrupt rubber stamps had going up there. One thing to note: When Jon, Eric and Dan all win, 26 of our 29 members of the House from NY will be Democrats. There’s other seats (like Fossella’s) which could turn blue too. Some people might think that 26 out of 29 congressmen or congresswomen from New York is a big deal, but in upstate it is, especially in the 25th, 26th and 29th.
This is the unfortunate reality that exists in WNY today. We invest in the education of our SUNY students, but we continue to lose the capital they represent when the move downstate, out of state or overseas.
My 25 year old brother said it best, that he has to fight to stay in Western New York. We need to create a platform for small buisness to grow and provide job opportunities to these graduates.

Here in Central New York the residents of the 25th Congressional District can expect to see their congressman everyday. The job of a member of Congress goes far beyond voting and going to committee hearings. Its important that we are accessible and honest with our constituents we most also be strong advocates for our regions. It is important to me that we fight not just for appropriations but for sustainable development for the future.
‘Agreement’ is not the issue – substantive conscience, essentially thoughtful humanity and courage are, however.
Glad about your spots. I think chameleons look great in nature, but I do not fancy them in Congress.
We are living off the abilities of our Guard and Reserves and the bottom line is that the US military will complete the mission – any mission that it is given. That is the purpose, code and commitment of our active duty personnel. That does not mean that mission is just, adds to our security, or is in the interests of this Nation. When President Bush took office he had at his disposal over 30 ready, fully operational Army brigades, 3 divisions of Marines a fleet almost twice the size that it is today and 450 (plus) fighter aircraft who wings were not falling off. Today, in the US there are 0 (ZERO) bridages, no fully deployable Marine Divisions, a shell of an operational Navy and over half of the operational fighter aircraft are now inoperable and we are asking Canada to provide continental air defense. (the Republican campaign against their health care but ask for thier aircraft – seems odd) – - Yet the never-been-in-uniform Republican road blocking rubberstamps stand and declare that they are the party of National Security. I don’t agree and I will not take that off the election table. Eric

Great answer. We also have to look at the current construction of the world’s largest Embassy today in Baghdad, using our tax dollars. I believe all three of us will look at the incredible need of National Security Reform when represent upstate and WNY in Washington.

I believe Bagdad is getting about 4 hours of electricity a day. If after billions of dollars we can not provide electricity, how can we win the hearts and minds of the Iraqis?
I just recently attended the first State of Upstate in NY State, by our Governor. I believe he is a committed partner in getting this area back on its feet. With our great Senators, and working with Congressman Higgins and Slaughter, I intend to enhance this vision.

I have read about National Guard & Reserve being unready to fulfill their domestic missions recently, so that part of your explanation makes sense (not meaning that it is right). I did not know about the request to Canada. That is astounding.

Have any of you endorsed a presidential candidate?
The Governor recently created a billion dollar fund to help create sustainable development. While its to early to see its ramification it is a great to see that we are willing to invest public funds to encourage public and private partnerships. That fund with public private partnerships will be able to leverage well more then the original billion dollars pledged.
Here in Central New York both Senators have been instrumental with the Creative Core which tries to help develop a new high tech sector here in Syracuse. Also Senator Schumer is the sponsor of rewriting enpowerment zone legislation, which I will also be a big supporter of in Congress. This legislation could have a great effect on Syracuse and creating jobs here.
You hit the nail on the head here. Bush continues to send over our troops for 3 or 4 tours without addressing these key issues like electricity, sewage, or waste removal.

What think you of the notion that ‘genuine’ ‘National Security’ has to do with the health and well-being of the ‘people’, rather than weaponry or belligerance?
I didn’t overlook Higgins. He’s one of the 23 already in office.
In New York these zones are generally called Empire Zones (NY being the “Empire State” – a phrase from the time of Teddy R – perhaps) – and they can have a positive impact. Part of the challenge is working to couple education with jobs under an opportunity educcation program where local students get local educations targeting local jobs with financial assistance from local government and local employers. Mr. Powers – I have been following your campaign for awhile now. what makes you a democrat, but more specifically your stance on a woman’s right to choose? This really concerns me as President Bush continues to appoint conservative justices to the Supreme Court.

Very interesting question. Their is a misconception that hearts and mind efforts are not national security. I believe that National Security support with programs that address civic engagement, electricity, sewage and waste pick up, or education can be just as critical as providing guns and weaponry. This is why I intend to speak a great deal about the need for National Security Reform.

Empire Zones have been somewhat of a topic in the 48th Senate District race in the North Country. There are flaws with the current Empire Zone program, but when it was first introduced, the intended mission or goal of the program was a strong and positive one. The problem is that some companies have used the Empire Zone program in NY and then left the state or companies that are taking advantage of benefits have not lived up to their end of the bargain.
What is the status of Xerox these days? How many do they still employ in the Rochester area?
For all three: What are the big employers still left in your districts?
War Kids Relief is currently being restructured under new leadership. New programming is being redesigned by Charles London who will be relaunching the effort in the near future. It will focus on connecting American youth with youth in War zones, such as Iraq. I am lucky to be moving the program into such capable hands.

Actually, Jon, I was asking about the health and well-being of the American people, but I appreciate your perspective regarding those whom we are ‘ministering to’ as well.
I am curious how Dan, Eric and Jon would voted on the 2001 and 2003 Bush Tax Cuts. I mean they have bleed our budget dry, we can’t possibly extend them. I hope you guys will help returns Congress to responsible spending and budgeting

These days Xerox is smaller then I would like to see. However they are building and researching their most cutting edge products in Webster.
Here in the 25th our other biggest employers are SUNY Upstate Medical College, Syracuse Univeristy and the other three regional health systems. Recently we’ve lost thousands of manufacturing jobs with Magna and Carrier.
What specifically did you accomplish in War Kids Relief? I think you could really get people into you more if talked specifically about what you accomplished with War Kids Relief.

