(The one he “resigned” from, but still visits in Washington, DC, every month via the private jet and limo, so that he can <em>not </em>oversee its operations.) The point is to make sure that Barbour and his clients get rich on the taxpayer dime no matter what it’s spent on or how well they build or operate. That’s what the money’s for.