Um. “Hearts and minds” are the core of antiinsurgency. I learned that from the first 150-page book I read on the subject. Now, it took the military 4 years to write a counterinsurgency manual, and when it was done, the military apparently decided to buy off the opposition rather than attend to fundamentals.

I think that both of the remaining candidates are FANTASTIC and exciting and different and motivating and 120% better than the Republican alternative. I don’t line up line for line with either of them but I think that each and every Republican is troubled by voting for any of the Republicans. I am a New Yorker and I stand with New Yorkers so I’m delighted to see my junior Senator showing the entire United States what a great state we have. Thanks, Eric

Somehow, having higher education and medical as the core of a regional economy does not seem self-sustaining.
By analogy, the mid-Hudson, where I have a house, seems to have higher ed as an important part of the local economy, and much of the rest is hardly visible since IBM downsized. Anecdotally, there are a lot of self-employed creative types, but don’t know what percent of the total they comprise. And proximity to NYC probably makes that not a model for upstate.
Thanks for following our race. I am Democrat because I believe that people who work and play by the rules should be provided the opportunity to afford college for their children, health care for their families, and a safe and clean environment to live in. This Administration and the Republican led Congress abandoned those ideals. I think it is time to get America back on track.
I also think that a decision about a woman’s health should be made between her and her doctor, and not by politicians in Washington.
Thank you Jon, that is what I would like to hear from all would-be ‘politicians’. It might redeem, somewhat, the perfidy of decades.

John Edwards made it a point to mention that on any given night, there are 200,000 veterans who are homeless. There are many veterans issues that are notable: Homeless Iraq veterans, homeless vets in general, the current state of the Veterans Administration and the treatment our troops are receiving when they return home from Iraq (i.e. Walter Reed). What will the three of you do to assure our troops and veterans of the best care and the attention that they deserve?
I recently read that the U.S. was offereing each Iraqi legislator something like $2 million to vote for the oil law. Don’t hold me to the number, or the specifics, as I can’t remember where I saw it. But tracking it down & getting more publicity on it would be good anti-R campaign fodder.

First, we need to institute mandatory funding for Veterans Services. Which means that the funding would increase every year for inflation and number of veterans. Second, we need to provide more preventative counseling to help veterans with PTSD. Finally, we need to reinstate a real GI Bill, today.
I would suspect that the GIBill paid for itself many times over in future tax reveenues collected from those college graduates.
I think that one of my greatest accomplishments with War Kids Relief was advocating for a new approach to our efforts not only in Iraq, but in terms of national security. John Hopkins School of Advanced International Studies published an article I wrote addressing the desperate need to engage the millions of Iraqi youth who are being recruited by extremists groups. This type of advocacy by War Kids Relief brought attention to the fact that over 40% of Iraq’s popluation is under 14 years old.
Millions of out of school, disengaged youth are finding meaning in the communities of extremists. Our government continues to fail in addressing this issue. War Kids Relief was critical bringing to light this issue that was focused on in the cover story of Newsweek last January. You can see the article at http://www.powersforcongress.com/media/

On the record as having been against the top tier of these cuts for the uber weathy. In fact, the former moderate Republican who represented this District, Amo Houghton voted against these cuts stating that they would ruin the ecconomy. He was right. His replacement was wrong and is following the President in making sure that he efforts to make them permanent are at the top of the agenda. Eric

I ask you to each sign this pledge to reform the Veterans Administration in three ways:
1) Returning strong and experienced veteran leadership to the Veterans Administration. Only a Secretary with strong management skills will be able to get one of this nation’s largest bureaucracies headed in the right direction. Our troops deserve better than the outgoing Secretary of Veterans Affairs, whose sole qualification for the position was having previously led a National Political Party.
2) Making healthcare more accessible to veterans. The Veterans Administration has some of our nation’s best doctors, but there simply are not enough of them to treat those that require care. The average patient to doctor ratio at these facilities is 650 to 1, and veterans are being forced to wait six to twelve months before receiving treatment.
3) Reducing the backlog of over 600,000 veterans currently waiting for approval of disability benefits claims. Disabled veterans shouldn’t have to wait six months to receive the benefits they have earned and so desperately need.
Our current system is failing our veterans, and until we begin holding our elected officials responsible for ensuring that our veterans have access to quality health care, so are we.

Last night at a House Party in Leroy, a veteran showed me his dog tags from Vietnam. I then pulled out the set I carry with me at all times to show him. These remind me of the brave men and women I served with and why I continue to fight for the America I believe in. It was a very special moment.

I guess that my main reaction is one of silent anger that is about to become not so silent. I believe in mandatory funding for the VA – this takes the VA out of the yearly cycle of up and down cuts. We are about to see a virtual wave of this homelessness problem. This Administration has stood by and allowed this happen while stabbing all Veterans in the back. Now it’s time to show them the door. Clinton’s last budget was $1.9 trillion, now Bush’s budget is $3 trillion, except for Medicare, Part D did we get anything for that money? Certainly not a better FEMA or better Veterans health care.
Ah, but it is that honing-in, that clear-headed single-mindedness which I so appeciate about your professionalism. My suspician is that, for an economist- of whom I have had the distict pleasure of personally knowing and appreciating several, my father amongst them – that you are well-rounded, well-grounded and funny to boot.
